Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. It requires a two thirds majority in US Congress. A parallel US Saudi Cooperation Agreement is also put in place by Biden and can be done by Executive Order. Biden supported the effort and it showed the Saudis under Salman as leading a development plan along with Modi and other partners for development in the Middle East after frequent wars dissipating the resources of the region and of the US. since Reagan/Bush policy failures and escalation. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

In launching the Ayushman Bharat Digital Mission prime minister Modi says it "has th potential of bringing a revolutionary change in India's health facilities."  Following the launch of Arogya Setu app and the 900 million vaccine doses given under Co-Win for the free vaccine campaign this is the next step.  To take healthcare facilities to a new level and integrate it with technology prime minister Modi noted the 1.25 billion remote consultations under telemedicine that have taken place since March 2021 under e-Sanjeevani. Using this people in all parts of India are able to connect with doctors of large hospitals in cities. Ayushman Digital will connect digital solutions of hospitals across India to each other. This would make process simplified and enhance ease of living. Under this plan every citizen would now get a digital health ID and health records digitally protected. The overall model is for preventive healthcare and in event of disease easy, affordable, accessible healthcare.  Part of the plan is to build the facilities and resources to be able to handle needs. For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. The WSJ's Juan Montes, in an exceptional report from Mexico City, tells the story behind a landmark achievement for Mexico- Pacto Por Mexico of Dec. 2, 2012. The major political parties of the right, centre and left forge an agreement for the way forward for Mexico- beyond monopolistic pricing and industry structures in Mexico that hurt consumers, to increase foreign investment and new technlogies to modernize the national oil company Pemex operations, change labor laws, and create a climate for higher growth. The pact is broad ranging, shows a grasp of the problems facing modern Mexico, and ranges from anti-monopoly laws to getting junk food out of schools considering Mexico's high obesity and diabetes rate. It covers 95 goals. It is hard to overstate the significance of this achievement for modern Mexico. Montes describes the initiative of the PRD leader Zambrones in rebranding his PRD party as a moderate left wing party open to new ideas. This happened after the departure of Lopez Obrador from the PRD to form his own party in September. Zambrano and PRD moderates brought up the idea based on what happened in a landmark deal in Spain in 1977, that helped transform Spain after decades of stagnation under the Franco dictatorship. Around July after the presidential election, PRD president Zambrano, and the PRD's Jesus Ortega, held meetings in Mexico City with Jose Murat, a senior PRI politician, and PRI president elect Nieto's top advisor, economist Luis Videgaray. The decision was made by president Nieto and economist Luis Videgaray to pursue the discussions for joint agreement on vital issues facing Mexico. The PAN party was brought into the discussions. By mid-September nine people from the PRD, PRI and PAN started work on a draft agreement at Murat's home. The ground rules were set for discussions to be private, to have agreement on all points or assume nothing had been agreed, and not let current events disturb the talks. The nine participants set up the broad principles, and then a group of three, one from each party was given the task of coming up with the right language for the pact. By the end of November a 34 page draft was put together. A night of intense work to 2 a.m. followed the inauguaration of president Nieto on Dec. 1, with the Pact ready for announcement on Dec. 2, 2012. The Pact is a landmark achievement in its potential for changing Mexico and creating decades of economic progress similiar to that envisioned by the Spanish parties for Spain in 1977. ...

Leadership and the courage to look at things differently and realize the changes going on across the world were required for reaching an agreement on cooperation between the U.S. and India in the field of civilian nuclear energy development. The agreement provides for separating the civilian and military nuclear programs. Under the agreement 14 of India's 22 nuclear plants would be classified as as for civilian use and made subject to inspections. This establishes the framework for developing nuclear energy in India with U.S. help to meet India's pressing energy needs. Bush said it was important not to get stuck in the past- "I'm trying to think differently, not to stay stuck in the past, and recognize that by thinking differently, particularly on nuclear power, we can achieve some important objectives." Bush emphasized this in a joint news conference with Indian premier Manmohan Singh- "What this agreement says is, things change, times change, that leadership can make a difference." Nocera points out that in a larger sense pay czar Feinberg hasn't accomplished his goal- to change the ethos of the pay culture at banks and companies. $200 million to be paid out at AIG is in contracts for March 2010, and 14 of the highest Citigroup executives still will make $5 million to $9 million each, and Ken Lewis wil still get $70 million in retirement pay, and nothing that Feinberg can do about it. A lot of it has been shoved under the rug. As far as shifting compensation to stock instead of salary, Goldman and Morgan Stanley have already done that and that is a change that is already happening at these banks. But executive compensation will nevertheless be out of proportion and the public angry. Nell Minnow, the co-founder of the Corporate Library, says the only way is to throw the bums out, meaning the board members on the compensation committees. But this is up to shareholders and the job maybe to make it possible for shareholders to do so easily.

During the primaries Trump appealed to blue collar voters of a white working class that felt neglected by leaders and policies of both parties that did not seem to work for ordinary people. Having caught onto this early long before Republican candidates, Trump registered a series of wins in the Republican primaries. He continued this theme in his acceptance speech at the Republican National Convention on July 21, 2016, saying- "The forgotten men and women of our country- people who work but no longer have a voice: I am your voice." The idea was to couple this with the theme of law and order and put perception of Hillary Clinton as part of the rigged system of the past that Trump would change, with Clinton's legacy described in terms of "death, destruction, terrorism and weakness." As a change agent Trump described his entering the political arena in terms of coming into this election only to help blue collar people "so that the powerful can no longer beat up on people that cannot defend themselves." The two themes for the rest of the election season- law and order, and blue collar lives- and who can best defend them a traditional Democratic politician with a fighting spirit for traditional Democratic values, or a blustery newcomer adept with slogans and the public mood and ironically representing the Democratic values of representing the working class to become the  Republican nominee, with the law and order theme thrown in. The voter or independent listening in to all this will hopefully ask what all this means. As the WSJ, July 19, 2016, pointed out in a recent look at economc policies under the two candidates- on Glass Steagall Act being reinstated to increase safety of the banking system that caused many of today's problems through the 2008 financial crisis both Trump and Clinton are similiar, on opposing trade agreements similiar except that Trump's bluster is a riskier approach, on infrastructure building similiar with Clinton's $275 billion plan spelled out out for source of financing and Trump's unclear as to source of financing. On immigration the candidates are different, on the minimum wage which impacts low income people Clinton supports $15 minimum wage and Trump has not taken a stand. On ISIS and the Middle East Clinton is in reality a hawk and not much difference in the candidates, on law and order more chance of divisions in the country with Trump than Clinton. Overall for the working class and blue collar voter his life will take a decade or more to rebuild, with both candidates commiting to go in that direction. And the bluster and ads to come- just that.  ...

The Independence Hall Philadelphia, speech by Joe Biden was in retrospect a turning point in America from the chaotic politics of the last 5 years, following a decades long fracturing of the social fabric of America. That fracturing had many causes, all of which have been identified by president Biden and leaders in Congress such as Mr. Schumer and Senators Coon, Hickenlooper, and others, who are working nonstop on legislation and funding of America's new priorities. These are priorities of protecting working class families, building their savings, supporting education and healthcare for working class families, building back better America's crumbling infrastructure, tackling climate change, financing renewable energy, rebuilding America as a manufacturing leader for the world. It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. Pope Francis makes atonement for the treatment of 150,000 tribal children from Canada's Indian tribes in Quebec and Ontario. These children were separated from their families in a program of forced assimilation that failed. Indian tribal people and the regions of Quebec and Ontario are only now coming to terms with the treatment of tribal people who inhabited this land for centuries before the first European settlers from Britain and France arrived in North America through the Atlantic ocean voyages. This scene is relevant as India's leaders including Mr. Modi select a tribal woman from Odisha (Orissa) Ms Murmu a school teacher in India's northeast to the position of president of the Republic of India. It was never thought of this way yet tribal people exist in Indonesia, Philippines and many parts of Asia. In India tribe population is 106 million and makes up anywhere between 8 to 30% of population mostly in the northeast and tribes are the dominant population in the border regions facing China in its occupation of Tibetan region. This shows there is a lot to learn in how to respect the dignity of the people in these regions especially now when with climate change  sustainable living is the first priority.  ...

Life for ordinary people in the GDR meant living in a communist state but for ordinary people it also had its good points, as shown in this report on the German Democratic Republic that lasted from 1949 to 1990. Female participation in the workforce was 90%. It was the most developed state in the bloc of countries led by the Soviet Union. Ownership of fridges or refrigerators was twice that of the western nations. Till 1989 the East German state known as GDR was accepted as a socialist workers state even by people in West Germany called the Federal Republic. Its collapse so quickly was not expected and was a result of a chain of events in which eventually no one was in control- a totally spontaneous collapse of a socialist state. For east Germans 33 years later it is still a difficult event to grasp as the collapse of the socialist state led to most of the young population moving to western germany leaving behind an aging population without the economic security for workers that prevailed in the former GDR socialist state. As a result even after billions were spent on integration east Germany never adapted to the change, and still feels separate from the rest of Germany, and people feel looked down upon. ...

US president Biden's multi-trillion dollar spending plans for infrastructure, climate change plans, education and healthcare, are based on a changing perception about the effectiveness of the public sector spending initiatives. The Reagan period idea that the public sector is not as efficient as the private sector that lingered through the Clinton, Bush and Obama, Trump administrations is no longer accepted. After the pandemic another perception is taking root that when it comes to health infrastructure the government has a leading and indispensable role to play. Gone are the doubts about this that hung like a cloud over the nation's plans for infrastructure in health, education and supply channels. Following the global competition with China a new factor is also playing its part. The need for government to play an active role in trade, in protecting technological resources, and in supporting US technological firms in competition with other countries. There is a new perception that the government should be determined to play this role. In the effort to be self-reliant after the pandemic the government is expected to play a role in redesigning the supply channels and providing the direction and incentives for supply channels worldwide that give America a competitive advantage and less dependence on other nations. ...

President Biden's style and years of effort leading to the presidency are similar to another Democrat - US president Harry Truman who took the US and the world through the last years of World War II, the Berlin Crisis and rebuilding war torn Europe through the Marshall Plan, and the Korean War. By doing so Truman built the security and economic structure that was the foundation of the Free World. Prsident Biden faces a similar opportunity says Mr. Zoellick in the WSJ. Mr. Biden is already engaged in a similar task as large as that facing Harry Truman as he sets a new direction for America. Mr. Truman was not deterred by the 1946 midterm elections with Republican majorities and used his experience as a Missouri Congressman to work with Republicans of like minded thinking to strengthen American leadership in the world. Mr. Biden is not deterred by Mr. Trump's challenge and shifts in voter sentiment as he set his focus on what matters most for America in the decades ahead from climate change to economic leadership. ...

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. It meant accessing at the lowest possible price, buying at the right time, and buying oil and gas from a wide range of suppliers. WSJ's Megha Mandavia looks at this effort.  ...

It is not a Mystery as rural America has indeed been neglected under previous administrations. Krugman tries but misses catching the point. How the rural economy has changed in the last two decades and how it has been neglected is evident from many sources and reports which offers a window into the efforts to better understand and tackle the problems of rural America. A major problem is technological change which has reduced economic opportunities in rural areas. Another problem is that the earlier governments have not planned to invest in rural areas in a way that would restore dignity and work to communities, and better prepare for changes by taking actions that make the rural areas more resilient and create new opportunities to replace the old. Too much attention has gone to technological changes and companies in urban areas and too little to the real needs of rural America and revitalizing the regions as part of overall development. Compare this with Kennedy's exhortation in the South, in places like Arkansas in 1961-1963 with investment in that largely rural state saying that an investment there was as important for New York or California as it was part of investing in America- this is where he said "a rising tide lifts all boats" for the first time. ...

Roger Cohen in the NYT says Macron has missed the public mood in France, the cost of living crisis and the social and economic problems left by the pandemic. FR24 says about two thirds of the French people think this is the wrong time to tackle the pensions issue. The change in the pensions is not an immediate solution as it will be phased in over a period of time stretching to 2030. Many solutions could have been put in place to tackle age discrimination and other problems to make it possible to work productively for longer. Macron needed to address these problems and come up with ways to lessen the burden of the cost of living crisis first before tackling longer term issues. This is a major misstep by Macron, and comes from his lack of experience as one of the youngest persons to become president of France at the age of 39. He was reelected but only with the help of voters who had supported  a socialist candidate Mr. Melenchon. Macron said after that election that he would listen carefully to the voting public that had elected him, even with reservations after the yellow vest protests about his lack of sensitivity for people struggling to make a living. ...

A look at the Palestine conflict from 1947 to 2023. The British Mandate for Palestine gave Britain a role in administering this part of the Middle East after it took control of the region from the defeated Ottoman Empire in the First World War 1914-1918. The League of Nations set up the Mandate with intention to take the people in this territory to independence. The UN in 1947 gave about 56% of Palestine to the Jewish people and 44% to the Arab people. When the Arab people rejected this UN settlement and Arab neighbors Jordan, Egypt and Syria invaded in 1947 about 70% of the territory went to the new state of Israel. There have been repeated conflicts almost every 7 years since and there are factions within Israel and inside Palestine Arabs who have protracted the dispute, including over holy sites in Jerusalem, without seeking the kind of settlement that won peace for Ireland after hundreds of years of British rule and discrimination. The world with its billions of people in China and India who seek development and billions of people in Africa and Latin America who seek a way out of poverty, has no interest in prolonging small conflicts that distract from the importance of tackling climate change, infrastructure development and education, healthcare, ...

Nagourney Igielnik and Baker, give this report in the NYT that shows on questions of temperament and character and who you could trust, there is a shift towards Harris. In addition 75% of the people see the country headed not in the right direction, and on this issue of change Harris does better. Then there are he states such as Pennsylvania, Wisconsin, Michigan, North Carolina and Georgia, where things are being sorted out with the hurricanes adding to the picture. In the west there is also Arizona and Nevada. Also of interest is that in states like Texas there is only a 6% lead for Republicans. Lyndon Johnson was Democrat from Texas JFK's running mate and set up Social Security and Medicare as we know it today. It suggests a realignment from the old rural urban divide and college educated vs not college educated ideas separating the two parties. A new state university educated, small college educated, or community college educated is also emerging that like Harris's running mate from the State University of Minnesota in Mankato, sees things differently, and is spread across all parts rural, urban, white, minority, and from lower income families. These people are looking for who they can trust personally to improve their lives and make up 60-70% of American households.  ...

The IMF report on Italy in July 2012 says Italy faces another year of recession. Debt as a percentage of GDP is expected to reach 126% in 2013. One bright spot is that Italy is expected to post a primary surplus by 2013- that is government revenues will cover promised services, excluding interest payments on oustanding bonds of $2 trillion. Because of the recession small shocks could change the outlook says the IMF, and it emphasized the importance of the changes being made to the labor market and for improving competitiveness. These changes need to be implemented early because of elections expected in spring 2013. A key concern is borrowing rates which are near 7% for Italy and Spain.
