Spain's prime minister agrees to use of Catalan, Galician and Basque languages in parliament in return for support of JxCat pro Catalan party to form a future government. Spain's parliament voted 178 in favor and 169 against for use of these languages. About 9 million people in the region around Barcelona speak Catalan, 2 million in Galicia in the northwest speak Galician, and three quarter million speak Basque in the north. These languages were banned since the Spanish Civil War and the dictatorship of General Franco. Pedro Sanchez's government is also seeking approval of these languages as official in the EU joining 24 official languages. For Spain this marks the beginning of a new period in which the Partido Popular whose leader Mr. Feijoo is from Galicia as was a former prime minister Mariano Rajoy from PP, and the governing Socialist Party, both approve the making of these languages official.

Italy which imported 40% of its gas supplies from Russia has shifted rapidly to Algeria as a source of its gas replacing its own supplies from Russia and even sending supplies north to Austria. Algeria, Africa and other gas producing countries Azerbaijan and Turkey are winners in the closing of the Nordstream pipelines to the EU from Russia. Algeria is making the largest contribution to EU gas supplies. Low Russian gas prices for a decade kept Algerian gas in the ground. Algeria is expected to send 100 billion cubic meters of gas to the European Union making up 65% of the 160 billion cubic meters the EU imported from Russia. Much of this gas is produced by the Italian gas company Eni and Sonatrach, Algeria's oil and gas company. Pipelines from Azerbaijan and Turkey deliver gas from that region to the EU. Azerbaijan plans to double its gas production.

Gas supplies are so tightly balanced that minor glitches can create a jump in gas prices and electricity bills, says this report in WSJ. There is no backup supply with about 2 million barrels of oil gas equivalent knocked out because of Ukraine war. Supply is 4080 billion cubic metres of gas worldwide and demand 4070, so tight. By comparison oil supplies have backup and are more stable gpoing up only 6% for Brent crude this week of Israeli conflict. Even the stoppage such as at the Tamar offshore gas field west of Haifa, Israel or a Baltic sea gas pipeline explosion in Finland can have an effect. Gas prices benchmark was up 40% during the Israel Gaza war, by comparison oil is relatively stable with Brent crude rising 6%. Iran exports 3.1 million barrels a day, the US to keep prices stable has not strictly imposed sanctions on Iranian oil.

China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.

China's food imports have grown from $15 billion to a staggering amount of $200 billion a year in 2023. China bought 90 million tons of soyabeans in 2022 or 60% of world trade, to make tofu and feed pigs, much of it from Russia. Fruit imports have grown after the pandemic with bananas from the Philippines and Cambodia, Durian and tropical fruit from Vietnam, And soy imports from Russia, shrimp from India, avocados from Kenya. Huge warehouses the size of plane hangars are used to store Durian fruit in Vietnam and have made farmers there rich. The problem in central highlands of Vietnam is "singularification," where farmers rip up land used for coffee crops and rice to plant durian whose price has doubled for exports to China. Durian is only in demand in China, coffee prices are stable and can be exported all over the world for Vietnam's Robusta coffee.

About $110 billion moved out of yuan denominated China bonds since 2022. There is a sharp decline in the profits of US and EU companies in China that are reinvested in China after China's sporadic lockdowns in 2022 and increase in interest rates in the US. WSJ Analysis shows $170 billion profits reinvested in 2021 to net decline in third quarter 2023 outflows of capital over inflows declining by $11.8 billion, the first ever since 1998. Unlike in the past profits are being repatriated back out of the country so that investments can be made in the US economy or in other countries in the supply chain. This is a fundamental shift as risk of doing business in China increases.

Chris Buckley of the NYT looks at selected speeches of president Xi of China to military officers during the first 5 years 2012 to 2017 but fails to look at the China Xi Jinping faced in these years. It was a period of change in China when it was not clear which direction China would take after the messy experiment with free markets under a socialist state controlled system led by the CCP. That period from 1990 onwards led to hypergrowth in China that modernized China yet shifted American and European manufacturing to China alienating working class communities in the western countries. It hurt China also through widespread contamination of air and water, and widespread corruption and decline of the CCP. The Bo Xilai demagogic effort to subvert the system from inside happened by 2012 endangering the system itself from the inside while it responded to the pressures created by the experiment with free market from corruption, regional inequality, and other problems. ...

The Biden Xi meeting brings together the leaders of the two countries for normal stable relations that as Mr. Xi says are for "the benefit of the two peoples and fulfill their responsibilities for human progress." Both leaders have learned from the errors of the past two decades that hurt both the US and China with excessive dependence on trade, supply chains and manufacturing on China that devastated American communities and manufacturing. The relationship was not managed well and left to business to determine and chart out that resulted in failure. Senator Joe Manchin has a bill that would provide subsidies to develop America's nuclear enrichment industry. It was privatized in the nineteen nineties. Under a 1993 agreement seen as a de-escalatory gesture the US turned to depend on Russia for its enriched uranium. Russia had developed technologies for cheaper production. The de-escalatory gesture called Megatons to Megawatts turned over the industry to Russia in a way that the US transferred its manufacturing capacity in chip production to China. Plants in Wyoming and Ohio remain empty as a result, and the Biden administration is being urged to move forward with investments in US enriched uranium production for its non-fossil fuel energy production.

This WSJ editorial shows a 3.1% decline in purchasing power lost to inflation since president Biden took office, average hourly earnings declining from $11.39 to $11.03. Yet it is also true that inflation has been cut in half in May 2023 to 4% compared to a high of 9% in 2022. Inflation is much higher in the UK and Europe. President Biden also passed the Inflation Reduction Act, intervened in energy markets to lower oil prices with policies to reduce prices for Russian oil. Jerome Powell at the Federal Reserve is aggressively tackling inflation. Investments in manufacturing in the US and in infrastructure will increase jobs and strengthen the US economy in 2023-2025. Professors Arum of UC Davis and Steven of Stanford show in a color graph visual how selective race based admissions called affirmative action apply only to a small number of schools, only 6% of college students in the US go to schools that select 25% or less of their applicant pool. The rest including all state universities and many colleges in the UC system in California are not affected. Another development is that these selective schools are not that much better than the others that cost a fraction of the money.
