President Trump outlines a plan for Afghanistan that increases the U.S. troop presence from about 8500 with an addition of 4000 more troops and advisors, in addition to a counter terrorism force. Gen. Mattis, completed a strategy review that showed the mistake of creating a vacuum would repeat the situation of Iraq where president Obama withdrew forces in 2011, leading to a sequence of negative events- with Russia, Iran and Islamic State moving into the vacuum, making American intervention in the war necessary, increase in terrorist incidents worldwide, and a flood of refugees into Europe. Ironically clearing the path for an outsider's bid for the White House, with Brexit in which refugee fears and uncontrolled immigration played a part, and the news of terrorism and the war in Syria-Iraq creating a sense of insecurity. A key difference in the Trump approach with Obama's approach is that "conditions on the ground, not arbitrary timetables will guide our actions from now on," in line with Trump's criticism of Obama's approach. The military in the U.S. has long maintained that the best approach would have been to insist on U.S. presence in negotiations with the Iraqi government under the sectarian prime minister Nouri Maliki. Gen. Mattis was head of Central Command under the Obama administration and must have pushed the view of the military to president Obama to no avail. Failure to do so led to the growth of Shiite militias and the alienation of Sunnis in Mosul, leading to the fall of Mosul to Islamic State thus creating the current crisis. Gen. Mattis and Lt. Gen McMaster are intimately aware of the problem and must have convinced Trump that this is what really happened, that a repeat would waste the sacrifices of American soldiers in the twin wars. Trump gave this as his reason when he said in his televised speech to the nation- essentially a criticism of Bush that he expanded the conflict too quickly, and Obama exiting too quickly to create a void. Trump call his policy "principled realism."  The roots of the crisis are in the India-Pakistan conflict. Like the conflict in South East Asia the conflict in South Asia extending from Iran to India and Pakistan, may take a generation to overcome. A rapprochement between India and Pakistan, beginning with trade and economic relations, is not only in America's interest, it also provides the basis for a realistic American withdrawal. ...

Having an adequate supply of N95 masks is critical for each hospital tackling the coronavirus pandemic. The lack of enough masks leaves health care personnel without the basic protection and is a grave emergency. Hospitals are resorting to reuse of the masks in this crisis and this is not a good practice as it increases the chances of infection. President Trump has invoked the Defense Production Act on April 2 against 3M. This gives the federal government more control over 3M's operations to ensure that it goes all out to make the healthcare N95 masks that the hospitals need in this grave emergency. This report in the WSJ covers the situation as of April 3 on the supply of M95 masks for health workers and others. N95 masks block 95% of very small particles. Supply in the U.S. is for 50 million N95 masks. Demand in the U.S. is for 300 million N95 masks as estimated by the Department of Health and Human Services. in March- this is how many are needed by health care workers to fight this pandemic in the U.S. The principal manufacturer is 3M. 3M company has doubled its production since January 2020. The trend before this pandemic was to send production over to China and other countries. This is changing now with the pandemic and the U.S. policy shifting to be self sufficient in medical supplies in the event of an emergency. A policy Peter Navarro, who heads the agency in charge of getting medical supplies, says President Trump is insisting be implemented. Hospital buyers supported the earlier trend to keep costs down, but this appears to be a costly mistake, putting health care workers in hospitals across the U.S. without the basic protection they need. Minnesota based 3M invented the first modern disposable masks in the 1960's. Interestingly 3M continued to make millions of masks in the U.S. even though competitors moved manufacturing overseas. The 50 million disposable masks 3M made globally went to workers in industries where it provided extra safety from metal shavings or other substances, and medical workers. Now 90% of masks go to medical workers. 3M ramped up production globally since January 11 when the pandemic first hit to 100 million masks a month globally, and 35 million a month in the U.S. at plants in South Dakota and Nebraska. 3M says that it will import 10 million masks from its factory in China, which earlier this year was restricted from shipping it outside China as China needed masks for the pandemic. About 10 million more masks are made by two other manufacturers Alpha Pro and Louis Gerson Co.  U.S. Department of Health and Human Services ordered 600 million N95 masks from 5 companies to distribute to hospitals and build up the national medical supply stockpile. 190 million each of this is from 3M and Honeywell and 130 million Owens & Minor Inc.  3M says it will make 50 million a month in the U.S. by June. Honeywell which had moved production overseas, plans to bring back production to the U.S. by making 10 million masks by May at its Rhode Island and Phoenix plants. There is a company in Singapore that makes one million masks a day in China and other Asian countries, Pasture Pharma Pte, but most of it is committed to government agencies in China.   ...

Britain's former prime minister David Cameron who said after resigning that he would continue as constituency Member of Parliament, says he will stop representing his constituency in the county of Oxfordshire. The decision comes early compared to previous prime ministers. Cameron says he does not want to continue because of the "risk of becoming a diversion." China's shadow banking system of trust companies and insurance companies with trust company units and other informal lenders are the fastest growing part of its banking system. Between 2010 and 2012 trust companies and other shadow banks doubled outstanding loans to 36 trillon yuan ($5.8 trillion) or about 69% of China's GDP, according to J.P. Morgan Chase & Co. Hidden debt that is likely to default in this poorly regulated sector is seen as a large risk in the banking system by the central bank and China's government planners. Tightening of credit by the central bank, the People's Bank of China, sent interbank lending rates from 3% to as high as 25% in late June 2013, finally settling on June 24 at 6.64%. China's state owned banks lend to trust companies in this market. Trust companies get additional financing by selling wealth management products promising investors returns of 8-10%. Even with China's high savings rate and large government reserves, the hidden debt and large unknowns about the loans in default, are seen by the central bank as posing risks to the target rate of economic growth of 7.5% if the government has to bailout a significant number of troubled banks. Much of the money funnelled through the trust companies since 2008 has been poorly invested. The trust companies such as Citic and Ping An Trust channel lending to borrowers for projects ranging from steel mills to infrastructure projects, such as highways and property developments that cannot obtain the financing through the large state owned banks. Fitch Ratings estimate is that since the financial crisis of 2009 these loans generated only one third of the economic growth per yuan as they did before 2009. ...

The Indian public from retired businessmen, farmers, students, and the press are coming out in support of anti-corruption leader Anna Hazare's call for effective legislation to control corruption of public officials in India. This comes after a number of corruption scandals and lack of action from the Congress government. The government's bill in parliament - introduced after pressure from public opinion- sets up an ombudsman or Lokpal agency, which would exclude from its jurisdiction the very public officials over whom it was meant to exercize oversight. Under the government's bill the prime minister, the public officials in the bureaucracy and the judiciary would be excluded. This has set up a confrontation with an increasingly exasperated public, with Hazare's protest fast in central New Delhi as the catalyst for protest across the country. The Prime Minister Manmohan Singh told parliament that he sees it as an issue of parliamentary sovereignty, as Hazare's protest is for a version of the bill that he has drafted to be adopted. But the public's sense is that Hazare is only responding with his own draft of the bill because of the government's effort to make only a token effort by not giving the anti-corruption body the powers it needs to function effectively. The response has brought thousands of demonstrators from around the country to Tihar jail where Hazare is being held by the government after his arrest. The situation is reminiscent of the protests against the British imperial government by Mohandas Gandhi, and in this sense has serious implicatons for how the country is governed. Corruption was prevalent in India during the days of the license Raj in the period 1950-1990 when business needed government permits in the closed economy of the Nehru period, and corruption existed in the bureaucracy in its delivery of public services. Since 1990 as the economy opened up and the growth rate increased corruption at all levels of government has in some ways increased and become embedded in the bureaucracy and government. This hurts the poor and the middle class the most, as corruption acts as a tax on the delivery of public services and infrastructure development, both badly needed in an emerging market country....

For Hopkins it has freed up a lot of energy and makes him come alive at 81 years. Another thing he says keep working thats the only way to live, and not go into decline. So what better way to take on the role of Benedict, a German pope who becomes the first to resign his office, and have his chosen successor follow him, cardinal Mario Bergoglio of Buenos Aires, Argentina, (actor Jonathan Pryce) succeed him. Just be laid back and fill the role without thinking too much about it. So no intensity, he does not do research, actually a bit clueless, he says. Life is too short to be overconscious about oneself, he was intense once, now since about ten years he just wants to relax. Benedict he sees as an easy role especially with Pryce as cardinal Bergoglio. Fernando Meirelles directs and he is good with that. In the movie a day long conversation takes place, and two people who are from opposite ends of the world and ideologically too, have a sense of lightness about them, talking the World cup and soccer, and Hopkins playing the piano for Bergoglio. Hopkins just intent on having a lot of fun and doing it that way on the set. He sees the to popes as not walking on water, just human beings, and that make it easy for him. The human touches like going along with Bergoglio to watch football, though he nows nothing about it, and having a beer together. When playing Benedict Hopkins tells himself he is just pretending, just kidding, that makes it easy for him. His wife has encouraged Hopkins to relax by taking on painting and playing music. ...

With better control over the coronavirus than U.S. and Europe, South Korea is not rushing to buy the vaccines developed by Pfizer or Moderna. It is waiting to see how the vaccine rollouts work in other countries before buying the vaccine. South Korea is also looking at getting better price from manufacturers after the rollouts in the U.S. and Europe. South Korea is moving cautiously and has said it wants to get 10 million doses through the Covax initiative the main global effort to provide broad access to vaccines. Another 20 million doses would be secured from private companies. This is in contrast to the approach in Japan where the government has signed deals for purchase of 290 million doses for 145 million people for its population of 126 million. The money allocated is $6.5 billion and the goal is to vaccinate everyone by first half of 2021.  If it works this would prepare Japan for the Tokyo Summer Olympics to open in July, after 1 year delay. South Korea has the freedom to do this and wait to see what vaccine works best with least long term effects because their are relatively fewer cases there. A total of 313 new daily cases on November 18, lower than daily cases in a single county in the state of Michigan in the U.S. Moderna and Pfizer vaccines use anew kind of gene based technology that has never been approved to prevent infectious diseases. Other competition is the vaccine from Oxford and Astra Zeneca which uses an existing technology that is used in existing vaccines modified for use in coronavirus. The Oxford vaccine and a vaccine from Johnson and Johnson are expected to have a lower price. Because life is functioning very close to normal South Korea is in the unusual position of saying that its people have no reason to be anxious for vaccine procurement, as indicated by its deputy director of Korea Disease Control and Prevention Agency. Only three fifths of the population is the target for vaccination by fall of 2021. ...

Efforts to impeach two previous presidents including Democrat Clinton failed in the Senate where the vote requires a two thirds majority. The first impeachment vote against Mr. Trump failed in the Senate. In the House of Representatives only a simple majority is required. Majority Leader McConnell says he will not reconvene the Senate before president Biden takes office. Vice President Pence has refused to invoke the 25th Amendment. House Democrats have moved ahead to vote for impeachment of president Trump for the storming of the Capitol offices in Washington D.C. Their impeachment statement says president Trump's remarks that his supporters had to fight like hell or they would not have a country, constituted incitement of supporters. President Trump won 74 million votes in the last election more than in the 2016 election and lost with Mr. Biden winning 81 million votes after polarization of the country. With such a large portion of the country voting for Mr. Trump Mr. Biden risks his agenda of fighting the pandemic, and other parts of his program, becoming immersed in partisan infighting. This would also result in continuing the division of the country, and continue polarization.  About 5 House Republicans are expected to support impeachment. In the Senate some Republicans say there are impeachable offenses yet only Mr. McConnell and the senator from Utah, Mr. Mitt Romney, favor impeachment.  Mr. Trump's style of governing was controversial from the beginning of his campaign in 2016, strident and taking on critics. He governed through relative moderation compared to his aggressive posture towards critics. For instance on Mexico his remarks offended critics, yet he negotiated a new trade agreement with Mexico replacing NAFTA to ensure worker protections in Mexico, and worker jobs and wages in the U.S. Negotiations with China on trade were conducted by a seasoned veteran, Mr Lighthizer,  who was deputy Trade Representative under Reagan, and negotiated the trade agreement with Japan that worked to reduce Japanese trade surplus in the eighties. On the economy before the pandemic hit in March president Trump made significant progress reducing unemployment.      ...

China's government is taking up stakes in private companies with large debt and needing financing. Private enterprises have less access to cheap bank loans and other types of financing than state owned firms, and are squeezed by China's efforts to reduce pollution and overcapacity. The tariffs war with the U.S. has also hurt the economy and taking stakes in private companies is way to ensure business stability for China. Its an effort to keep employment stable in the private sector that has 60% of the jobs. Zhejiang Great Southeast Company is a plastics packaging company with founder Huang selling his entire 29.5% stake in the company to state owned Zhuji Water Group Co for $168 million. He did this to repay holding company loans for which he pledged two thirds of Zhejiang Company shares. Beijing stepped in to ensure there is no sharp rise in unemployment. In the first 6 months of 2019 Beijing took 47 such stakes, according to Fitch Ratings, with 52 stakes taken for all of 2018.  The purchase of stakes includes state run companies and investment vehicles of local governments. Even this does not reflect the whole effort of China to ensure no sharp increase in unemployment. From October 2018 local authorities and state linked entities put together about $100 billion of "relief funds" very quickly, estimates from TF Securities. These funds are for passive investments, state owned enterprises normally take on a hands-on role in running the companies. Oxford Economics estimate is that China's private sector provides about 60% of all urban jobs in 2017, increasing from 36% in 2010. Researchers say China stepped in in this way after failing to get banks to lend more to the private sector. The tight supervision to reduce risk of supervisory agencies has made it harder for private companies to get loans. Shadow banking and trust loans was an early target, and stock market selloff hurt entrepreneurs who used shares as collateral for loans. ...

A potato farmer in the Himalyan foothills is able to buy his first refrigerator using his Jio smartphone, even though he lives in a remote part of  India with no paved roads or indoor plumbing. Jio is the company founded by Reliance Industries head Mukesh Ambani, that is changing the way India shops and how it accesses the internet. Jio brings 4G technology to India and dramatically brings down data prices. To do this Reliance used its past success in executing big projects. It was designed to be a network that reached 18,000 cities and towns, and 200,000 villages, some lacking electricity, requiring 200,000 cell towers and 150,000 miles of high tech fiber optic cable. The project is now essentially completed, according to the company. This may be the biggest one it has tackled. Starting in polyester yarn and textile business, and in oil refineries, the company sought to diversify into digital platforms to compete with the likes of Google and Netflix. Ambani sees Jio not as a telecom business but as a digital platform and plans to use it to sell advertising, sell content, and financial services, also selling high speed broadband services. Ambani's project was designed to give India the opportunity to leapfrog into 4G and high speed internet and do this along with expanding the access through lower prices in the market to reach millions of people in remote regions of India including rural areas. Low cost access to data helps level the playing field between the rich and the poor. There are about 390 million internet users in India, penetration of 28%. This is now changing rapidly as prices drop - the potato farmer who bought his first fridge did this on his phone, connecting online with Jio which built a tower nearby that beamed nearly unlimited 4G data for about $2.10 a month. Jio has now signed up 215 million subscribers with its low cost service. Bharti Airtel and Vodafone are larger competitors but it is Jio that has revolutionized the market in India, and which now enables companies like Amazon to use the new 4G services to build its retail online business.   ...
