Now that the trigger mechanism in the August 2, 2011 Debt Ceiling and Deficit bill is in place- with the trigger calling for 50% of the cuts of $1.2 billion to come from defense spending- thoughts are turning to how and what to trim, and what the overarching framework should be. Former Assistant Secretary of Defense, Joseph Nye, says there is a right way to trim Defense spending. The winding down of the two Bush wars could be used to cut ground forces to 1990 levels, trim the purchases of F-35 Joint Strike Fighters, make better use of drones and less costly technologies, and cutting health care costs in defense. This would not affect U.S. national security. What is needed now is also a framework of what the U.S. wants to see happen in its role in the world. Here Nye reminds readers that President Eisenhower decided not to get involved in Vietnam on the side of the French in 1954, saying it was more important to strengthen the U.S. economy. Its important to remember that this decision came only a couple of years after the end of the Korean War. The idea being the U.S. could not police different countries or engage without considering the big picture. In today's context this also means not engaging in nation-building in remote places and in environments that make it not worthwhile to engage precious resources. The U.S. says Nye should consider itself more in Reagan's terms of "a beacon on the hill." Another factor he alludes to is that 70% of the world's military expenditures are now made by the U.S. and its allies. This means there is great potential for burden sharing. Just as the U.K and France essentially combined their resources for achieving overall defense goals of the two countries to accomplish the same things that they did before, the U.S. can do much in combination with its allies. This helps frame policy and solutions for defense. The revival of De Gaulle who led post war France and created the Fifth Republic is taking place in France as France looks for renewal following the devastation caused by the pandemic and other crises. Following the crisis of the Second World War and the defeat of France in 1940, it was General Charles De Gaulle who brought modernization to France and the self-belief that led to France joining Germany in setting up the European Union. It was De Gaulle who set setup the presidential system in France after weak coalition governments persisted throughout the period between the tow wars. As Barber points out here in the Financial Times this has a good claim to be France's most stable political system since the absolute monarchy of the 18th century. It was also De Gaulle who set French agriculture on the path to modernization and started the infrastructure building that created the France we know today. Coastal producing states fear the loss of an estimated 3 billion dollars under this plan. Britain's chancellor of the Exchequer, George Osborne, tells parliament it will be difficult for Britain to avoid a recession if Europe goes into a recession in 2012-2013. He also told parliament that British debt reduction will take longer than planned because of the economic slowdown. This means the British public will have to go through two more years of austerity than previously planned, now upto 2017. Britain will need to borrow an additional 111 billion British pounds through 2015. Britain's Office for Budget Responsibility forecasts economic growth at 0.9% in 2011, and 0.7% in 2012. Debt as a share of GDP will peak at 78% in 2015, instead of the 71% expected earlier. With strong opposition from the unions and a major strike planned by about 2 million workers on Nov. 30, 2011, the Cameron government plans to go ahead with its austerity measures. This includes eliminating 600,000 public sector jobs, and limiting pay increases for public sector workers to 1% for two years after the end of the current pay freeze....

Drought hit Kenya in 2011 causing $11 billion in damage, then again in 2014-2018 leading to food insecurity for 3.4 million people and leaving 1 million with scarcity of water. Foreign Minister Wang Yi of China says DJT and XI have "set an example" through their efforts and communication and "put [China-US] relations back on the right track after ups and downs." This sets the stage for the US president to visit China on March 31 -April 2, even as the US and Israel are at war with Iran over its use of ballistic missile programs and development of nuclear weapons. The US president also says he has talked to president Putin of Russia recently on March 9, saying that Putin has offered his help.

Large parts of Germany are lacking in fast connectivity, particularly in rural areas. Germany lags behind the U.S. and South Korea in 5G network infrastructure development.  Germany does badly in international broadband rankings.The agency in charge of Germany's telecom grid is holding an auction March 19 for 5G licenses for 41 frequency blocks with Deutsche Telekom, Vodafone and Telefonia among the bidders.  In Germany 5G networks offer a substitute for landlines in rural areas. A big problem in Germany is that access to LTE with large data volumes is costly in Germany. Many customers go without faster connections considering the cost. According to industry association Bitkom about 40% of respondents say they are not willing to pay more for 5G. This is not counting the cost of the 5G smartphone that could run upto $2000. German automakers interested in 5G's potential for autonomous driving are able to set up their own campus type networks leaving out middlemen. Large companies such as Siemens and Airbus are planning their own networks. ...
