Russia begins evacuation of residents of Ukraine as the city becomes a war zone. The war on the Dnieper river in the south of Ukraine near the Black Sea enters a new phase as Ukraine seeks to preserve its coastline on the Black sea ports including Odessa. These ports are its lifeline to Western Europe and the world to ship its grain and food that supplies the Middle East and Africa. This makes it a vital connection for Turkey, Egypt and other parts of Africa that depend on Ukrainian food supplies. Any future peace agreement is likely to take into account this food connection. The other connection Ukraine seeks to preserve is its industrial region in the east in the area around Kharkiv.

Jill Biden visits refugee centers in Romania and Slovakia for Mothers Day. About 800,000 refugees have crossed into Romania from Ukraine. So far 6 million refugees have fled Ukraine for Poland, Romania, Slovakia, and other Eastern European countries. Jill Biden will spend Mothers Day visiting displaced families at a village in Slovakia near the border with Ukraine. At a time when the Ukraine war has hurt poor countries Germany plans to cut its development aid by 12% in its draft budget. The budget is expected to shrink to 10.8 billion euros at a time when defense budget is increased to 50 billion euros. The boost to defense is a result of the war in Ukraine. Germany is also set to cut its contribution to the World Food Programme by 50% to 28 million euros. Russia and Ukraine supply wheat, cereals to poor countries. High energy prices also affect these countries.

President Biden visits the Polish town of Rzeszow close to the Polish border with Ukraine. It serves as the headquarters of the 82nd Airborne Division and Us operations to supply weapons and humanitarian aid to Ukraine. The Russian offensive met with stiff resistance and incurred high casualties in Ukraine with this WSJ report showing 40,000 casualties in the 150,000 Russian invasion force, making it less effective. 
Russia appears to have scaled down its objectives to focus on the separatist Donbass region in the east. The offensive on Kviv, Odessa and Kharkiv is stalled with stiff resistance. About 10 million people have been uprooted.  3.7 million people fled Ukraine, with 2.2 million crossing into Poland.

The US has warned that it would respond if Russia attempted to use chemical weapons.

Republican Speaker Johnson is setting Saturday April 20, 2024 votes in the US Congress for Ukraine-Israel aid in a weekend vote, as Israel and Ukraine face growing threats. Basically the bill Democrats passed in the Senate gets split up into 3 parts for that $95 billion in aid bill to be voted on individually for each part separately for Ukraine, for Israel, for Taiwan. A fourth bill would be for Ukraine aid as a loan, and a measure leading to national ban on TikTok.

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Avril Haines, US Intelligence head, tells Congress she does not see Russia making concessions as it sees an advantage in a war of attrition in Ukraine. DJT calls for Iran to end nuclear program Feb 19 2026, at first Board of Peace meeting in Washington DC. The need for a safer world without the nuclear proliferation to smaller states that increases risks of nuclear war, to North Korea, Pakistan, and Iran. This also means that the US Russia's, China's and India's policy needs to shift to cooperation not just on arms limitation, but also in the area of preventing the spread of nuclear weapons to smaller states. One idea needs to be dispelled the idea that a state gains from its disproportionate use of the country's income and resources to develop nuclear weapons as has happened in Iran, Pakistan, and North Korea, where this has resulted in impoverishment of the country. Another that retaining nuclear weapons would have put Ukraine at an advantage, that states are better off keeping nuclear weapons technologies and weapons for the survival of governments. The world is going through a difficult period- it took many centuries of hardship for China, India, (five centuries since 1500) and other countries to modernize and industrialize, and no one wants to see everything put at risk in the coming generations. Europe and America also have a lot at stake with the countries being poor for most of the period before the 1950's and industrialization. All the achievements of science and technology, all of modern life are at risk of disappearing with this one threat. ...

The story of Kharkiv, Ukraine's second largest city only 25 miles to the border. Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

Ukraine president Poroshenko tells a news conference in Kiev in September 2014 - "the doors of the E.U. are open to us; I am absolutely convinced of this. Events in Kiev and Brussels gave us a firm hope, a belief, that we will soon get the prospect of E.U. membership." Poroshenko plans to repeal a 2010 law barring Ukraine from membership in any military or political alliance, so that it can apply to join NATO.
