The warning light is again on for Greece in the beginning of 2012, as the rapidly deteriorating economy makes a 50% loss by private creditors insufficient to help it meet repayment or refinancing of bonds coming due in 2012. Additional funds will be needed from EU countries unwilling to do this. 14.5 billion euros in Greek bonds come due on March 20, 2012. Greece also faces a public increasingly resistant to austerity cuts. A vountary exchage of existing Greek bonds by private creditors for new bonds at 50% face value and maturing over a longer period will be done under English law. This will be harder to change in the future. Most of the existing bonds were issued under Greek law which can be altered by Greece's parliament.

Contrast the slow US vaccine export response with that of India, Russia, EU and China. Only in May 2021 after India's daily Covid cases were close to 400,000 a day did the US make a serious offer of vaccines to other countries in need of assistance. U.S. president Biden says that 80 million vaccine doses would be exported by the end of June 2021. The WSJ says citing Airfinity, a London research firm, as of May 10 more than 333 million doses of vaccine were produced by the US and only 3 million vaccine doses were exported. Contrast that with the European Union which has shipped 111 million doses overseas one third of its total production, Russia which has exported 27 million doses.  India has exported 66 million doses according to the Ministry of External Affairs website as of May 17, 2021. This includes 4 million doses to Brazil, 4 million to Nigeria. Within its own region Bangladesh received 10 million and Sri Lanka 1.2 million doses, Afghanistan 1 million. Mexico received about 1 million doses. In Africa the Democratic Republic of the Congo which has suffered from many epidemics including Ebola virus received 1.7 million doses, Nigeria 4 million doses, Kenya 1 million, Uganda 1 million. Of the 66 million about half of it is a direct grant assistance and Brazil, Mexico, Morocco received all vaccine as grant assistance, 70% of Bangladesh's is grant assistance. The list on the Ministry of External Affairs site of the Government of India shows 95 countries including many of the most struggling nations of Latin America and Africa, bringing hope to countries which are struggling to hold onto hope for a better life beyond the pandemic. Sending help overseas through vaccine supplies is suspended for the moment but will resume in July after India has pulled in all of its pharmaceutical manufacturing industry under a government guided effort to go all out. Never has so much help bringing much needed hope gone to so many countries of the world in the twentieth or twenty first century from a nation that is struggling to meet its own needs. The US in pursuing a US first policy of vaccinating all its citizens has not taken into account the need to bring this evolving vaccine technology into the hands of as many qualified pharmaceutical manufacturers as possible. This in a rapid response to expand manufacturing capabilities to meet world wide demand. The risks of not doing so were not taken on early- the very same way the virus spread in January to March of 2020 can be repeated as people travel around the world particularly for tourism, business family reasons. This risk takes on anew dimension of contagious mutations of the virus which are 50% more- the Indian variant being 50% more contagious by some estimates than the UK variant, which itself was estimated to be 50% more contagious than the original one.  The result a pandemic that stretches out indefinitely unless billions of doses are made in a short timetable to beat the timetable of Nature through the coronavirus. India is doing this for the first time with plans to produce billions of doses by engaging the whole of the Indian pharmaceutical manufacturing industry in the effort in a rapid response so that July to December would see 1.2 billion people vaccinated. The US effort, the European effort is left to the individual effort of pharmaceutical makers in the US and Europe, not a government guided effort to engage the entire pharmaceutical industry of the US and Europe in a rapid response timetable of 2-6 months.  ...

Oxfam agency does a study to show the extent of damage done by colonialism in Asia-taking one of three examples India, China and Indonesia with population today of about 3 billion people. British colonial rule in India-from the 1750's to 1950,  estimate is about $34 trillion. It is important because Gandhi's Hind Swaraj (1910) is the result of work done by Dadabhai Naoroji in Poverty and Un-British Rule in India (1901) in coming up with an estimate in the $trillions that showed Gandhi "the extent of the poverty of India." Gandhi's famous letter to the Viceroy in 1923 comes from looking at the British budget for India where little is invested in Indian development much of it going to policing India. An average of $650- $750 per capita income in1600 for both Britain, Netherlands and India, China and Indonesia diverges to $100 in India, China and Indonesia and $10,000 in Britain in 1947. The Dutch and Britain had financed their industrial Revolution that generated most of this prosperity using funds squeezed from taxation, seizure of provincial treasuries,  and unfair trade in India by the British and Dutch East India Companies from 1750 to 1940.  What made this possible is the advance of science and technology that gives the British Navy and the smaller Dutch Navy the edge beginning in the 1600's and maintained for two hundred years to 1800's to defeat the French Navy. And with a leap forward in the Industrial Revolution propelled by science and technology to maintain this edge against all newcomers till 1920's when the US and Japanese Navies contended for superiority. In 1588 the British Navy under Queen Elizabeth had more 400 ton ships and bigger ship guns than the Spanish Empire's Navy under Phillip the Second that dominated Spain, Italy and Germany, and Latin America. This was the turning point the year 1588, when the Spanish Armada was destroyed by the English Navy and by storms in the English Channel. A new book "Armada" by English historians Martin and Parker (2023) shows this as a turning point from which the British and the Dutch started after defeating Spain. There are questions about what led to attitudes towards science and technology moving forward in Northern Europe and stagnating in not just India and China but also in Spain in 1600-1900. One could arguably say and ask how is it that Spain became as poor as India and China by 1900-1950?  Adam Smith (Wealth of Nations) says it is the insulated agricultural valleys of the Ganges and the Yangste river civilizations of India and China that are at fault. Yet one could say this for the Rhine, Danube or the other river based civilizations of Europe. It is primarily the advance of the Renaissance philosophy that opened up thinking in Europe and not in Asia, to ask questions about the world around us, to venture out, to test and experiment then invest capital where Asia and Europe moved apart.      ...

About 80% of the water goes into agricultural use where there are ways to make it more efficient. The Interior Department suggests each state cut back use by the same percentage. Aridification in the region has caused concern about the levels of water in Lake Mead which is fed through the Hoover Dam by the Colorado river.

It points to a never ending conflict in this region, even after Afghanistan, Syria and Iraq. Finding alternative sources of oil and accelerating renewable energy are ways to stay away from the Middle East, easier to accomplish through innovation and rapid progress than sourcing oil from the region.  Irreconciliable differences between religious sects complicated further by the artificial countries created of Syria and Iraq created by the British and French Empires from the ruins of the Ottoman Empire by 1921 are enough reason to stay out of the Middle East conflicts for the US, Russia, India, China, the European Union.  The British and French colonial powers that drew up the map of Iraq and Syria created states with different populations that made no difference to them in 1921, but which create unmanageable and impossible to run states today. This is learning from the bitter experience of 50 years of conflict and wars that led through war distraction to deindustrialization of the US and European Union, and consequently to the tariff wars with China, a process that is still unwinding today. The US is better off developing new oil supplies as it considers another push in renewable energy, the EU, China and India have the resources to make a new push for renewable energy and efficient use of energy similar to Germany and Japan, using additional supplies from the US as a transition point. Imagine combining the energy technological innovation that is a bigger motivation combining the scientific minds and resources of China, Japan, India, the US and Europe, than the dislocation and internal strife inside these countries that is generated from the Middle East -that is itself the legacy of irrational decisions made by colonial powers of the 1920's,  1930's and 1940's that remain a hundred years later- impossible to resolve except by working with new solutions for energy outside of the region. ...

Imagine Teniente-Matson in an AI created form speaking in many languages not realizing that this has little to do with education, as shown here in the NYT- coming to San Jose State from Texas A&M San Antonio. Both Hispanic student dominated institutions of education that have first generation Hispanics entering college- the promise of this first generation finding opportunities in the US economy. It is already fading for new graduates with high unemployment of 40%. The AI Initiative pushed by Governor Newsom in the state has created confusion or chaos says the NYT. This is the biggest 4 year public higher educational system in the US with 22 campuses, with diversity in California about 50% Hispanic. This is what "great" looked like for America in the 1960's with Eisenhower and JFK. Today with such misplaced initiatives and lack of the same wisdom and dedication to knowledge from that in the 1950's and 60's it is a fraction of its former self. It was marketed at $16.9 million for 500,000 licenses by OpenAI as a way for these first generation Hispanic college students most working class people to move forward. But as every commencement speech and everyone from the president to business leaders can attest it is all about hard work, hard work, hard work, and focus on reading and math, on sound basic skills, with pen and paper not ipads and iphones and AI that this job will be done. AI can never teach someone to persevere, to overcome obstacles, to put in the hard work over and over again to accomplish great things or to develop the curiosity for knowledge, the sense of new discovery  for scientific knowledge and invention that has powered America and Europe for three centuries. ...

This report by the Guardian shows that media coverage has created a sense of delusion that the world including the poorest countries in the world in Asia, in Latin America and even in Europe, and the industrialized countries will somehow allow the free navigation for oil and other raw materials to be interrupted by any nation. There are protests all over the world about increase in fuel prices, some of this affects LPG supplies for cooking in countries with a population of 1.4 billion people (India) many times that of the entire Middle East. Tens of millions of migrant workers head back to their homes in poorest states in India as LPG cylinder prices quadruple and are in short supply April 13, 2026.It also affects China and Japan which are dependent on Hormuz,  not the US which exports oil and does not seek to gain from oil prices. Posturing by the media and European governments on this issue has created this delusion that this is about US actions, when the US is only acting in the interests of all nations to keep the planet safer from dangerous nuclear proliferation in the region most torn by repeated wars in the last 50 years. Some of the language used about attacks on power plants has become a reason to justify such reporting to present aggressive ballistic missile development and nuclear weapons development in Iran in a benign way, becoming oblivious of how it affects the lives of billions of people around the world, as the Middle Eastern region a small fraction of the world's population (less than 7%) and a small fraction of the planet's surface (less than 6%) continues to operate in a way that is destructive for the lives of people around the world.   ...

Pfizer coronavirus vaccine is shown to be 90% effective in results from Phase 3 trials. The findings come from a preliminary look at the first 94 infections in a group of 44,000 people in the trial. The vast majority of the cases received a control instead of vaccine. A vaccine is considered effective if it works on 50% of cases. The Pfizer vaccine is based on an experimental "mRNa" technology.

Britain has ordered 5 million till the end of 2020 and another 20 million for 2021. In total Pfizer plans to make a billion doses of the vaccine by 2021.

Britain called on the Royal Navy to patrol the waters in the English Channel. This comes at a time when the issue of Brexit is dividing Britons. Tech is not going to fix this, say software experts from tech companies. Google and Apple's efforts in coming up with an app have fizzled out, says this report in thee WSJ. Has the U.S. lost precious time in waiting for an app by tech companies to be developed, instead of doing what India and Britain have done. India introduced its own app Aarogya Setu app from the Indian government. Britain had the National Health Service develop its app. India acted quickly. Is an app needed or essential? Germany decided that contact tracing based on Asian country experience was mainly about human contact tracers with skills to make the phone calls. All they needed was a centralized database on a computer and a phone. Germany set up teams at offices in each district in Germany and quickly plodded ahead even if all the offices were not fully staffed. In fact a third of the offices needed more people and resources. Yet the speed of action is something like 80 to 90% of the contact tracing effort when the team has the skill set to call. This is because clusters of infections do not wait - they spread. There is simply no time to waste. The German effort has produced the best results so far of any country of this size- Germany has 85 million people. The reproduction ratio is at 1.13 and Germany remains vigilant. It is the first country to reopen in Europe, and is methodically doing the right actions, much that the world can and should learn from. Contact tracing teams worked round the clock in the early days, they are still hard at work today, using their human skills to talk to people and find out who they were in contact with, calling the contacts in turn, at each step working to isolate where needed with followup calls from the state health departments. ...

This report in the WSJ from Singapore says Chinese authorites are asking local governments to prepare for the potential downfall of housing developer Evergrande which was built on ever growing debt. This was described as getting ready for a possible storm in the event there is a disorderly collapse. Beijing is unwilling to bail out the developer. For years the Chinese government has discouraged speculative investment in housing saying "housing is for living not for speculation." This had little effect on housing developers and housing prices in China making housing smaller and smaller in size and beyond the reach of average households.

To get some idea of the magnitude of Evergrande's expansion it has 800 projects in progress spread over 200 cities in China. It is unable to complete many of these projects, now that it is unable to pay contractors and suppliers.

Declan Walsh in another exceptional piece on the ground at customs offices in Torkham, Afghanistan, near the Khyber Pass bordering Pakistan in the southeast. He describes a network of corrupt officials that extends from border customs offices all the way to the central government in Kabul. It is so widespread that one minor customs official at the border paid $10,000 for a customs position where the salary is $150 a month, but money gained through unofficial payments and bribes is $4000 a month. At every step from the guard opening the gate for a truck to the border customs official, to the provincial department officials, to officials in the capital Kabul, there are payments involved for every truck entering Afghanistan. Upto two thirds of customs revenue is lost, and the $500 million of customs revenues collected amounts to 26% of the governments tax revenues.

New rules enacted after the Reserve Primary Fund broke the buck in the 2008 financial crisis would help prevent another problem for money market funds. Money market funds must keep 30 percent of their holdings in securities that can be converted into cash in 7 days. Another factor mitigating the impact of U.S. money market funds holding about 50% of their assets in European bank debt, is the action taken by the money market funds to reduce their holdings of this debt and shorten maturities. According to S&P estimates of the 500 U.S. and European money market funds rated by S&P, 80% of European bank holdings is limited to 3 months or less, and 95% to 6 months or less. Vanguard's chief investment officer says the situation would have to be one of a very rapid decline, and not just Greece but also impacting Spain and Italy for these debt holdings to result in losses for U.S. money funds.
