A cross-referencing initiative by the new government of Mario Monti in Italy called the "income-o-meter," will be setup in the next few months. Under this initiative the government will cross reference different transactions and compare bank accounts with declared income to take action against tax evasion. Tax evasion is so widespread in Italy that an estimated $150 billion is lost in uncollected taxes. This would help Italy bring down its defict and reduce the debt burden in the current crisis. Attilio Befera, director of Agenzia delle Entrate, Italy's internal revenue service, says that the new cross-referencing initiative will prevent someone from declaring income of $26,000 and buying real estate worth $1.3 million. Tax officials say that in a country with 2.5 million luxury cars, only 2% of 41 million taxpayers showed an annual income of more than $260,000.

Glaxo, like other pharmaceutical companies facing severe competition from generics, aggressively marketed the treatment for Restless Legs Syndrome (RLS) with its drug Requip. Glaxo made a strong marketing push for Requip with advertising in medical journals even before approval of Requip by the FDA, sending specialists to discuss treatment with general practitioners, and advertising strongly to consumers. Half of Requip's sales come from treatment of Parkinson's disease for which it was originally designed, the other half comes from RLS. Are their pressures to treat an expanding array of diseases merely to increase sales.

 WSJ interviews Burton Malkiel 50 years after Malkiel published "A Random Walk on Wall Street," putting forward the efficient market hypothesis. That hypothesis he says is till more true than ever, that the market senses information and reflects what that information says in the stock price. This means one would do better than active investors by investing in an index that reflected the broader stock market with a wide ranging basket of stocks that reflected it. By 1974 Vanguard's Bogle started the first index fund for passive investing. It did not gain support till 2 decades later, yet today half of all US investing is in index funds. Malkiel supports the index fund investment and says equities play an important role even in retirement, and says the next decade will give returns closer to 5-6% for equities. He says the important thing is not fancy shots just hitting the ball back, not making mistakes.

The U.S. and the EU join together for stronger economic sanctions on Russia. The sanctions affecting large Russian banks ability to raise capital in financial markets are likely to affect the Russian economy. Russia was suspended for export credit and development finance. VTB Bank was one of three more Russian banks added to the list of banks with economic sanctions. The EU took similiar action against Russian state owned banks and imposed an arms embargo in July end 2014.

Large parts of Germany are lacking in fast connectivity, particularly in rural areas. Germany lags behind the U.S. and South Korea in 5G network infrastructure development.  Germany does badly in international broadband rankings.The agency in charge of Germany's telecom grid is holding an auction March 19 for 5G licenses for 41 frequency blocks with Deutsche Telekom, Vodafone and Telefonia among the bidders.  In Germany 5G networks offer a substitute for landlines in rural areas. A big problem in Germany is that access to LTE with large data volumes is costly in Germany. Many customers go without faster connections considering the cost. According to industry association Bitkom about 40% of respondents say they are not willing to pay more for 5G. This is not counting the cost of the 5G smartphone that could run upto $2000. German automakers interested in 5G's potential for autonomous driving are able to set up their own campus type networks leaving out middlemen. Large companies such as Siemens and Airbus are planning their own networks. ...

The U.S. Government Accountability Office says only $179.5 millon of the first $1.5 billion- in a five year aid program to Pakistan worth $7.5 billion- has been spent. USAID's director for Pakistan, Andrew Sisson, says the $1 billion from prior ununsed funds was spent in Pakistan in 2010. This includes $500 million for aid during the disastrous floods last year. Projects include the Gomal Zam Dam in South Waziristan, at a cost of $20 million. That project helped build a spillway to apower plant bringing electricity to a remote region in Pakistan. That dam was built by Chinese engineers from the Sinohydro Corporation. The Obama administration wants to see large signature projects to which it can point to as signs of success. With a failing economy, corruption and a weak civilian bureaucracy- especially with a weak and ineffective civilian government- getting projects implemented has proven extremely difficult. The U.S. government has committed to spending 50% of the aid money through the Pakistan government and not through civilian contractors with large overhead expenses....

“They don’t understand, ‘Wait a minute, how can you want those people deported, but not those people deported?’”

 “Well, it’s very simple: We don’t identify with those people that are coming over right now.”

He says what many Northeasterners do not get is that Latinos who support a pathway to citizenship do not identify with illegal migrants crossing the border through smuggling from Central America and South America. Internet penetration in India is increasing rapidly. India had 71 million internet users in 2009 by one estimate. Current estimates are of 80-100 million internet users. India's internet penetration as percentage of population of 5% is low compared to China which is at 28.9%, Brazil at 39.2%, and Mexico at 28.3%, according to figures from the International Telecommunication Union. Analysts expect the launch of third generation broadband networks will help increase internet use in India. One study done by investment bank Caris & Co. shows internet use growing to 180-200 million users by 2015. Most of the major internet sites are in news, job-search or match-making. Internet retail is just beginning to grow with online purchases of $1.4 billion in 2010 going up to $5 billion in 2012.
