Anshu Jain, co-CEO of Deutsche Bank, will be replaced by John Cryan, a former UBS executive, who has no connections to investment banking. Deutsche Bank's investment banking operations would have to take on more leverage to be competitive with larger investment banks, according to experts. This would put the bank in serious problems with regulators. Another problem evident at the recent shareholders meeting is that the old management is perceived as part of the problem that led to large legal settlements with authorites. Anshu Jain leaves at the end of June, and the other co-CEO Jurgen Fitschen will leave in 2016. This closes a chapter in Deutsche Bank's history in which its image in Germany has suffered badly because of investigations.

Foreign investment in the electricity generation industry has be encouraged by Russia. Ane Eni the Italian electricity generating company is a big investor acquiring one of the 5 OGK companies when its investments are complete of about $6 billion. And other European companies are following suit. E.ON a German utility has bought 47% of another wholesaler OGK-4 one of the five companies of the former UES parent of these 5 generation companoies and will acquire 70%. And a Finnish utility has invested in a regional generator. Gaz France and Korea Electric Power Corporation are looking at making investments. Russia's electricity generating business is growing at 6% and Russia is the world's fourth biggest power market. Though profits are small at present it is hoped that with deregulation profit margins will be good. The market to businessusers is already being deregulated.

The Congressional Budget Office says the U.S. is likely to experience "a significant recession" if Congress does not prevent tax increases and spending cuts setup for January 2013. If the Bush era tax cuts expire as scheduled at the end of 2012, these tax increases and spending cuts of $100 billion on military and other programs would reduce the deficit in the fiscal year ending Sept 30, 2013 to $641 billion from the $1.13 trillion level at fiscal year end Sept 30, 2012. The impact would be to reduce the budget deficit from 7.3% of GDP to about 4%. The result- a contraction in GDP by 2.9% in the first half of 2013, and 0.5% for the full year, and unemployment would rise to 9.1% at the end of 2013 from about 8% today. If Congress postpones the tax increases and spending cuts the deficit would be at $1.04 trillion or 6.5% of GDP and unemployment would remain at about 8% at the end of 2013. A 9% unemployment rate with the "fiscal cliff' means 2 million fewer jobs. Romney's plan is to extend all the Bush era tax cuts for 1 more year and no spending cuts till he has a chance to make hs own review on spending cuts in 2013. Obama's plan is for extending all Bush era tax cuts except for those earning more than $250,000- resulting in savings of $2 billion in 2013 and $824 billion in 10 years- and making smaller spending cuts than Romney....

The South Korean government of president Moon takes steps to reduce the impact of escalating rhetoric between president Trump and North Korea. South Korea's national security adviser Chung Eui-yong has long discussions with Gen. McMaster his U.S. counterpart. A presidential statement in South Korea stated that "the U.S. and South Korea reaffirmed their promise that they will coordinate with each other closely and transparently," following these discussions. WSJ on how America's political establishment lied about Covid's real origins in a Lab in Wuhan, China, after some in the American scientific community ignored prudent warnings about possible accidental release, and sent the virus from the US lab to a lab in Wuhan that was not fully prepared to handle it. In reality the Biden administration erred when it did not conduct an open assessment of what had happened, because this would have earned and kept the people's trust instead of dividing the country into vaccine believers and vaccine unbelievers.  Sections of the virologist community in the US and in China that promoted such research against the advice of others in the scientific community could have accepted their error with humility. The people of Asia have made great advances in this century- some call it the Asian century- great advances in manufacturing and in science. Yet they are not so fragile, the people in the Buddha lands and the land of Gandhi are not not so fragile that they could not accept that what they had achieved was on the shoulders of what hundreds of European scientists and inventors had done over three centuries since 1700. And that there was much to learn. The Chinese people and government can look with great self-respect for what they had achieved in the last 100 years not to need the condescension of the virologist community.  In a sense this divided the US people's perceptions of China, with half of the country skeptical about the virologist community's explanations accepted by the Biden administration. This was not in any way good for China and the Chinese people. In fact one can say that by handling this with an open mind would have clearly built more trust in China-US relations, and that China- US relations reached the lowest during the end of the Biden administration point with the Balloons incident. And recovered afterwards to this point of mutual respect under a frank president with candor and respect. This vaccine blunder also created further culture wars conflicts around the US, to ones based on race, LGBTQ, and other less consequential matters than the deindustrialization and loss of America's manufacturing base and its best jobs in huge numbers under the watch of Bush and Obama administrations, and their followers in the Republican and Democratic parties. What happened is that the country was split on race, gender, immigration, and belief in Christian values. Issues such as nuclear non proliferation (Iran) presented in ways that adversely affect the US. by calling it something else. In all such issues honesty is the best policy, dealing in a straight forward manner wiht the public is the best course, for reasons that are timeless and well recognized. Failure to do so on the part of the Elites only creates distrust of official explanations by the people of America. ...

Citigroup is continuing its reduction of risky assets following the financial crisis of 2008. Citi sold a $1.7 billion portfolio of private equity assets to AXA Private Equity. This is part of the close to $600 billion in assets that include troubled loan and securities portfolios, which Citi has planned to sell after the financial crisis.These assets are held in Citi Holdings unit of Citigroup. At the end of the first quarter 2011, Citi Holdings had $337 billion in assets, including retail banking and card portfolios in Western Europe, and CitiFinancial consumer lending unit. This is down from $582 billion held at the end of the second quarter of 2009.

German chancellor Merkel is interviewed by DW.com's Max Hofmann as her 16 year period as Germany's leader comes to a close. She discusses immigration to Germany, climate change and other issues. Not discussed are the issues of neglect of infrastructure and failure in preserving upward mobility in Germany society during that period. She is described as a "compromise machine," which she refutes by saying "I'm not a machine, of course, but... a human being." Through compromise she was able to extend the Christian Democrats hold on power for this long. Yet for much of the time she kept the Social Democrats, who were lacking in conviction at the time for real upward mobility, out of power; by compromises that meant she would do just so much not enough on social values. In the end her party the CDU fell to a low of about 22% support of Germans in the 2021 election. The Greens with more conviction and the Social Democrats surpassed the CDU under Baerbock and vice chancellor Scholz. Her achievements came reluctantly in the end in the face of the coronavirus pandemic. This time she put all her convictions and support behind the German and European Union financial package for trillions of euros of support that would enable Europe to get back on its feet after the pandemic's devastation. This may be her singular achievement, long after everything else is forgotten. Yet not one word of this interview talks about this achievement made with the full conviction of both Scholz and Merkel. Scholz and Baerbock will lead a new Social Democrat+ Greens coalition that will finally rebuild Germany along new lines on pillars of social mobility, infrastructure building, and climate change action for the New Germany. Baerbock is just 40 years, and Germany now moves to be run by a new generation so unlike the last in conviction and vision, and more in line with the vision and aspirations after World War II. With both Willy Brandt's vision of the Social Democrats, and the vision of Konrad Adenauer of the Christian Democrats, now carried forward with the help of the Greens Baerbock and the young generation of Germans. ...

None of the hopes for Yanukovych mentioned by Cullison at the end of the article -rule of law, judiciary, corruption, and transforming Ukraine society- were realized. Yanukovych runs for president against Yuvschenko in 2008 and is accused of fraud. He wins in 2010. Tymoshenko spent 2 years in prison under charges from the Yanukovych government with the EU saying the government has been "selective" in its charges. She is released in Feb. 2014 after the ouster of Yanukovych. All the politicians appear to have failed Ukraine's hopes for better governance and national reconciliation to promote economic progress and a shift is needed to a younger generation.

A long overdue wage agreement gives pay raises to teachers and state employees in public sector. State employees will get 8% pay raise implemented over 33 months. By end of 2021 state employees would make at least additional 240 euros per month. The deal impacts 3.3 million people in Germany- 1 million state workers and 2.3 million civil servants and pensioners. Extra money was allocated for health care workers who receive additional 120 euros per month. Child care workers at daycares and teachers also get upto 105 euros additional per month on top of the raise.

There are severe shortages in schools, daycare centers, hospitals, and this helps to make the public sector more attractive for people to join. Making these professions more attractive was a dire need in Germany not tackled earlier.

Analysis by The Times shows Britain and the EU are coming to terms with DJT policy to end the war and Europe shouldering its defense  responsibilities and costs because America has challenges in the Asia Pacific with the rise of China. 

To get an idea of China's resources and capacity it now has over 50% of ship building capacity in the world. The US is only now ramping up its efforts to build ships and increase the effectiveness and size of the US Navy, and a major defense effort is underway.

Volcker says that even with all the fuss about the length of the Volcker Rule, its important to remember that the regulation itself is only 35 pages. And he says that lawyers for the banks are not honest when it comes to this, because they spent a lot of time finding holes in the rule and were working to add complications to it, and now they are turning around and saying that the Volcker Rule is too complicated. Asked about Dodd-Frank, Volcker says that it does make the U.S safer in a financial crisis because of the crisis resolution process set up under Dodd-Frank legislation. A bank fails and the resolution is clearly laid out- the government takes over and liquidates it, or merges it or sells it. Stockholders don't get a bail out, management is fired, and creditors have to take losses. A lot still depends on having vigorous and alert regulators. He sees two large problems, the Euro crisis and the U.S. deficit, which need strong action. Volcker remains perplexed by why the situation of huge disparities in income growth has not been expressed to a greater extent- on one side the lack of growth in income for the average family in 10-15 years and the other side having the huge increase in incomes at the top end. He does not know of any years when this was as big as it is now- except 1928, 1929....

The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

Voters took note of the quality of each candidate, and Democrats were scrappier  in the fight this time around to give a tight result. Voters did not know much of what Mr. Biden had done to cap healthcare costs in midterm elections for 36 governors races and for control of the US Congress. The pocket book issues mattered to voters with sharp increases in the price of oil and groceries, but less so than made out earlier and voters may have grasped the bigger picture.

The quality of candidates mattered and on the Republican side the influence of Mr. Trump in the primaries led to choosing weaker candidates because of their loyalty to Mr. Trump. In the end with a large turnout of voters on both sides the election was much tighter than expected. Democrats in each state did better using their own initiative and effort this time and were much scrappier in the fight for the Governors races and the Senate.

Dr. Ezekiel Emmanuel of the University of Pennsylvania gives this early warning on the risks of the sudden U turn in China's zero covid policy to complete reopening. He says the switch from zero covid to population wide immunity via viral spread is coming on too suddenly without preparation. He says China made three mistakes. First, the economic cost of zero covid that dropped growth and created high youth unemployment of over 20%. Second, not procuring Pfizer and Moderna mRNA vaccines with newer technologies. Third, moving to abruptly end the zero covid policy 180 degrees in a sudden move that lacks preparation. Precipitiously ending the zero covid policy for 800 million people means rapid spread says Dr. Emmanuel. He says the key variable the R statistic that measures how many people get infected from one covid patient on average, has moved from 2 to 3 during the early stages of the pandemic to 10 with the omicron variant. Chinese officials report the R to be at 16 in China today, says Dr. Emmanuel. ...
