The vehicle scrapping policy gets more financing in the 2023 Indian budget. This will have the effect of increasing car sales and jobs as newer cars, buses and other vehicles are put on the road. By increasing electric vehicles it is a fight for climate change prevention. The simple act of removing fossil fuel guzzling older vehicles with newer fuel efficient vehicles cuts oil use and cuts oil import costs. Doing this on scale is what will help in the fight for climate change. In just one move India will remove about 1 million buses, trucks and transport vehicles used by federal and state governments by April 1, 2023.

Why the BBC would in 2023 bring back events from 2002 is mind boggling and shows its lack of respect for India's institutions and a colonial mindset, including a lack of respect for India's Supreme Court, says Shashi Vempati. Coming at a time when India is working hard under Sab ka Sath, Sab ka Vikas, everyone's support for everyone's development, and is catching up to the western nations in technology and scientific progress, investments in modern infrastructure, the BBC falls into a colonial era trap of underestimating the potential of the Indian people for advancement in the modern world.

A $100 billion infrastructure project to create a high tech manufacturing and freight corridor between New Delhi and Mumbai with a third of the money coming from Japanese public and private money will be announced this week during Japanese Prime Minister Abe's visit to India this week. Japanese investment in India is expected to rise from $515 million in 2006 to $5.5 billion in 2011. Lack of infrastructure has been a key constraint to investment in Indian manufacturing and this project hopes to address this problem. This would include airports, ports, and a high speed freignt line for the 1500 kilometres between New Delhi and Mumbai. CEO's from companies such as Toyota, Mitsubishi, Canon, Hitachi have joine a new Japan-India business leader forum. Toyota plans to increase manufacturing capacity to 600,000 in India by 2015. Japan played a major role in the rapid modernization of Korea, China, and now is likely to do so in India as well.

Greg Ip in the WSJ says India is shifting towards  becoming an important partner with the US and the European Union in trade under the Modi government. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. It does not reflect the rapidly evolving situation under president Biden.US president Biden and Jake Sullivan National Security Advisor see rapidly expanding US trade and investment in India. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...

Lashkar aPakistan terrorist group which recruits members has 150,000 members in Pakistan and is drawing increasing support, has connections to Pakistan's Intelligence Agency ISI at different levels on a clandestine level, and is capable of another attack. The ISI leadership for its part has not abandoned its goal for freeing Kashmir but simply shelved it for now. Says the Times report by Lyddia Polgreen and Souad Mekhennet, with interviews and classified information from ISI officials and operatives, the capabilities of Lashkar are intact, only "a thin distance" separates the Lashkar from the ISI bridged by military and former intelligence service members, and another attack is possible. The cooperation between the the Indian and Pakistani intelligence and police even now is zero according to this report. This has grim consequences for the American troops in the Afghanistan region and the Pakistan troops fighting the war in the border regions, and for economic development in South Asia. For the first time the consequences of past failed policies in the region are threatening the vital interests of the American and South Asian people, as wars and conflict now seriously threaten much needed infrastructure and economic development in South Asia and economic renewal in North America. And serious solutions and problem solving is sorely needed on the North American side and the South Asian side. The vital interests and future of about 400 million people in North America and 1400 million people in South Asia would otherwise be held hostage to the volatile emotions of 8 million people in Pakistani and Indian parts of Kashmir, in a remote region of the world. ...

The Republican Senators include Senator WIcker the senior member on the Armed Services Committee, military veterans, and centrists. Voicing strong support were Senator Tillis of North Carolina and Moran of Kansas on the Senate floor. Tillis said "there is a common conviction that if we fail on this vote, if we don't support Ukraine, this is not bluster, not hyperbole- bad things will happen." Tillis also said that after the earlier vote to break a filibuster by Republican colleagues -"I slept like a baby last night." The list includes senior Republican leaders Cronyn of Texas, both senators from Iowa including Grassley, Bill Cassidy of Louisiana, Mullin of Oklahoma, Rounds of South Dakota, Thune of South Dakota, Todd Young of Indiana. Indian health minister Mandaviya goes house to house in Palitana, Gujarat, to start India's Har Ghar Dastak, house to house vaccination drive. Indian government has identified 50 districts with vaccination rates below 50% for first shot, for efforts at house to house vaccination by visiting homes of the unvaccinated. PM Modi returning from Glasgow held a meeting with chief ministers of the worst affected states such as Maharastra,Tamilnadu, Karnataka and other states with officers at the district level also present, to start Har Ghar Dastak campaign. Modi told the chief ministers and district officials that his talks with leaders of developed countries had increased his awareness of the great risks in letting any slackness or loss of vigorous effort take place in the vaccination effort. Germany is today facing a pandemic of the unvaccinated with fully vaccinated stuck at 67% and facing resistance from unvaccinated and closing of vaccination centers. The US is also facing the same problem and the winter looks increasingly fraught with dangers for both US and Europe, when people go indoors. India seeks to avoid having to face the same problem by taking action in advance to get unvaccinated to enlist in the national effort. Only Spain and Portugal have rates of vaccination close to or over 80% for fully vaccinated, and this is because of the huge trust people in these two countries place in the health system, seeing vaccination as a gift of modernity, and seeing that it is important to not risk health of older family members with whom most young people live with in these countries. ...

Mysteriously Catherine Ojha, a European anthropologist, is cited here for what the word Bharat means to Indians. One only looks to the movement for freedom of hundreds of millions in southern Asia under Gandhiji to realize that it was for the freedom of Bharat that they were fighting for against the British Empire not the entity that was British India. It was the people of British India that financed Britain's defense in the Napoleonic Wars around 1800. Juan Mascaro the Cambridge historian who completed the translation of the Penguin Classics Bhagavad Gita had better grasp of India than an obscure except for French and other European language readers such as Ojha.

The US dollar is rapidly appreciating against currencies such as the Indian rupee, the Japanese yen, the euro and the pound. The aggressive interest rate policy in the US and investor sense that the US central bank will take action against inflation is one reason the US dollar is stronger and will continue to strengthen in coming years. The weakness of emerging market currencies, the Bank of Japan's policy to continue keeping interest rates low, and the stronger US economy vs the European economy as Europe struggles with a war and cutoff of energy supplies from Russia, are other reasons for a stronger dollar in 2023 and beyond.

In Modi's address the key pieces of the Indian approach were outlined- a free open and inclusive space "from the shores of Africa to the shores of America," that includes the Indian and Pacific Oceans. Modi called Indo-Pacific not a strategy or a exclusive club, but a principle of freedom on the world's oceans based on rules and norms, respect for international law including for overflight and navigation.    ...

This editorial in the Times of India says China's new border law that goes into effect on Jan 1, 2022, aims to tighten control over border areas, with strengthening of border defenses and integration of border populations. It says this means border relations will not be affected by improvements in bilateral relations. China is rejecting the Indian position for border standoffs to be settled through improvements in bilateral relations in other areas. The Times Editorial says that an "aggressive, inflexible, belligerent China" is what India now faces.
