In his foreign policy address following the northeast state primaries Donald Trump outlines a policy with less foreign engagement in trouble spots, and greater reliance on partners in Europe and Asia contributing to joint defense. It also includes building up the military and nuclear arsenal. It criticizes the Bush administration for intervention in Iraq that benefitted Iran, and the Obama administration for policies that led to the rise of Islamic State. Because Trump is not for supporting foreign engagements in trouble spots the difference in Trump's policies is not announcing or signalling in advance what U.S. response would be, instead keeping it unpredictable. It is not clear how much this would work given that any president would inherit the situation before him, and also the complexity of the situation would not change, such as the need to have Iranian cooperation and Saudi cooperation to tackle Islamic State. The Bush administration started with a similiar intention to focus on domestic policy, till the 9/11 surprise attack steered it away towards nationbuilding overseas. The pendulum swung in the latter years of the Bush adminstration to the Iraq intervention, Abu Ghraib and Guantanamo, followed by a swing in the other direction to allowing Libya and Syria disntegrate leading to millions of refugees. Complexity, surprises, and swings of popular opinion, are unlikely to go away, even as caution is exercized and military capabilities enhanced....

Krugman questions the Paul Ryan U.S. budget proposal on several grounds. He says the Ryan proposal depends on projections by the Heritage Foundation for its assumption that the tax cuts would generate higher revenues by creating a booming economy. The Heritage Foundation projection is for revenue increasing by $600 billon over the next 10 years as a result of tax cuts. Krugman cites a different view from the Congressional Budget Office estimate for the Ryan proposal, which shows assumed savings from spending cuts will go not to reduce the deficit but to pay for tax cuts, with bigger deficits in the next decade. He says the spending cuts excluding Social Security, Medicare and Medicaid- but including defense- go down from 12% of GDP in 2011 to 6% of GDP in 2022- meaning that cuts in public services will need to cut to the bone. The Medicare part of Ryan's proposal does not say how spending on medical care will be reduced. The voucher or premium support Ryan envisages is estimated by the Congressional Budget Office to cover only one third of the cost of insurance premiums for Medicare equivalent care by 2030. Krugman cites the Center on Budget and Policy Priorities, which says the Ryan proposal achieves two thirds of its $4 trillion in spending cuts over the next decade by cutting programs that primarily serve low-income Americans. ...

Ami Ayalon, a former director of Israel's Security Agency (Shin Bet), proposes that Netanyahu take the small tangible steps in the direction of a two state solution for Palestine. He says this would lay the groundwork for reduction in tensions in the Middle East by aligning Saudi Arabia and other Sunni States, Turkey, Israel and the U.S., towards a lasting settlement. Ayalon refers to two changes in the Middle East that others have observed- the street is exercizing major influence on events in the Middle East and this presents an opportunity to defuse a lasting irritant in the form of treatment of Palestinians. The Iranian Shiite influence in Iran and Iraq provides Sunni and other Muslim states an incentive for serious and lasting settlement of the differences with Israel. These are two influences that present opportunities to move forward, says Ayalon. Adding that if Netanyahu fails to grasp this and make serious moves in negotiations, Israelis should vote him out of office. The move he is calling for is for Israel to declare it has no sovereignty claims over areas east of the security fence built in the West Bank. A voluntary evacuation and compensation would take place and settlers who stay would have some form of assured status under the agreement. The Israel Defense Force would remain in the area till a firm agreement with guarantees is put in place....

It is "You forgot the color film," by Nina Hagen. The song is an angry lament that admonishes Hagen's boyfriend Michael, for not bringing the color film during their visit on holiday to Hiddensee Island. As a result she sings "no one will believe how beautiful it was here." The lyrics were written by Edward Demmler and it was sung by Nina Hagen in conventional schlager style. Merkel spent much of these 16 years seen on television sticking to strict austerity measures for European Union countries. Not investing in childcare, education, retirees, healthcare, and the infrastructure for broadband, roads and bridges, leaving Germany and with it the European Union in stagnation. Only in her last years was she persuaded by her vice chancellor Scholz of the SDP of the need to invest heavily in Germany and the European Union to fight the coronavirus pandemic with aid to the people of Germany and European Union. As she leaves she ponders the lessons both of the GDR in the east and the Federal Republic in the west, both had their flaws and their potential and both could learn from what was missing in the other. An opportunity for reflection and understanding. It is to Scholz and the Greens that is left the task of making the Federal Republic what it could be, to reaching as much of its potential for the good of Germany and the good of the European Union. Even though the singer became a punk artist after moving to the west following the fall of the Berlin Wall, she was a conventional. schlager style singer before that. So that 16 years after trying out the free market version of capitalism Merkel who grew up as a young East German teenager in the former German Democratic Republic realizes that this period after the fall of the Berlin Wall was not all that it was made out to be. As the Guardian puts it this embrace of her East German identity is no characteristic of Merkel as during these 16 years she rarely brought up her growing up years in East Germany. ...

Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The deteriorating situation in Afghanistan makes it necessary to make an infustion of American troops- a policy being developed by Gen. Mattis. The change now is to insist vigorously on anti-corruption measures and good governance in return for aid.

The irony of the Afghan war is that the same pilots and planes that worked for the Soviet supported Afghan government, that the US under President Reagan supplied weapons and antiaircraft missiles to bring down, are now fighting the American war against insurgents. Antonov aircraft for transport and Mi-35 Hind helicopters, and Afghan crews that flew them are part of the airforce that the US is training and building up. The commander of Afghanistan's air corps is a formerMiG-21 pilot. By 2016 the 32 aircraft airforce is expected to grow to 120 aircraft at a total cost of $5 billion.

The G7 countries including the US, France and Germany  and the European Union now support setting a oil price cap of $60 per barrel for Russian oil. This price cap of $60 goes into effect December 5, 2022, and require western companies that do most of the shipping and distributing for Russian oil worldwide to comply. The US favored oil price cap of $65 set at what Russia earned historically on oil exports. Eastern European countries such as Poland wanted to set the price cap on Russian oil much lower at $30 what it costs Russia to produce oil so that it would crimp Russia's ability to wage war in Eastern Europe that has brought millions of refugees to Poland in 2022.  There were also other prices of between $65 and $70 that were proposed by the European Commission. The US wanted to give Russia some incentive to continue its oil exports which it had threatened to stop if the oil price cap was set -and avoid a situation in which oil prices that hit $120 a barrel early in 2022 would not jump to hit $140 a barrel.  Poland has called for a review every 2 months of the oil price cap so that it is close to the market cap. In November 2022 Russian oil is being sold at about $48 per barrel discounted from Brent crude at $86. The $12 difference between $48 and $60 is the US saying to Russia that it is working with moderation just as it had supported Ukraine with air defenses but acted with restraint to limit that to avoid provocative attacks on Russian soil. What does a cap on Russian oil price mean and how is it possible? Western shipping companies ship the oil out of Russia and distribute it around the world. This advantage of the G7 countries is what it intends to now use to bring an early end to the war in Ukraine by cutting into Russian oil generated funding for the war. Shipping an insurance companies that insure shipping based mostly in the west are now required to comply and not carry supplies bearing a price higher than $60.  ...

Richard Haas of the Council of Foreign Relations, says its affirmative, that low grade conflict is Putin's thing. Other experts say Putin's intention is largely to build up his image at home at a time when the Russian economy is facing problems, and to create confusion through cyberattacks. In the case of cyber intrusions into voter rolls of Arizona and Illinois, FBI Director Comey says it  may be intended to just sow seeds of doubt on the whole election process."

This WSJ editorial board opinion lists all the reasons for continuing the war in Ukraine without answering the question raised by Lt. Gen. Keith Kellogg about- what US interest calls for losing an entire generation of Ukrainians and Russians young men to war? The US as a beacon of hope in the world requires asking this question. Kellogg is a 80 year old veteran who has seen hand to hand combat in Vietnam and survived, attended the US Army College in Kansas, and has decades of experience in the Army, and was National Security Adviser. The US should ask questions about what is its right role? NATO was started in 1949 against the wall coming up in Eastern Europe under Communism, the Warsaw Pact was formed to oppose NATO in 1955. Yet after the Warsaw Pact was  disbanded by July 1991 after the fall of Communism there was no effort to reassess forming a new architecture that is based on the new situation. Shouldn't NATO have been replaced after Warsaw Pact was no longer in existence? Russia was too weak in the 1990's and till 2010 and there was no one to make the case for a new defense architecture. And no effort to reconsider and see that there is no fallback to positions from the Cold War and before that to British Empire positions about protecting its dominions in India and Asia from Russia. Considering that Russia is the only major nuclear power other than US in 2025, and within the years of a pandemic that destroyed an entire generation of older people- American, Russian, Chinese and Indian.   ...

The Message to Congress by president James Polk on May 11, 1846 set forth the situation of the Texas Republic setup by settlers under Gen. Sam Houston in 1836 under military threat from Mexican forces. Polk set the task for its defense by the United States against Mexican military forces that were legacies of the Spanish colonial Empire in North America. James Polk said- "In communicating to Congress a succinct statement of the injuries which we had suffered from Mexico, and which have been accumulating during a period of more than twenty years, every expression that could tend to inflame the people of Mexico or defeat or delay a pacific result was carefully avoided. An envoy of the United States repaired to Mexico with full powers to adjust every existing difference. But though present on the Mexican soil by agreement between the two Governments, invested with full powers, and bearing evidence of the most friendly dispositions, his mission has been unavailing." The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. During that period in the 1960's till today the face of NATO as today was from a series of heads of governments of Dutch Stikker in mid 1960's or other small European states such as Norway Stoltenberg and Rutte Netherlands again in 2025. It could be said that none of these leaders  of small EU countries represented US interests- or even European interests- a point the DJT administration is trying to make. First NATO head UK's Hastings Ismay's NATO for "keeping the Russians out, the Americans in and the Germans down" is more British Imperial policy of 1904 -1940's as the Indian Viceroy's Assistant, not US policy or in America's or even Europe's interest in 2025. It hurt the US in Venezuela as Russia propped up a regime which led to millions of refugees entering the US illegally. And it hurt Europe as Russia propped up the Syrian regime with millions of refugees entering Germany and destabilizing its political structure. Going back if a new defense institution was set up to replace NATO by the Europeans in 1970's this would have been the right step which would have not led to Russia propping up regimes in the Americas or the Middle East. A goal that is being discussed with Russia by the DJT administration to refocus American efforts in a new direction and pause not just the Ukraine war but also put the US  and Russia in a new direction with the new competition from 3 billion people in China and India changing everything we know about the world. ...

Indian Foreign Minister Jaishankar says- “The cessation of firing was agreed between the military commanders of both sides through direct contact.” In fact that is what India asked the US - that Pakistan initiate by its general calling the Indian general asking for the war to stop only then would India agree to stop the war, as India had clearly informed Pakistan that it was not targeting Pakistan military only selected terrorist bases inside Pakistan and Pakistan occupied Kashmir. Jaishankar was responding in an interview with a European news reporter about his question on whether the nuclear aspect was kept in mind. It was an interview with German newspaper Frankfurter Allgemeine Zeitung.  Jaishankar made this clear to Dutch Broadcaster NOS- “We made one thing very clear to everybody who spoke to us, not just the US but to everybody, saying if the Pakistanis want to stop fighting, they need to tell us. We need to hear it from them. Their General has to call up our General and say this. And that is what happened.” "We have sent a clear signal to the terrorists that there is a price to be paid for carrying out such attacks, as they did on us in Kashmir in April. The firing was then started by the Pakistani military. We fired back in self-defense and once the Pakistanis understood that they were taking a harmful course, we were able to stop firing. This look at China and leaders Mao, Chou-en-lai, Deng, Xi Jinping through the lens of the Hoover Institution series on authoritarianism "The Party's Interest Come First," by Hoover research fellow Turgian makes the same errors as is evident from expert at Oxford University/ Kennedy School Rana Shantasil Mitter of Indian descent. Which is to see China as an academic, not by immersing oneself in China of 1890- 1950 into the lives of China's millions of ordinary people. And how is one to immerse oneself into these lives. One can do this through the eyes of General Stilwell who loved and immersed himself in China like it could be said no other American of that period in Barbara Tuchman's well researched account of this China of 1890-1950.  One clue to this is also that Tuchman unlike Torgian or Mitter by a long shot is the only writer who met Mao in Beijing in the 1970's. In 1971 she met Mao and made observations on the lives of the people in "Notes from China- If Mao had met Roosevelt in 1945." As a result of Tuchman's account of Stilwell's personal experience of China since 1900's being lost to most Americans, there is no concept of what China had experienced with the gradual collapse of China's economy and politcal structures, its defense as China, like India, and Asia as a whole failed to experience the opening up to science and technology and modern ways of thought since 1600. The results were catastrophic for the Chinese people and for the people of India leading to economic destruction on a scale unknown in history and lives shortened and reduced by poverty.  ...

One U.S. military official describes Boko Haram insurgency as similiar to where Islamic State was 2 years ago. The U.S. military has stopped training Nigerian military units, because of corruption, human rights abuses by soldiers, and infiltration of the Nigerian military by Boko Haram. Another story in the NYT describes the tensions in Nigeria as a former military ruler runs for president on a platform of restoring law and order. Boroko Haram militants are active in the Muslim north and the Nigerian military riddlled with corruption and lack of proper equipment and training has failed to control the militants. Nigeria has a long history of corruption in government and the current government of Jonathan faces the same problems, with oil revenues not going into development of the country- most Nigerians cannot depend on the electrical grid, and infrastructure is in bad shape.

Gerald Seib, executive editor of of the WSJ, attributes the divisions in America both on the left and the right to a deep skepticism among people about the intentions of the U.S. political and financial establishment to conduct the country's affairs in a way that benefits all people. Both the traditional Democratic and Republican establishments, the Bush-Reagan, Clinton-Obama politicians and the financial community were seen as self-serving and looking after their own interests. The right of center supply side economics and the the tolerance for immigration levels of 30% rise in the last decade were discredited. A much larger recovery program was seen as needed from the deeply bruising effects of the financial crisis of 2008, started by the reckless financial establishment behaviours, than either the Reagan supply siders or the Obama people had understood or planned. This opened the way for Mr. Trump to take up the cause of ordinary Americans with a message of ambitious infrastructure development, confronting China's use of trade adversely affecting American workers, and slowing down immigration. And within the Democratic party the emergence of Elizabeth Warren and Bernie Sanders with programs for a wealth tax that would finance Medicare for All and college education supported by the federal government. Both the traditional Republicans under Bush and Democrats under Clinton Obama were seen not upto the task, after the 2008 financial and economic crisis created deeper scars than were imagined possible. The lack of effective policies under Bush or Obama simply aggravating the situation further. The culture wars have split Americans down the middle with a breakdown of the traditional American family and social structures creating deep anxieties in America. Obama's comments unsettled people in the heartland when he said that economic decline in the Rust Belt had made people there to "cling to guns or religion or antipathy toward people who aren't like them."   The trillions of dollars spent in wars in Asia and the Middle East were seen by Mr. Trump as an enormous waste when much needed investment was deprived of attention at home. Mr. Trump hammered this point home till today it is well accepted across America.  Even as political divisions persist they are now on how to tackle the redevelopment and growth of the U.S. The new focus of agreement has shifted with agreement across the country that infrastructure development in the U.S. and defending workers rights to jobs and opportunities is the top priority. That trade relations need to be reshaped keeping this priority ever present in negotiations. As a result all parties could agree on infrastructure and the recently concluded agreement for trade with Mexico and Canada and phase 1 of negotiated agreement with China. In overseas affairs the U.S. under Trump seeks cost sharing with a 2% of GDP defense spending by other nations so that money can be diverted to use at home. In this sense the debate has already shifted in the U.S. and the UK to how to address the problems of uneven development and growth across the two countries and better allocation of scarce resources to needs at home. Which is for the U.S. a good thing in the middle of all the perception of divisions.      ...

The U.S. House of Representatives passes the McConnell-Biden deal on raising the debt ceiling by 269 to 161. For its passage through the House 174 Republicans and 95 Democrats voted in favor, 66 Republicans and 95 Democrats voted against it. Republicans voted for it with a proportion of 3 in favor and 1 against, compared to Democrats where it was 1:1 and as many opposed it as supported it. It took much persuasion from Vice President Biden and Speaker Boehner to get the votes in favor of passage. Republicans who opposed it were concerned about the modest cuts in spending. Democrats who opposed it considered it a giveaway to Republicans with no tax increases or addressing of tax expenditures. The deal's trigger provision to require cuts in spending to be 50-50 for defence and entitlements was used by Biden to show Democrats that the next $1.2 trillion in cuts would take a more balanced approach. Democrats would have leverage to make their case for savings through tax increases or tax expenditures....
