India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Germany's Bundestag parliament vote eases constitutional "debt brake" March 2025. CDU's Merz and the SPD join with Greens to provide the two thirds majority to remove a constitutional debt brake put in in the Merkel years. Germany's dilapidated infrastructure from rail to other transport and public facilities, to poor childcare are a sign of how the Merkel debt brake has hurt the German economy. Four years of the Greens SPD coalition government of Scholz were wasted when the SPD and Greens wanted investment in infrastructure starting in 2021 but included Lindner of the super cautious Free Democrats as Finance Minister who opposed spending and vetoed it every step of the way. The results can be seen in Frankfurt and other cities and in the underinvestment in Deutsche Bahn rail and all over the country. Merz of the CDU and the SPD and Greens finally fix this problem starting with removing the debt brake.  What happened to Lindner and Free Democrats? They did not make the threshold of 5% for representation in the German parliament, the Bundestag in Berlin. Lindner resigned for his failure. ...

Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. One should remember that it is not on party lines- all parties should be disciplined about federal spending to preserve the strength of the US dollar and the economy. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress. The U.S. Senate passes a motion that allows the chamber to proceed with a debate on a health care bill. The motion passed 51-50 with Vice President Mike Pence casting the deciding vote. Republican Senators Collins and Murkowski voted against the motion. This report in the WSJ says this sets in motion a process in which debate will take place and amendments will be made. It is not clear what shape the bill will take. Under the process used only a simple majority is needed in the Senate, yet this allows for many amendments to be made.  Only hours after this motion passed by one vote, a bill replacing major parts of the Affordable Care Act failed to pass 57 votes against and 43 in favor. Senator John McCain who arrived in Washington from Arizona following brain tumor surgery, delivered strong criticism of the way the Republican healthcare bill was rushed through allowing very little debate. Experts have commented on the way the bill was rushed through with a thin majority for passage, with very little debate, first by Democrats in 2009 and now in the House by Republicans. With the same pattern now followed in the Senate by Mitch McConnell, the Republican leader in the Senate. A backup bill would remove just the individual and employer mandates and a tax on medical devices- the elements Republicans agree on, if no majority can be put together for the healthcare bill. ...

The legacy of U.S. president George H.W. Bush is a four year presidency that benefited from the growth under president Reagan and low inflation but was cut short in a loss to Bill Clinton in 1992, Persistent budget deficits and high unemployment were seen as a result of the supply side deficits Mr. Bush supported as vice president under Reagan, but derided as "voodoo economics" as president breaking his pledge of no new taxes to cut the deficit. The collapse of the savings and loan banks with poor lending happened during his administration, and was handled by Treasury officials including current Fed chairman Jerome Powell. Mr. Bush is chiefly remembered for his negotiating the issues leading to the fall of the Berlin Wall and reunification of Germany. His handling of the Iraq war left a unstable situation in Iraq that led to a major problem for his son George Bush who became president after Bill Clinton, leading to a second and protracted costly war in Iraq. The effects of that conflict led to the changes in the Republican Party with its new leader Mr. Trump and a U.S. non-interventionist policy in foreign conflicts. Greg Ip points to the defict reduction as a positive contribution under the elder Bush, yet much of these gains were wasted in the costly Iraq conflict with U.S. hasty intervention. ...

Marina Force of the WSJ gives this excellent report on Carles Puidgdemont, head of the Catalan party that is holding a referendum for independence from Spain in October 2017. The referendum is to be held on Oct. 1, 2017, and will be held in a tense region divided by pro and anti independence supporters, with the central government of Spain declaring the referendum illegal, and police obstructing voters. This has pushed Spain into a major crisis, as Puigdemont says he will declare independence after the vote, and the possibility that many voters may not have voted at all in this tense atmosphere. Here Marina describes the recent history of Spain that dates back to the period under General Franco's dictatorship when state rights in the Basque region, in Catalan region and in the northern region in Galicia, as well as other regions, were suppressed. Today there is regional autonomy and the languages in the regions such as Catalan are used in the autonomous regions. Prime minister Rajoy is from the Galicia region. His family suffered under Franco's dictatorship as he points out in his book- Mariano Rajoy, En confianza, Mi vida y mi proyecto de cambio para Espana. As a result Catalan leader Arturo Mas and other Spanish leaders including Rajoy from Galicia worked hard to establish autonomy for all the regions in Spain, including use of the local language in Valencia, Catalonia and the Basque region, a variation of Spanish. As in Scotland for most of the period after the end of the Franco dictatorship in the nineties, this focus on regional autonomy was seen as a big step forward. Puigdemont is journalist who was editor in chief of a Catalan newspaper in the 1980's. In 2006 he was elected to the Catalan parliament. In 2013 he was elected mayor of Girona, a city just north of Barcelona. It was in this period that the movement for Catalan independence moved forward setting the stage for the 2014 referendum with 81% voting for independence. In 2016 pro-independence parties won a majority in the Catalan parliament. This set the stage for a confrontation with the central government in Madrid that is now taking place. ...

A new generation of young people born between 1995 to 2012 get the name iGen. It makes up 24% of the population in the U.S. San Diego State University Prof. Twenge describes this group of young people as open and tolerant but very casual about most things, and not literate in comparison to the Millenials and previous generations of young people. They are tolerant to LGBT and transgender, not church going,  and at the same time can be intolerant of other opinions than their own. One of four students in this group says someone who says something insensitive about race can be fired. This group also does not try to look deeper to obtain a better understanding. Virtual relationships are preferred to social relationships. They tend to spend about 6 hours on technology devices such as smartphones and social media outlets. They interact less and yet do not find time for reading, and read much less than GenX or Millenials, or baby boomers. Twenge says they are less informed about current events and their academic skills lag behind that of Millenials. Not that this is a good place they have found, as the more time they spend on the internet the worse they feel. Making them less happy than other generations of young people before them who had face to face interaction instead of endless hours on social media. The reviewer is skeptical of what is happening here, saying that the use of technology devices in this way has stunted their development in ways one could not imagine possible. Not let them develop the skills of previous generations of young people who did not have these devices and lived a simpler life with face to face interaction. ...

Krugman sees France has a fairly successful country with a strong safety net, contrary to perceptions. He asks then why the vote for Le Pen of the National Front, with its perceived racism and ideology. He points to the bureaucrats in Brussels and how they are perceived in Britain, the way austerity policies were favored by the European Union and Germany. Much of the reporting to date shows the effects of neglect for rural communities and small towns and the loss of jobs as the reason for discontent with established parties. It appears that this has affected the vote more than the anti-European Union message. During the last debate Macron was more effective in showing that there were advantages for France in remaining connected to the global community and to remain in the eurozone, calling it a huge mistake to follow Le Pen's policies.

As part of the European Union Brtiain could not shape its own trade deals since the 1970's. The current Brexit standoff leaves little option of changing this. The new Department of International Trade is unlikely to accomplish much even with 400 staffers and a new trade negotiator hired from New Zealand. Britain is likely to remain in the EU trading bloc customs area for many years under the standoff with EU. Countries will wait till Britain finalizes its trade deal with the EU under Brexit. It took Canada 7 years to achieve a trade deal with EU. 

Brexit uncertaintly, split in Conservative Party and Labour Party's agreeing to a second referendum on Brexit mean little progress on trade deals for Britain.

New York City and Northern Virgina are selected as the second and third locations for Amazon headquarters. Amazon will evenly split operations for the HQ locations between Long Island City and Arlington County's Crystal City locations. About 25,000 employees will be hired for each location. The location in Northern Virgina is close to Washington Reagan International Airport and metro stops making it appealing. Long Island City was a former industrial neighborhood that is going through a residential housing boom with 16,000 new apartments built since 2006. It is close to airports and subway lines.

Amazon had as criteria for the selection that the locations have flights with easy access for Seattle, job creation impact, and prominence as the main company in the area.

A survey by Bonn based infas Institute of Applied Social Science in 2017 shows Germans are not affected by 2 years of crises in the way they look at the world. Germans are still the same in their international outlook, in tolerance and openness, and liberal outlook. Chancellor Merkel even says today that she would do again what she did during the height of the refugee crisis when refugees gathered at Keleti station in Budapest and began the long march to Austria and Germany. Merkel goes into the 2017 election with the kind of confidence that did not appear likely even at the beginning of 2017. The European Union could even emerge stronger from the crisis. Britain's Conservative government appears isolated after the Brexit vote.

They favor full access to the single market area EEA without the obligations of membership. As parliament votes on Brexit there is the prospect that parliament could overturn Brexit and a fall of the government of Theresa May, with opposing factions in each party voting across party lines on the issue of the European Union's relationship with Britain.

A vocal advocate for women in tennis, Andy Murray of Britain, plans to retire in 2019 after chronic hip pain. Murray was a strong supporter of women in the game and an ally for the WTA Tour where women feel underappreciated compared to men in tennis.

Naomi Osaka, the U.S. Open champion found a new hitting partner in Andy Murray in Bribane, Australia recently. Murrray was taught tennis by his mother Judy. A first round loss at the Australian Open to Bautista Agut has led to Murray considering retirement.

The migrants moving north from Central American countries is a result of gangs taking control of neighborhoods with extortion rackets and little control from the authorites. In one country San Salvador gangs control most of the nation's municipalities. Unlike the drug gangs these gangs a residual of the guerilla wars in these countries and other gangs, operate in their own neighborhoods. As  this report points out the gangs employ about three times as many people as the largest 2 employers in San Salvador Hanes Brands and Fruit of the Loom. The cost of this is about $4 billion or 16% of GDP according to the country's central bank with a major loss being human, losing the best people and lost investment.

Chris Cillizza of the WP says there simply is no "new Trump," as mentioned in the meeting with president Nieto of Mexico. The speech on the same day in Pheonix, Arizona, following the meeting with Nieto, showed the Trump of the election primaries in which he talked about the criminal activities by undocumented immigrants and about building the wall on the Mexican border. Cillizza says Trump had left the impression that he was trying to expand his base with Hispanic voters through a meeting with Nieto, but it appears that it did just the opposite with Trump's reaffirming old positions on deportation and the wall in his speech.

Johnson was a journalist who pushed for a hard line on Brexit and appealed to extreme right wingers in the Conservative Party.

On a ruling on the Consumer Protection Bureau he empowered the president to fire the director on the legal reasoning that there should be several commissioners running the agency. Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The deteriorating situation in Afghanistan makes it necessary to make an infustion of American troops- a policy being developed by Gen. Mattis. Former intelligence chief James Clapper and former CIA Director John Brennan are critical of president Trump's statements that Russia did not interfere in the U.S. presidential election. Putin and Trump met briefly during the Asia-Pacific summit. Brennan says he finds it "puzzling" because of the "national security problem." This report in the BBC News says U.S. intelligence agencies see the interference in the way there was hacking and release of emails damaging to Hillary Clinton.
