Did a major U.S. chip maker Advance Micro Devices give away advanced computer chip technology in deals that saved the company as it faced a downturn in business. In Jun 2019 the U.S. Commerce Department issued an order that bars several Chinese companies from getting American technology. In the meantime Chinese versions of AMD chips are rolling off production lines in China, according to this report in the WSJ. It shows that AMD's partner in China, a military contractor, already used those chips to build what could be the world's fastest supercomputer. The AMD deals gave China access to state  of the art x86 chips made only by AMD and Intel Corp. Here the WSJ says AMD's CEO in October 2014 Lis Su, faced AMD's financial difficulties when she joined, with lack of cash, large debt, and declining revenues. Some analysts predicting bankruptcy protection. The deal for China's company Sugon to manufacture the x86 chips included $293 million in licensing fees, and $371 million for selling an 85% stake in its two factories in China and Malaysia to China Integrated Circuit Industry Investment Fund Co, a state backed financier. The U.S defense Department tried but failed to get AMD to submit the deals to Cfius, the committee on foreign investment in the U.S. that has people from Treasury, Defense, Commerce, Justice and Energy. The Treasury Department ruled in AMD's favor in the closing months of the Obama administration. Defense Department officials say the deals were structured to sidestep U.S. regulations through two interlinked joint ventures. The first venture focusses on R&D and production controlled by AMD, the second on design and sale controlled by AMD's Chinese partner. The second company venture enables China to show that the resulting product was developed locally in China. In another development Sugon publicly announced that it was using the AMD x86 chip to advance China's chip technology advancement just as it had done for high speed trains. Making indigenous an imported technology, designing it at home, absorbing it, and then innovating to make China a leader. By mid 2017 this information reached General Spalding at the Trump White House. Lawmakers wanted to give Cfius committee new powers. By August 2018 Defense department submitted the Sugon deal for review a second time. After the Defense Department's deputy undersecretary for Research and Engineering criticized the whole deal publicly in front of industry executives, Commerce Department stepped in and on June 21 it asked for the unwinding of the deal with Sugon,  imposing new export restrictions to limit access to U.S. technologies. For AMD the cash infusion from China enabled it to get back from near bankruptcy. China gained x86 technology in its bid to make the fastest supercomputer, the U.S. faced with another loss in technological edge, and AMD shares jumped 80% to $30 per share recently. President Hu Jintao at the opening of the 17th National Congress of the Communist Party of China. China's goal is to quadruple per capita GNP by 2020 compared to 2000. Population is expected to increase by 200 million people by 2020. While he described rampant corruption, the degradation ogf the environment and disparities between the urban and rural areas andbetween the coastal and interior areas as the major challlenges facing China he gave few details on how he planned to meet these challenges suggesting that not much that is new is being planned to address these challenges. He also pointed to the need for consumption driven growth moving away from the present export driven growth, but offered few details on how this would be addressed. This suggests that while Chinese leaders recognize some of the challenges facing them they may not understand the severity of these challenges as time passes or they have not the will to address them with major changes in the current model of economic growth or that the momentum of th currrent model is so great and the power is so spread out in China between different provinces and local regions in meeting economic goals of GNP growth that the central government cannot make major changes withouth the whole system losing some of its momentum and they fear that that would lead to problems that they would be even less effective in dealing with and the system could then come apart with the Communist Party being unable to direct things as the "core" leadership of the country....

Steven Ford reads an eulogy written by his father Gerald Ford for the funeral of Jimmy Carter. Likewise Jimmy Carter read the eulogy he wrote for Gerald Ford who passed away in 2002. Both families grew to become very close, so close that it is difficult to describe in words. How was this even possible one may ask considering the harsh rhetoric of the Ford-Carter debates and the pardoning of Richard Nixon for Watergate after impeachment of a Republican president by Congress who had served as Vice President for 8 years under Eisenhower 1952-1960 and lost only to Kennedy in 1960.  Today we think of "fascist," "stupid," and "criminal" as ugly DJT and the Harris Clinton rhetoric.  How about "improper"  "ill-advised," "incompetent," and "morally, politically, and intellectually bankrupt," in the Carter Ford rhetoric. Does this mean there is still hope? After all president Biden said he had invited president Trump DJT to the White House on the morning of Jan 20 and will be there at the Inauguration on the same day. That is one way to make America great again. Already Senator Thune who grew up in a small town in Montana in a two room home has embraced Carter's humble beginnings in the heartland. ...

U.S. federal government efforts through changes in programs for loan repayment to reduce the burden of $1 trillion in student debt. A weakness of the programs is that no effort is made to put some form of cap on what colleges charge for tution, which is moving ever upwards. As a result students will continue to be burdened by high debt. The loan forgiveness after 20-25 years is not an adequate solution as the writer suggests, because extending loan payments of 15% of income for such an extended period of time leaves less for buying a house, for mortgage payments, education of children, and limits what a family can spend for two decades, a poor option for any family especially when both husband and wife are paying off student debt. As long as young people with student debt defer purchases for a new home and other purchases consumer spending will be weak.

One in every 12 women or 2 million will be a victim of some form of sexual violence in England and Wales every year a police chiefs  report says. One in 20 adults or 2.3 million will be perpetrators.The alarming scale of violence against women and girls is shown in the national analysis for England and Wales of the National Police Chiefs Council. Violence against women has grown 37% over 5 years. Two million women are affected, says NPCC, from stalking, harrassment, sexual assault and domestic violence. And people involved are getting younger. Police chiefs are demanding that tech companies take down extreme material and warning about the influencers who are "radicalizing" men online. The attitude and culture towards violence in general has deteriorated in the UK and the US, and the violence against women of this magnitude shows that a lot of work will be needed to change this attitude and culture. China is planning an additional $101 billion in stimlus for airports and power infrastructure and other projects, a total of 23 projects. Some analysts say it could be a repeat of previous spending and not all fresh spending. It is also seen as a necessity, as China's growth could fall sharply without the help of sustained government expenditures on infrastructure.

Andrew Hall of trading firm Phibro, which traces its roots to the Phipps Brothers a German scrapmetal and raw materials dealer from 1900, and is now a part of Citigroup. He started making big bets after 2004 that futures in oil prices would instead of the then prevailing 20% discount to current prices be priced higher than current prices because of the rising demand from China and India and shortage of supplies. Once he had locked in on this idea and had researched the facts he got the agreement of the head of Ciigroups trading group to place large bets such as buying a lot of oil futures at the prevailing prices. As oil prices shot up this paid off and Phibro kept 20-30%of the profits. Hall made about $250 million dollars and put $100 million into his art collection of new artists. At a time when speculative buying by investors has pushed up oil prices this is a story of one person who made big bets and thrived.

Moritz Kramer, a managing director at S&P, says Spain, Italy, France and Portugal cannot depend on austerity measures and cuts in spending alone to resolve the eurozone crisis. This is only one aspect of the problem facing the countries in southern Europe. The major reason for the problem is the lack of competitiveness in their economies. Nobel winner Stiglitz also points this out and adds that its important to note that the human and natural resources of Europe are the same and the potential just as good today as before the eurozone financial crisis. He says southern Europe has failed to utilize its human and capital resources and improve its technologies in ways that would make it more competitive with Asian countries. Experts point to the decade it took Germany to address problems created by inflexible labor markets, wage competitiveness, and investments in technology and human resources to get to where it is today.

A fascinating look in DW.com at pictures of an iceberg 158 kilometres long and 48 kilometres wide, on its way to hit the British territory of South Georgia in the South Atlantic. The island of South Georgia is known for large populations of penguins and seals, albatrosses, and humpback as well as blue whales. Prior to its splitting up the iceberg was even larger about the size of Luxembourg. The iceberg is a few hundred metres thick. The iceberg has already travelled for 1600 kilometres, and will reach South Georgia in 10-20 days.

Antarctica is the most southern region in the world, with 99% covered with ice some 5000 metres thick, 1.3 times size of Europe. Lowest temperature at -99 degrees centigrade, windspeeds can reach 155 mph. On it there are 4000 scientists in summer on research stations of 30 countries.

This editorial in the WSJ shows the conduct of president Biden to keep all sides of the picture in consideration to bring a peaceful end to the Ukraine war with so far horrendous casualties on all sides, without escalation to new levels. These threats of escalation include nuclear threats. In this sense president Biden has serious responsibilities on behalf of the world separate from opinion on either side of the war, so does Mr. Jinping and Mr. Modi, and the leaders of other parts of the world who have not created the events for this conflict and represent a large part of the world and its peoples who are directly affected and want no further escalation period.
