Increasing regulation on Mexico's telephone monopoly of America Movil, and Telmex, part of Carlos Slim's telephone business in Mexico. Mexico's three main parties have agreed to increase regulation on the monopoly to reduce the high charges paid by Mexico's telecom users. Estimates by OECD show Mexicans paying an extra $13 billion a year from 2005 to 2009 because of the monopoly and high prices. The administration of Pena Nieto made controlling telecom and other monopolies an important part of its program. To get an idea of the extent of the monopolistic control - 70 percent of the cellphone market and 65 percent of fixed lines are controlled by companies run by Slim.  AT&T is now a competitor and is helping bring down high cellphone plan prices.

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...

A Republican says the party's failures to come up with alternative policies instead of simply opposing president Obama, has led to the atmosphere of negativism and anti-immigrant rhetoric that increases support for Trump in the party base. He cites as an example 2012 Republican presidential nominee Romney and his comments about "self-deportation." Other examples cited include pushing Rubio to where he repudiated his own immigration legislation just to maintain support in the party. Rajoy is planning major changes in the first 100 days and the early period of his administration to bring down Spain's deficit and restore economic growth. Spain faces difficulty borrowing in capital markets after contagion from Greece and Italy, and Spanish bond yields were up to 7% on Nov. 17, 2011. About 150 billion euros in debt will have to be financed by Spain's government in 2012. Spanish banks will have to raise an additional 120 billion euros, and nonfinancial corporations will have to raise 30 billion euros, according to PriceWaterhouseCoopers. Luis de Guindos, head of Financial Center, a banking industry think tank, says the challenge to get markets to open up for Spain is to create expectations that the Spanish economy will return to growth. The outgoing administration of Jose Luis Zapatero, has taken some austerity measures with public sector wage cuts, changing labor laws to make it easier to hire and fire workers, and a pensions overhaul to move the statutory retirement age to 67 from 65. ...
