Chuck Hagel at Defense, and John Kerry at State Department, sent signals to the military that were different from that of some other members of the Obama administration. General Flynn headed the Defense Intelligence Agency at the time of president Morsi's ouster by the military. Both Mattis and Flynn later joined the Trump administration with Mattis at Defense.  This report says president Obama accepted the military takeover. President Obama aroused hopes for democracy at Cairo University soon after he became president but he was not able to develop a coherent policy and support within his administration for what would be a difficult transition to democracy in countries that for decades have been ruled by the military. Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. Air pollution over New Delhi, India, and Lahore, Pakistan, is at "hazardous" levels, with a large surge in respiratory illness for people in the region.Some hospitals in the region are seeing triple the number of patients with breathing problems. This is a constant part of the news with many commentators critical of the way the central government, the Punjab government, and the Delhi government are tackling the situation, unable to enforce the ban on farm burning of stubble in the fields. Lancet medical journal points out that about 2.5 million lives in India were claimed in 2015 from air pollution. WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...

The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

The country's past was a factor in the new prime minister of Thuringia, a state in Germany, resigning after a flawed election in which the FDP's head with barely 5% election support was made prime minister. The Die Linke Left party from post war East German roots was the leading party with 31% of the electoral vote, CDU at 22% and AfD at 23%, SPD at 8% and Greens at 5%. Because Die Linke has roots in East Germany's communist party CDU as centre right party had competed with Die Linke in the election.

The Left and the SPD had 40% of the vote and with the Greens and CDU in the centre had about 70% of the votes in Thuringia, making Merkel at the head of a CDU-SPD coalition keen to reverse the result of a FDP premier with 5%-23% support.

Who is Ed Whitacre? What is he like and where is he from? Ed Whitacre headed Southwestern Bell or SBC, which he merged with AT&T. Bored as a retiree in San Antonio after leaving AT&T, he took the job at GM. He golfs, wishes and hunts with his chocolate Labrador retriever at a ranch near his house in San Antonio. He is impatient by nature and likes to see things done. Managers who worked with him at Southwestern Bell say while they were working on day to day business, Whitacre would be the one thinking ahead, trying to figure out how to compete in the future, and the things that were likely to happen in the changing environment. For a smaller Bell he saw that it was simply whether his Bell would be acquired or whether he would acquire other Bell companies. He is a hands-on guy who like to do things himself, like running a bulldozer around his ranch, one of the things Whitacre likes to do. His beginnings are in small town Texas. The place is a sleepy railroad town called Ennis, Texas, where for 50 years his father was a locomotive engineer. Whitacre says his father had never finished high school, and he did not want Whitacre working for the railroad. Both his parents insisted that he get acollege degree. Whitacre went to Texas Tech in Lubbock, Texas, because the tution was only $75, and landed a job at Southwestern Bell in 1963 as a facility engineer. And he stayed with the company all the way- with 19 moves living in Texas, Arkansas, Missouri and Kansas- till it became the new AT&T. Frost, a retired San Antonio banker and a member of Southwestern Bell's Board in 1990 when Whitacre became CEO, says Whitacre started from the bottom, and literally, even climbing telephone poles. So it isn't surprising that this guy walks around the GM Renaissance Center, talks to GM employees, tries out a Taco at the Food Court at the Renn center (says its OK but not like Texas tacos), and uses all elevators like everybody else, unlike GM executives who equiped elevators so they could bypass floors. And he isn't hesitant to wear jeans and a sweat shirt while visiting a factory, which he says is all the clean clothing he had at the hotel. Now he has an apartment. Works 14 hours a day, 5-6 days a week, and has his phone ringing just when he hopes to leave town to escape for a weekend. ...

The ratification of the European Union's Fiscal Treaty of Dec. 2011 will require a two thirds majority in both houses of parliament. The coalition government of Angela Merkel lacks such a majority. This means the support of the Social Democrats and the Greens party will be needed to pass the treaty in Germany. The Social Democrats parliamentary leader Frank-Walter Steinmeier, says he cannot "picture an approval of the pact without growth-boosting measures." The Merkel position of strict austerity policies in tackling the eurozone debt crisis has come under intense criticism for lack of growth boosting measures. This exceptional report in the New York Times shows the results of a NYT investigation into Trump's taxes. Trump used a $916 million loss on his tax return for 1995. This was at a time when casino losses had mounted in Atlantic City and Trump was having financial difficulties. Trump used a tax avoidance maneuvre that was considered stretching the law by tax experts. Under tax law when debt is cancelled it has to be reported as taxable income. When Trump had some of this debt cancelled for his casinos, he would normally have had to show it as taxable income. He used a tax maneuvre to not show this taxable income- to be able to show a loss of the magnitude of $916 million for 1995 tax returns. The cancelled debt would make it possible to wipe out $50 million in taxable income for 18 years, says the NYT report. Trump used the losses of $916 million to offset other income from branding, television. Trump's debate comments to Hillary Clinton was why she had not closed the loopholes he had used. Hillary Clinton was one of the senators who had this loophole closed when legislation was passed in 2004. According to Mr. Buckley, the former chief of staff for Congress's Joint Committee on Taxation, this violated a key principle of American tax law, that you cannot deduct someone else's losses. Only the bondholders for the casinos who cancelled some of Trump's debt should be allowed to use these losses according to that principle. So Buckley says of Trump's tax return maneuvring- that "he was double dipping big time." What does it mean for the average citizen- it simply increases his tax burden. ...

It also offers a time to take some deep breaths and reflect on the progress so far and where it has come short, what to do about it, such as the bureaucracy that has grown in Brussels, the different views on immigration, and public sentiment. Actually the whole progress towards the European Community, and then the European Union has evolved over time. In the immediate postwar years, after one setback Adenauer once said during the difficult negotiations in 1951-52 between France and Germany to set up the European Coal and Steel Community, predecessor of the European Community and the European Union- "arme Europa, arme Europa," (poor Europe, poor Europe). The Dutch and Belgian delegates had strong differences for the headquarters for the ECSC- Turin was rejected, Liege and Brussels were proposed, until Monnet was made head of the High Authority of the European Coal and Steel Community with headquarters in Luxembourg. Monnet himself considered stepping down a couple of times because of differences, and the Editor of Le Monde described Monnet's plans for European integration as "a leap in the dark." This was the first of many difficult steps in the evolution of the European Union. Nationalist feeling was nothing new, as the Gaullists opposed Monnet's drive for European unity when it differed from their ideas. Still Monnet persevered and progress took place every ten years as it must now.  ...
