Prime minister Theresa May of Britain announces her plan to spend an additional 20 billion pounds a year on the National Health Service. Over five years the commitment is for an additional 70 billion pounds. By 2023 this will bring the UK to the point where it is spending the same proportion on health care as France. This also fulfills a promise made by the pro Brexit campaign. May says some of this would come from higher taxes, and 9 billion pounds that the UK contributes to the European Union each year would go to pay for the additional funds to the NHS. The 2017 British election with Labor winning 40% of the vote has affirmed the shift in public sentiment to greater commitment of funds for health and education. Poorer communities in Britain that were left behind tended to vote for Brexit, with a large gap widening between London and the rest of the country. Higher commitment to NHS is part of the shift in perception that the needs of health, education and underserved communities are the new priorities. ...

This article in DW.com cites experts who point out that the Republican Party always had tensions within it because of the diverging interests of three groups that have allied together to form the party- Wealthy businessmen and corporate interests, evangelicals, and white working class people who have seen their incomes decline for several decades. The interests of each group have some overlap, are sometimes masked but frequently they diverge. Nigel Bowles, former director of the Rothermere Institute at Oxford University, says there is no particular reason that this coalition would hold together, that it was unstable to begin with, a wonder that it did not split up earlier. Scott Lucas, an expert on American Studies at the University of Birmingham, says that Reagan showed great skill in holding this coalition together, and Donald Trump has taken it apart by mobilizing only one constituency of white working class voters and leaving out others. The break between Republican party leaders Ryan, McCain, and state party leaders, with Trump is unprecedented in post war American politics, and putting it back together now looks like a lost cause in the medium term.  ...

Peggy Noonan says that Trump's group has broken from the Republican Party. She also describes the Republican party as broken, that it cannot look to the past or 1980. She says two unwon wars, with one a catastrophe, and a great recession are enough to break any party. Worse the top of the party believes in things such as immigration, trade, entitlements, that the bottom doesn't, says Noonan. You have a situation where the base has left the party leadership. She describes Hillary Clinton as having a web of relationships and arrangements from the past, and with the idea that is popular among Republicans that she is only interested in acquiring power. Sanders is respected by Conservatives for his sincerity. Noonan sees God's role as chastising in this election, reminding people about what can go wrong and what needs to be done as the damage is surveyed for democracy and the country. The only reason for hope Noonan sees is in the way the 2016 U.S. presidential election is turning the decision over to the young people of America, who can decide who shapes the future. ...

Aaron Tilton of DW.com provides this exceptional report on World AIDS Day 2016, showing that about one percent of the population in Russia could be infected with AIDS, becoming for Russia "an issue of national security." Mr. Pokrovsky, head of Russian federal AIDS center, says that the proportions are reaching an epidemic, and that it may now infect the general population. The campaign to have NGO's registered as foreign agents is cutting off funding from outside and this hurts efforts of private organizations. The government of Russia's attitudes towards AIDS and following the thought of the Russian Orthodox Church with stigma associated with AIDS as a moral failure, is also hurting efforts to tackle the AIDS epidemic among LGBGT community, sex workers and other populations. Only now is the Russian government waking up to tackle this as a national priority with support of prime minister Medvedev, and by backing up the UN 90-90-90 program. That program sets targets for total population- 90% to be diagnosed, 90% treated, 90% viral suppression. Russia has only 250,000 being treated, only one third of the affected population, says this report. ...

Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. In the U.S., Germany and other countries after years of neglect infrastructure is getting top priority.   ...

A growing consensus among experts that it is not so much surface contamination as the air we breathe in that is the problem. The longer you spend time with people talking in face to face interactions, or inhaling air aerosolized in the air from small droplets, the easier it is to get the virus. This means social distancing matters in a big way. Masks are a big way to cut the risk. The worst you can do then is to be in a crowded event, ot have closeup face to face interactions for long periods. Being where there is loud talking or singing is a bad idea. This is why actions such as plexiglass installed as barrier, requiring masks in stores, using good ventilations systems and keeping windows has an enormous impact. This means that people can do a lot of work, exercize and other activities outside if one takes the basic precautions to heart and practices seriously. Contact tracing and testing, and other measures can be targeted to keep the spots that have a surge under control. ...

The U.S. Federal Reserve's role as backup lender increased with the pandemic. The U.S. central bank lent half a trillion dollars to counterparts overseas representing most of the emergency lending at the time in 2020. It eased a dollar shortage globally, helped stop a market selloff, and continues to support global markets in 2020. The Fed is now the global source of dollar funding, which builds the role of the U.S. currency a the dominant currency. Countries that benefit from the Fed are Australia, Singapore, South Korea, Britain, Japan and European Union countries. On March 31 the Fed launched a program that let 170 central banks around the world borrow dollars against their holdings of U.S. Treasurys adding confidence.  To understand the dollar's dominant role about 88% of 6.6 trillion dollars in currency trades taking place daily involve dollars according to BIS. It has now imposed additional tariffs that range from 17% to 38% depending on its investigation with Chinese companies on how much support they get from the Chinese government as hidden subsidies. This move is to level the playing field. The result is that BYD faces a 17% tariff because it has operated relatively on its own. For Geely and SAIC it goes up to 38%. The tariff on European companies making EV's in China and exporting them is additional 21%. US carmakers (GM and Ford) have only a small presence in the Chinese car market compared to the Europeans who  make and sell 3 million luxury cars in the Chinese market (BMW, Audi, Mercedes Benz). About 25% of EV's sold in Europe are now China made EV's. The EU wants to level the playing field so that local makers maintain a strong presence in their home markets. George Washington is cited for his emphasis on preparedness and preparation for conflict as critical to preserve peace, or to defend America's role in the world as the first Republic based on a simple idea in the Declaration of Independence. Much of the war with Britain in the late1770's depended on the careful and many years of preparation done by Washington. Washington's diaries tell the story day by day of the preparations over years and the final months that won the war at Yorktown in 1781 that no one not the British were aware of- the logistics of moving the army from the south to the north, of equipment and training.  Roger Wicker, leading Republican on Senate Armed Services Committee has a plan- add $55 billion for defense in 2025, Add 357 ships for Navy and 340 fighters for Air Force by 2035. NYT looks at the corruption in city government in Los Angeles. During the turn of the century Tammany Hall was a term used for the organization down to city wards that controlled city government and under city bosses led to much corruption. Rapid real estate development in the city of Los Angeles with Chinese developers investing in building high rise office and other buildings in the city led to corruption. A large concentration of power, the lack of news coverage from local sources as one of the effects of the internet, surges in real estate growth, have led to reduced attention to the effects of corruption in the city of Los Angeles and in the state of California. Jose Huizar on the City council and Raymond Chang deputy mayor are shown here in this NYT report to be convicted of racketeering charges.  Over a decade 576 public officials in California have been convicted on federal corruption charges, according to Justice Department reports, says the NYT. In addition to the over charges on student loans for Plan 2 Loans in Britain that take it from 4.3% with a surcharge of 3%, there is the 15% inflation in housing costs in Britain that households and student have to contend with. This situation is true today for Britain, the US and Germany, and other countries in the EU leaving less for food and transportation costs. This is why there is an added level of worry and anxiety for young people in Britain the EU and in the US, and for their parents.

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. The scale of the fentanyl issue can be seen from the 490,000 American deaths over 12 years from fentanyl.  It is incumbent on CMC countries to take action on fentanyl. It is also incumbent on the CMC countries and on the EU, on opinion in business and the Silicon Valley in the US, to grasp the real dimensions of this crisis destroying so many lives, that is so unprecedented in the history of the US.   ...

David Uberti looks back at a time when this part of Massachusetts between Rhode Island and Cape Cod witnessed a coal power boom with the Brayton Point Plant. How this helped build the local economy with coal. It used ten thousand tons of coal and one billion gallons of water from the Taunton river every day. It shows the kind of economic transformation that is happening in China and India with coal even as the switch to renewables is happening. In Massachsetts this was followed by the switch to wind power farms in Somerset started under Biden in 2022. This has stalled under DJT and facilities remain idle all along the New York and Massachusetts coast. What it says is that to switch to renewable one has to have some coal for economic transition to communities hit by deindustrialization. That bringing back America's industrial base, ending culture wars, and getting a bipartisan understanding of the transition from workers, communities all over the country are all part of the effort to put renewable energy on a sound basis. ...
