According to Germany's Federal Labor Agency, about 1.5 millon workers in about 63,000 companies were in the short-work or Kurzarbeit plan. Under this plan companies are able to put workers on shorter work week schedules without seriously impacting wages. Companies pay for the hours put in by employees on shorter work schedules and the government pays upto 67% of remaining wages. For March 2010 693,000 workers were on the Kurzarbeit plan. Another German way of softening the impact of a recession is to allow companies to keep a work-time account. Employees get paid now for a certain number of hours that they agree to work during an upturn in demand. So that for certain machine tool makers employees work 250 hours less during a downturn but still get paid and make up for this during an upturn by working overtime and still taking in regular wages. What this does is to reduce the need for new hiring during an upturn.

Questions China faces on AI- 17% high youth unemployment and 200 million young people in the gig economy in low wage demanding work. Chinese Communist party wants to see a stable China that can pursue industrial progress for decades like the European Union and the US. For this reason it is not going to let this level of dissatisfaction with high youth unemployment and low wage demanding work for young people to go to the next level. For this reason it will carefully make investments in AI -not the hyper investments in AI that are taking place in the US. The competition with China is going to take place on many fronts, and the industrial bloc created by the EU with India and Nordics has a 15 year plan during which it and the US are likely to far exceed anything China does at a slower rate of growth. As in the US choices will have to be made in China, investment in one area means disinvestment in other areas that have equal or more priority. Today's capital markets are in complete dysfunction in the US operated by a few banks and tech company leaders, similar to the situation prevailing in pharmaceuticals and healthcare. Investment priorities and planning are needed. It is a major error to say US cannot plan that capitalism does not have planning, because it is absolutely true that planning goes on at every level in American companies with Xerox, IBM, Oil Companies and other large companies, all having a Long Range Plan as well as planning for individual projects and investments in plants. If a good infrastructure plan, project by project, state by state, and at the local level, is not put in place this will simply not take place. If no good reindustrialization plan, project by project, state by state, and at the local level, is not put in place, this will simply not take place. In that case the competition with China would surely be lost before it had begun. Yet that is surely not the case, as every good American company has a long term plan. And this plan looks at all the potential investments the Nation can and should make in priorities and in the interests of the Nation and the People. All have to compete for resources and AI surely would not get the lions share of resources in China, or in the US, in a fair and well run market system where planning rightly takes place, because it would displace the very basic structure of a fair and well balanced economy that serves the American people, or the people of European Union and India, or the people of China. ...

US Senator Bernie Sanders and Shawn Fain of the United Auto Workers make the case for a 32 hour week.  No that's not right Sanders and Fain are calling for hours and wages that make for a healthy life after making significant contributions using technologies and higher productivity during a normal week more like 35 to 40 hours instead of 50-60 hours a reality today.  Even with this productive work effort they say workers have not benefitted as most of the gains have gone to the top with top managers and CEO's making hundreds of times more in compensation. In this years negotiations the UAW made long hours at work and its effect on worker health an issue. A 40 hour work week was established in 1940 under the Fair Labour Standards Act passed under president Franklin Roosevelt. Sanders and Fain point out that 28.5 million workers even today work over 60 hours a week and more than half of full time employees work more than 40 hours a week. It comes as a surprise that according to the authors US workers logged 204 hours a year more than employees in Japan, and 470 more hours than German workers. Sanders and Fain point out that today adjusted for inflation the average worker in America makes about $50 less a week than 50 years ago in 1974. There is definitely a need to consider the health of workers as the highest priority and wages that make it possible to raise families and educate children in decent living conditions. France and Denmark have a 35 and 37 hour work week. ...

Impact of $100-$138 a barrel oil prices from Iran War on US economy is modest - stable unemployment inflation at 2.9% instead of 2.7% and decline by 4 tenths of a percentage point in GDP growth. This is the view of 50 economists at banks, companies and research consulting gorups surveyed by WSJ March 16-18 cited in both the WSJ and her inthe NYT. NYT says unless the prices reach $200 which is unlikely, there won't be a recession. The reason is that the US is self sufficient in oil needs and exports oil and gas to Europe, and now to India and Japan. In fact in the domestic economy oil producing states in the Permian Basin including Texas, Wyoming, New Mexico and state of Alaska will actually see more growth. US will also generate more revenue from oil exports. US will also be able to leverage the situation to bring Venezuelan production with additional investments in upgrading the Venezuelan oil fields from American oil companies. This will be more attractive at higher oil prices and revenue generated will be sent to benefit the Venezuelan people. What it does affect lis ow income people with long commutes to work in the US. ...

Suggestions are not to take Fridays off but instead take Mondays off and sometimes break the week with Wednesday off. Fridays off are seen as a drawback because one is seen cramming five days work into four that week. Here a Unilever manager manages her 15 days off and another week that she gets after 18 years service to somehow add the weekends to get 9 days off for a break using 5 vacation days. Taking vacations for less than a week are seen as not productive for reducing stress at work and for getting better sleep. One of the leaders who has emerged with solid skills and with patience, firm resolve is Olaf Scolz, former mayor of Hamburg, finance minister and deputy chancellor. He is leader of the SPD and has a shot at chancellor in coming years. His hard work has led to increasing popularity during the pandemic and he is in charge of disbursing the euro recovery funds for recovery of Germany and the rest of Europe.  Being labor minister under chancellor Schroeder in 2003 did not help as he tried to sell Schroeder's labor reforms with harsh cuts for welfare recipients and he ended up looking like a bureaucrat and someone doing somebody else's work.  But hard work persistence in doing the work that mattered has helped him regain respect in Germany. Leading the youth wing of the SPD, then in 1998 joining the Bundestag, running a business law practice in Hamburg, on to the mayor's office, now Scolz is a transformed figure as he appears more emotional, more accessible, friendlier. ...

Paul McCartney of the original Beatles group does a new solo impromptu effort that ends up as an album. It was done in a very casual manner with no intention of producing work that does a job. During the lockdown period McCartney experimented with unfinished work on the musical instrument that he had used for the work. Each day he would decamp to his studio to relax and have fun. He says it was all about making music for yourself and having a lot of fun not doing a job or work. The album is called McCartney III to be released in December.

A good idea is to try smoothing out your work over a longer period and getting focus on important tasks first. A survey of immigrants all over the world asked about their new living standards shows Mexico at the top with Taiwan, Portugal and Spain. And Kuwait at the bottom. Surprise is that New Zealand ranks next to Kuwait at the bottom. The reason is the high cost of living and jobs not paying enough, fewer opportunities, a growing rich poor divide. New Zealand ranks high in the natural environment and climate, yet the cost of living is too high in relation to salaries. New Zealand ranked below global averages in worklife- in feeling fairly paid for work, seeing purpose in work, or liking workhours. By comparison Australia ranks ninth from the top- for the economy, compensation and work hours.

During the latter period of the pandemic midsized companies encouraged workers to take minivacations to avoid burnout from excessive hours of work in the pandemic environment. These companies found that happier workers were more productive workers. In 2024 workers are continuing to protect their mental health following the pandemic by adding mini vacations using the opportunities to work remotely. Workers are doing this across the workplace for all ages because this saves their official vacation days and because vacation days are scarce. Only 15 days after working 5 years and 18 days after working 10 years, these vacation days are precious for mental health and for medical situations in the family, and for essential time off work to rejuvenate.
