Andrew Higgins tells the story of the China Power Investment Corporation's hydro electricity generation project on Burma's Irrawady river. The project is located in the northern part of Burma, in Myitsone, Kachin state. This was to be the first of seven hydroelectric dams on the Irrawady river. Initial opposition to the project by local people turned into a national opposition movement against the projects as it became clear that the huge project which would generate as much electricity as the Three Gorges dam in China, or seven times the Hoover dam in the U.S., would for the most part benefit China. Burma's economy was too small after decades of neglect to need this much electricity. The fears of ecological damage, uprooting the people living in the area, took on a new dimension as national opposition coalesced around the issue of Burmese sovereignty. The former general, President Thein Sein, who assumed the position in March 2011, had second thoughts. One former military officer, leading one of the opposition groups, expressed fears that Burma would become a colony that helped China meet its energy needs under the arrangement with China Power Investment Corporation. China was already working with regimes in Sudan and Angola to meet its energy needs. In September 2011, President Thein Sein halted work on the project. This happens just as the country's military is relaxing its hold on the media and allowing opposition leaders to express their views. The two developments may be connected as the military sees the need for getting public support to counter China's pressure to go along with the project. Years of external pressure failed to create an opening for democracy in Burma. This event appears to create the atmosphere for a genuine expression of Burmese feeling and desire for protecting its sovereignty, which would help it join the world community, with the military finding a common ground with public sentiment....

DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

The US has 1 trillion in trade deficits each year and it is completing the destruction of manufacturing in the US. Half of this is with China as China exports through Vietnam and Mexico, third countries, in addition to 295 billion dollars of trade imbalance the US has with China. China, Mexico, Canada and Vietnam are the largest offenders. No country can long endure with such a loss of its manufacturing base. The US Navy itself is in danger without the manufacturing to compete with China in shipbuilding. China has taken up over 50% of shipbuilding, and soon the US Navy will not be able to protect the free world if these types of economists and self serving German or other foreign interests drive a false narrative and the US acts on such false narratives.  Without the US Navy in the Pacific, Atlantic and Indian Oceans no one is safe, not Germany, not the EU, not India, not Latin America or the rest of Asia and the world.

With China's economy contracting China is now reviving the sidewalk trade with hawker stalls, food trucks, and other types of sidewalk retailers. Chinese premier Li Keqiang says small entrepreneurs at the micro level are as important as larger business to keep unemployment low. Li says these small traders are as important "as vital to China as bigger and more high end businesses." He is now promoting these smaller business enterprises and individual business owners saying "we will support you," and praising food stalls for their contributions in the past before China industrialized to "human culinary culture."  Only when the economy took off and large companies emerged were these small businesses forgotten. This reverses the Communist party's instructions to close street vendors. Li says that in Chengdu, population 14 million, 100,000 jobs were created in a few weeks by allowing 36,000 street vendors back on the streets.  In fact the informal economy plays a big role in India and other countries in Asia and Latin America, Africa. ...

Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. The US and Europe each put in $9.5 trillion into the global economy, even at their current recession diminished pace, compared to the $1.5 trillion spent by Chinese households. Did Kirsten Tatlow points out the different perceptions of China's anti-corruption initiative in a country with deeply rooted corruption. China's ranking dropped to 104th of 175 countries ranked for corruption in Transparency International's Corruption Index for 2014. The current campaign under Xi Jinping is lacking because it is partial, opaque and politically driven say researchers at Transparency International. For it to be effective it has to be done in a transparent manner, and with stronger laws for bribery, whistleblower protection, asset declarations, according to the researchers. China dropped 20 places since 2013. China's score declined by 4 points to 36. Denmark is highest at 92. Turkey dropped by 5 points. Norway, Finland, Sweden and New Zealand, are at the top of the list. Transparency International points out that free speech, accountable government an independent judiciary are essential to tackle corruption. These are not sufficient however as the example of India shows. A culture of corruption or lack of transparency and effective laws can enable corruption to grow even in countries with genuine democratic process. Democratic process does provides remedies through a change in administration as happened in India with the decisive defeat of the corruption scandal affected Congress government....

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

By 2024 Dholera Special Investment Region airport and the expressway linking Ahmedabad to Dholera will be operational, says India's Union Minister Piyush Goyal. Developed from scratch on vast stretches of land in the Gulf of Khambat 100 kilometres from Ahmedabad it is expected to be India's best manufacturing zone,  comparable or better than any manufacturing zone in China. It is part of the industrial effort to build world class manufacturing zones in India that fit in with the shift of manufacturing from China as part of the redesign of world supply chains to avoid overconcentration in any one part of the world.

A traffic jam on Highway 110, leading from the border with Inner Mongolia to Beijing for 60 miles, is now passing 10 days, with traffic inching along at 3 miles per hour. With roadwork on a highway from Beijing to Tibet starting August 13, sections of a major road which circles Beijing have been closed. Chinese bought 13.6 million vehicles in 2009, compared to 9.4 million in 2008. China is building roads, but cannot keep up with this surge in automobile use, especially in Beijing. A study by IBM puts China at the top for "commuter pain," the pain suffered by drivers as they stay stuck on roads. In fact China's media reported that average driving speeds for Beijing could go as low as 9 miles per hour, if car sales in Beijing keep growing at the rate of 2000 new cars per day. According to the Beijing Transportation Research Center, Beijing will have 7 million vehicles by 2015. Beijing was once known for bicycles in the Mao era, and this could be the pace that traffic moves says the Center....

The move by Peugeot and Fiat Chrysler to merge is seen as an effort to use consolidation as a way to tackle depressed demand. Ford and GM are struggling in foreign markets, as Toyota and VW have expanded in foreign markets, and Geely has expanded in China with stakes in Daimler and Volvo AB. Added costs for the shift to electric cars, higher emissions standards,  are also hurting car makers. Global new car sales of 96 million in 2018 are expected to decline by 4% in 2019, and remain sluggish, with the U.S. China trade war and Brexit taking its toll. Some car companies are particularly affected. Chrysler's European car factories ran at about 52% in 2018, well below European industry average of 73%.

The opposition in China and South Korea to Japan's release of slightly radioactive water into the sea stems from a distrust of Japanese data that supported by the International Atomic Energy Agency says the discharge does not affect public health. By next March 2% of the accumulated water will be released. In all 1.2 million tons are planned to be released over 30 years starting August 24, 2023. That water contains small quantities of radioactive tritium which Japan says is less than what Chinese nuclear plants release into the sea. TEPCO which manages the Fukushima plant decommissioning says it will post the data on release and level of radioactive material on its website with comparison to the levels seen as not affecting health that WHO has set.

It depends- only if you look at it in actual millions of people. In percent of people Voice of America and this WSJ report show that US obesity rate is much higher with 22 states above 35% and the rate overall at about 25%, compared to China's at about 14%. The fact that this was reported in this way is happening as this issue is taken far too casually in the US, when the quality of life is largely dependent on health. And such high levels of obesity in the US, catastrophic levels in some southern and midwestern states, means one is not doing things right and heading for a poorer quality of life. This report in the WSJ cites estimates of obesity in China of as high as 200 million and likely to grow by another 100 million by 2034, about 14% of the population being obese today and obesity increasing to about 20%. In China the demand for weight loss drugs is growing. The government has a program to reduce the intake of salt, sugar and oil and increase health foods in the diet. Meat in the diet has tripled and there is a need for more health conscious attitudes in China, even more so and urgently in the US. Both the US and China are too auto centric in their culture, particularly the US where public transportation has not been given high priority leading to a lack of enough exercise getting to work. ...

In this thoughtful essay Bob Davis of the WSJ asks whether the decision of the Clinton administration to admit China into the World Trade Organization was a bad one for the U.S.  Mr. Clinton in 2000 tried to persuade Congress citing words of president Woodrow Wilson that of a dream "of a world full of free markets, free elections, and free peoples working together."  Every year China would have its most favored nation status renewed with help from supporters in Congress. After WTO entry this was not necessary. Chinese leaders saw the entry into WTO as a way to knock down trade barriers, to act a wrecking ball for the planned economy, to give the economy a big boost.  In 1994 China was a relatively backward economy with 60% of the population living on less than $1.90 a day. Hard to imagine today.  Not everyone was convinced that it was good for the U.S. This included a trade attorney who had tackled a huge trade deficit with Japan in the Reagan period- Robert Lighthizer. Lighthizer was Deputy Trade Representative negotiating with the Japanese. His prediction was that no job in America would be safe once China entered the WTO, that China would become a dominant trading nation.  Robert Cassidy, 73, trade negotiator for president Clinton looks back on that time and says that he regrets what has happened, that all his work night and a day only benefited business and hurt workers. David Autor, MIT economist and his colleagues,  in a later study documented loss of 2.4 million jobs to Chinese competition between 1999 and 2011, in many manufacturing towns dotting the landscape of America, particularly in the midwestern states. And the expectation that the higher economic growth would lead to less political control did not turn out to be true.  In the process multinationals rushed to China after WTO entry and China became the world's manufacturing floor. By 2013 China's per capita income reached $7000, after years of fast GDP growth approaching 10% a year.  About 400 million Chinese were lifted out of poverty from living on less than $1.90 per day from 1999 to 2011, according to the World Bank. A big problem was that the U.S. did not plan for the change from WTO entry. No resources were allocated for the plan to let American workers adjust through worker retraining and special trade handicapped income support, to allow for a slow planned shift. Instead the pace of growth was faster than that which the U.S. faced with the Japanese export offensive in the eighties. China experienced double digit growth after 2000. The irony is that the Republican administrations that followed Clinton followed a policy of free trade to the advantage of China's state run economy when working class Americans voted mostly for the Democratic Party. Little was done and little said in the media from Democrats and Republicans in Congress and the establishment during this time even after Mr. David Autor documented the effects of trade in the U.S.  Till Mr. Trump recognizing the alienation in communities hit by job losses from trade upended American politics, shifted this part of the electorate to the Republican base. Mr. Lighthizer's view is that complaints about China should be left out of WTO because it is naive to tackle it that way. With a $375 billion China trade deficit for 2017 the challenge has to be met in a different way, and the U.S. has to rely on regaining its economic strength within a fair trading framework. Having negotiated with the Japanese Mr. Lighthizer sees the approach adopted then as the one right for today. During the long negotiations Lighthizer is said to have received many negotiating positions of the Japanese signifying no change in long sessions. He once simply made a paper plane and sent it right back, in one of these sessions. He meant that the U.S. was serious about reversing the imbalance in trade. ...

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. India imports 2 million barrels a day of oil from Russia. It now faces the need to address the problem this has created for Germany and US seeking an end to Russian missile attacks on Ukraine. Without other leverage DJT and indirectly Germany are putting pressure on India to shift these purchases to the US and cut India's $46 billion deficit with the US.  India needs to accept that the reprieve it got during the covid years to import from Russia to help it control inflation at home would at some time come under increasing pressure from the US. That time may be now as DJT and Merz see this as the only few areas of leverage they have to get Russia to reconsider its position for settling the Ukraine war entirely on its terms. Just as in the India Pakistan war the current talk of nuclear escalation resulting from the Ukraine war has to be a major consideration for US, EU, Russia, China and India, all the world's leaders, to step back and see ways to work for an overall interest than in time to come will help these nations national interests.  It will require brave moves from India, China, the US and Russia. Yet this is the new course that alone can bring a return to a world focused on modernization and improving the lives of the people of these nations. ...

China faces risk of a surge inthe coronavirus in June 2021. The area in and around Guangzhou appears to be seriously affected. The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. Researchers at the University of New South Wales in Australia show the Astra Zeneca vaccine effectiveness with one dose at only 30%, only after two weeks following the second dose does the vaccine effectiveness reach about 70%. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Vaccine skepticism is high in China making vaccination an uphill task. SinoPharmvaccine is not as effective as Pfizer, Moderna, Astra Zeneca, or Covaxin vaccines, making the task even more of an uphill kind. ...

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. In a few days an old party was gone, as he put it. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

China by keeping the yuan undervalued has provided its exports with the equivalent of an export subsidy. China will only allow imports of solar panels with 75% domestic content, the US does not. Official currency reserves of developing world countries almost quadrupled over the last decade to $2.9 trillion. Reserves of industrialized countries went up by 150%. In 2005 reserves went up by 18% for developing countries and declined 1.5% for developed countries. 70% of total currency reserves are in developing countries. This is a huge accumulation of reserves by developing countries in a short period. In 2005 74% of overall reserves were in U.S. dollars. The reserves help countries pay bills and make investments. For developing countries having sufficient reserves helps in two other ways. The reserves are a buffer in emergencies , and means countries like Brazil and S. Korea don't have to turn to the IMF or the U.S. for assistance. Another way this helps is for countries like China to be able to use their reserves to keep their currencies from appreciating and maintain a competitive edge in exports.

The intervention of local and foreign powers in the Arab world has led to huge breakdowns in society, and massive destruction in countries facing civil war such as Syria, Iraq, Yemen, Libya. This is the kind of situation that happened in China's northern and southern provinces in the 1930's, and 1940's. A new pathway for peaceful development outside of ideologies and socialist movements, pan arabist or religious movements need to be found for the region, the Arab world in North Africa to the Middle East. China, Korea, and Vietnam found a way out after civil wars over 1940-1975. India is putting out a map for a course of action with Vikshit Bharat  or Developed India after two centuries of stagnation under the British Empire 1756-1947, and 5 decades of stagnation under the Congress Raj 1947-2000. "China's Superbank," by Henry Sanderson and Michael Forsythe looks at the rise of China Development Bank to provide insights into the two decade real estate boom in China, and the trillions of dollars in loans made by state owned banks to finance China's state owned industries and infrastructure development. The authors say these loans based on land owned by the state, improved with roads and other infrastructure and then sold to industry, have helped finance China's urbanization and industrial development. But it has also created problems including eviction of farmers from the land by local government authorites increasing inequality, led to misallocation of capital on bad projects, and an unsustainable model of development focussed on state owned companies. A major side effect of this is not covered in the book. This is the impact of crowding out of credit for private industry in China, with privately owned business having to pay higher rates in the underground loan market or lacking financing. A major focus of the report "China: 2030" by the World Bank and China's official think tank Development Research Center is on reversing this development to come up with a sustainable development model. The report was supported by World Bank chief Zoellick and China's new prime minister Li Keqiang. "The Great Rebalancing," by Pettis, a finance professor at Beijing University, looks at the other side of the financing of China's boom- the low interest rates on savings for China's consumer. This reduces household incomes and reduces purchasing power as the interest rates are lower than the rate of inflation. Lower value of China's currency also reduces the purchasing power for China's consumers. Estimates show the low interest rates cost China's workers and consumers somewhere in the range of 3 to 8% of GDP annually in bank deposit income. This money is funnelled through the banking system to make more loans for infrastructure and growth at the state owned companies, concentrating exraordinary level of financing in one direction. As a result the consumption share of GDP in China has actually fallen in the two decades of hyper development. This is about 34% compared to 50-55% for other Asian economies....
