The two front runners among Democrats in the campaign for President in the U.S. are building their lead on the basis of programs to reduce inequality and build the social fabric. Bernie Sanders and Elizabeth Warren support a program of Medicare For All. This program is a single payer program run by the government so that medical costs can be cut by the government directly negotiating cuts, which would reduce some of the cost.The WSJ looks at the ways this can be financed at a cost of between $11 trillion over a decade. Programs of less extensive coverage  in Medicare for All excluding undocumented workers and having individuals share some costs would cost this much, according to some experts.The gap would be financed by taxes such as that on Medicare currently. Sanders additional tax premium would be 7.5% paid by employers and 4% by employees. About $1 trillion is generated by each percentage point of taxes over a decade says CBO, so that a combined 11.5%  tax would cover Medicare for All. Alternatives or some combination would include this with taxes on the wealthy. Tax hikes on wealth, income and financial transactions would generate $11 trillion over a decade, according to the Committee for a Responsible Budget. Currently a majority favors a Medicare for All plan, and this support could grow as people understand that it would be progressive and reduce the burden on the middle class by shifting some of the burden to the wealthier in society in today's economy, where much of the increase in wealth over the last 3 decades has gone to upper income people. Much more so in the U.S. than in Europe creating a tear in the social fabric and disaffection with Democrats, who in earlier administrations from Clinton to Obama failed to maintain the gains made under FDR, Truman and Kennedy. This has led to a Republican administration under president Trump that won over disaffected Democrats but hope to merley to maintain the status quo. Warren is trying to change this with bold social programs that fit today's needs and circumstances. ...

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Rex Tillerson, U.S. Secretary of State, made a similar statement by visiting a war memorial in Italy recently. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. NATO Secretary General Stoltenberg is taking the lead in ensuring NATO funding goals are met. ...

Peter Navarro points out the problem with textbook economics and concepts such as comparitive advantage. Many economists from elite universities ignored for a long time the distortions in world trade arising from state subsidies as they used textbook economics without looking at what was happening in practice. Even as the U.S. runs a trade deficit of $ 1 billion a day with China such text book economists ignored for too long the advantages of state directed industries and state directed investments in creating distortions in trade patterns, and not creating a level playing field for the U.S. Here Peter Navarro desceibes what he calls afaux comparitive advantage built on high nontariff and other barriers. Auto tariffs of China are 10 times that of the U.S. Other barriers are intrusive licensing requirements and foreign ownership restrictions. With subsidized land and capital, export subsidies, and tax preferences, unfair trade advantages can be gaine d in many industries leaving the U.S. in a disadvantaged position. Mr. Navarro is assistant to the U.S. president on trade and manufacturing policy, and director of the White House National Trade Council. ...

Bret Stephens in the NYT points out that the Iran Nuclear Deal did not have the support it needed to become a lasting agreement. He cites a Pew poll at the time of the deal showing 21% supporting it and 49% not supporting it. It lacked the two thirds support needed in Congress for a treaty to be passed. It was a J.C.P.O.A. or Joint Comprehensive Plan of Action not an Executive Agreement or a Treaty, says Stephens. France initially called for stronger safeguards so that the Agreement would limit the development of nuclear weapons. Only later did France and the EU come into acceptance of the deal.  Stephens points out the efforts to renegotiate the deal coming from the EU, and cites this as showing that a better deal could have been negotiated. Since the deal the conflicts in the Middle East have continued to grow, so that the constructive developments of advancing Iran's economic development and reducing the role of military conflicts were not addressed, say experts skeptical of the deal. ...

President Macron moved to invoke an article in the French constitution that allows the government to pass a law bypassing the legislature. He used this to pass his pension overhaul. The law allows the president to bypass the National Assembly. A motion can then be introduced in the National Assembly to censure the president. This cannot pass because Macron's party has a majority in the National Assembly. Opposition lawmakers had hoped to introduce thousands of amendments to stall legislation on pensions.  Under the overhaul the entire salary history of employees are taken into account in calculating a pension amount. Previously the highest earning 25 years were used. For civil servants the last 6 months of service were used. The pension system was also fragmented providing different terms to different groups with some more favored than others. To maintain the old system a 40 day transport strike was organized in December 2019, but failed to change public opinion on the issue which favors a single pension system instead of the many different and disparate pension schemes with different rules. ...

Lawrence Katz, Harvard labor economist, talks to Friedman about the jobs crisis in the U.S.. Katz identifies three jobs crises occurring at the same time today. One is the drop in the demand for goods and services that resulted from the longer term effects of the financial crisis of 2008, with rising foreclosures, weak housing markets, bad debt on the balance sheets of banks, and interest rates at close to zero reducing the scope of action by the Federal Reserve bank. The second, is the widespread long term unemployment with workers dropping out of the labor market. The third, is the nature of new factories and hiring. Work in new factories is done through increased automation, information technology and fewer workers. As a result job creation is a fraction of what it was in the past. Not mentioned here is the shrinking of the public sector under the strain of budget deficits for local, state and federal government. This leads to the question of how America will create jobs in the future. Katz believes the answer is creating more "hubs," networked urban areas like Austin, Silicon Valley, and Raleigh-Durham, by bringing together universities, high-tech manufacturers, software providers, and startup companies, to cooperate in creating new products that enhance people's lives worldwide. This has to be done by the private sector and government working together to build the infrastructure and make the investments in education, training of workers, and equipment for new job creation....

Habeck is known for the work he did to get Germany through a difficult period of cutoff of energy supplies from Russia. He was Deputy Chancellor and Economy Minister in the Scholz government. Scholz is at 20% so is Weidel of AfD. Others are Merz of the Christian Democrats at 25%. Sarah Wagenknecht leads a Socialist party BSW that opposes migrants given asylum similar to the Socialist party in Denmark under PM Mette Frederiksen with 21%. The AfD has 20% support, Christian Democrats have 30%. Social Democrats 20% and Greens about 20%. 7 million immigrants entered Germany since the Merkel years in 2015. The situation in 2015 when Merkel allowed migrants to enter Germany from Austria and Hungary is remembered as a controversial decision. Merkel reversed this decision during the last years of her government. Of the 7 million only 3 million are asylum seekers applications of which some were rejected. The rest were legally allowed into the country. Bayrou says-“I am fully aware of the Himalaya of difficulties that lie before us,” Bayrou says he would strive for a “necessary reconciliation” with Melenchon of France Unbowed party and Marie Le Pen of National Rally on the left and right of the centrist Macron. These are mere labels- both Melenchon and Marie Le Pen want to see higher public spending and no cuts in the Budget for 2025, Macron is not eager for cuts, Barnier wanted to cut the budget to cut the growing deficit but this is not a time to cut spending as investment is needed to grow the economy and meet needs for public services and cost of living assistance. Macron was taken by surprise by Barnier's approach leading to a no confidence vote and Barnier resigning.  ...

They all say their faith, grit, family and spouse, and setting priorities, are helping them both make it in their careers and be engaged parents at the same time. Pew Research shows of women in both parties Republican and Democratic, about 70% want careers outside the home, and about 88% want good parenting at the same time.   ...

A former Wall Street trader says banning bonuses for investment bankers would take out much of the risk in the financial system. The current system is different from the one he joined as an intern in the 1980's, he says. At that time banking was a bland business, where the head of a financial firm made about the same as a junior trader makes nowadays. Large bonuses of today were rare at the time. What large incentives to take risk in the form of bonuses do is to encourage extreme risk taking, especially when the downside or pain as a consequence of these decisions is passed on to other individuals or institutions, or the government.

NPR showed this report on December 2, 2022, which pertains to the debt ceiling vote. About a third of Republican pickups in the Congressional elections came from an unexpected place New York state. These moderates 4 from Long Island alone, come from districts where Democrats are a majority and they risk being defeated if they are not careful to let extreme Republicans get their way in a way that offends New York's voters. This has relevance today because 213 Democrats in the House have signed a petition to force a vote in the House. Five moderate Republicans are all it would take to get the 218 votes to pass lifting the debt ceiling.

The FBI arrests a 21 year old member of the Massachusetts National Air Guard for the US Department of Defense documents leak. He was trained as a cyber transport systems specialist. He was assigned to the 102nd Intelligence Wing at Otis Air National Guard Base, part of Joint Base Cape Cod. There are units at the base that process intelligence collected from drones. Yet there is no explanation of the airman needing to have access to daily slides of the Ukraine war, much less the daily deluge of briefings at the highest level of CIA, NSA, and the Office of the Director of National Intelligence. This remains a question on which there are no answers.
