U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

Analysis of performance shows some key insights on team building. One is that too much talent can be overproductive. At work it often leads to stalling, or everyone reinforcing the others biases. Its bad if one or two persons become dominant instead of allowing all to participate. If there is not enough listening and social sensitivity, enough humility, teams can deteriorate. Too many talented individuals does not lead to that much improvement if clear thinking does not prevail.

There was humility in the Iceland team and the coach was a part time coach who worked as a dentist. All the Iceland players worked together better than the stars on the English team.

The U.S. annual productivity growth rate has averaged about 1.1% since 2011, says Nobel prize winner Prescott, about half the 2.5% rate since 1948. If productivity growth remains low his estimate is that U.S. living standards will increase by only about 12% by 2024, instead of 28% at the historical rate of productivity growth. A similiar situation happened in Japan after its financial crisis in the 1990's, with low productivity growth not deflation being the primary cause. The rate of new business startups is important to improve productivity growth as this has fallen behind since 2011.

Are there costs or are there savings from the Obama health care bill? Does it affect jobs and how? The Congressional Budget Office says the health care law will save $230 billion in ten years based on a whole set of calculations and assumptions. Commonsense and basic math leads others to question how spending $930 billion on insuring 32 million Americans could end up with significant savings. The different view argues that the Budget Office erred in making some calculations, by counting $70 billion in premiums from long term care because they would be used to pay benefits later, omitted $115 billion in spending to adminster the law, and omitted $208 billion needed to prevent scheduled reductions in Medicare payments to doctors. The money needed on the Stimulus, on two wars in Iraq and Afghanistan, and the uncertain prospects of the US economy in the longer term till debt and other issues are resolved, injects the critical element of difficult choices and priorities. If state and local budgets are severely strained in 2011-2012 would that require federal help and will there be other needs that will have to be met by the federal government that are critical such as another unexpected downturn, or a resolution of unresolved bad debt at the large US banks There is also a sense that the health care law does not do enough to reduce the cost of health care that will be needed over the next decade so that other priorities are not neglected. Both parties are not up to the task in this respect for running the country's finances withot using the numbers to tell different stories....

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

The rollout of the world's first malaria vaccine is taking place in Malawi, Ghana and Kenya. The Glaxo developed vaccine requires 4 doses over 18 months. Gavi is a partnership that brings UNICEF and WHO in partnership with private companies to  buy vaccines in bulk and distribute them where it is not affordable. Gavi supported 66 million vaccines in 2018 for children, yet about 20 million children in Nigeria, Congo and other parts of Africa lacked routine immunizations in 2018. UPS and health service workers are joining in the effort for administering this vaccine correctly.  Software that tracks the taking of the vaccines by children is essential for success and this is being implemented with Ghanian authorites. In this exceptional piece Krugman says Greece has won flexibility in the negotiations with the EU in April 2015, contrary to the media coverage. He says under the Samaras government negotiated agreement with the EU the primary surplus, the difference between the revenue and expenditures not including interest on debt, would have to be triple what it would be now for the next few years. This is the only figure that matters, says Krugman, as it is the amount that is transferred to the creditors. The Syriza government plans to run only a small primary surplus, which itself involves large sacrifices in Greece with the drop in revenues from the decline in the economy. Language about future surpluses is left obscure, and Greece continues to get financing for the next few months. In other areas Syriza agreed to structural reforms in the labor market regulations, and to take strong action against tax evasion, which he describes as constructive steps on the path to economic recovery.

Kyle Wingfield meets up with Robert Mundell, Nobel winner in 1999. What does he have to say now? He thinks the oil prices are on track and would reach $130 by 2020 with 3.5% inflation, starting with $34 a barrel in 1980 doubling to $68 in 2000 and doubling again to $136 in 2020. Today its already at $136 but he thinks it will settle down lower to about $100, so hethinks were not so far off track. On inflation he looks at the price of gold at$850 an ounce , and now its still about the same, with high inflation gold should be at $1500, so he does not see the public thinking high inflation is coming. He was in favor of the Reagan tax cuts and set the groundwork for this and aslo supported the euro. He believes the Bush tax cuts should be kept as it would be disastrous for the world economy. Mundell has always believed that there is a link between economic growth and lower tax rates. He advocates corporate tax rates of 25%. Tax rates went down to 28% under Reagan back up to 40% under Clinton and down to 35% under Bush. Hewould like to see a ceiling on marginal rates of 30%. He would like to see a fixed exchange rate so that there are not these large currency rate swings, the euro should be valued somehwehere between 90 cents to the euro to $1.30. The US has a growing population and better adoption of innovation with a younger population than Europe so he sees the USA as a leader in innovation and growth and the dollar or some new global currency should be formed for a global economy. Just as he supported the euro he supports a currency for Asia. He does not see overvaluing the Chinese currency as doing much good as he sees the Japanese economy hurt by the overvaluing of its currency after a period of Japoan bashing. He is an advisor to China on currency issues....

During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Apple follows Microsoft in increasing workers pay. Apple increased the hourly pay for workers to $22, increase of 45% over 2018. It follows Microsoft which has doubled its worldwide budget for meit based pay increases. Annual increases are moved up by 3 months and new pay increases take effect in July at Apple. Apple shares have fallen 21% this year to May, making stock based awards ineffective.  Apple has paused plans to call workers to office for at least 3 days a week as coronavirus cases rise again in California. Apple was one of the first companies to move to remote work in 2020. The pandemic has increased Apple sales tremendously of laptops and iphones so that the increase in workers pay was long overdue. In this sense the Biden administration has brought with it president Biden's genuine and deeply felt concerns for workers and families to the forefront of company and workers attention. Overall for private and government employers the first quarter of 2022 brought with it a 4.5% increase in workers pay, says the Labor Department. Inflation was higher and outpaced worker wage increases so that worker pay has more room to grow under president Biden's leadership. ...

Walgreens and Walmart are leading to increasing competition and lower prices in generic drugs that are now sold for one month supplies for hundreds of unbranded drugs. Mass mechandisers like Target have their own programs selling drugs in the same manner as the Walmart which started this with its $4 generic prescriptions for one month supplies in 2006. On my bookshelf is NY financier Felix Rohatyn's 2009 book, Bold Endeavors, citing the bold investments America has made in the past from Louisiana Purchase, Erie Canal, Transcontinental Railroad, Land Grant Colleges, Homestead Act, Panama Canal, Rural Electrification, Interstate Highway System, and how this needs to happen once again. NYT lacks this vision. In this Op-Ed it  leaves the field open after comparing Mamdani to De Blasio's failure to run NYC. NYT Editorial Board says Mayor Bloomberg was an effective manager and ran the city better than other mayors, it describes the accomplishments of Andrew Cuomo but does not give Cuomo second chances to use his experience to serve New York City, after Michael Bloomberg comes out in favor of Cuomo. This is  NYT and NYC dysfunction. It says there is so much to do in NYC to improve life in the city but refuses to make the tough decisions needed to make things happen, turning into someone who decides who gets second chances to serve the city and the country.  The Washington Post was clear in warning about the danger of a "free everything" Mayor as this has never worked and fiscal chaos happened in NYC in the 1970's, a NYC near bankruptcy in 1975 which Rohatyn tackled as head of NY's Municipal Assistance Corporation and $10 billon in bonds backed by New York state. NYT and NYC residents have short memories. Most have forgotten Rohatyn and his vision in Bold Endeavors, or were not part of the American fabric of the 20th century, which again points to the importance of history, civics and education. ...

Inflation in the US went down slightly from annual rate of 8.5% in March to 8.3% in April 2022. Inflation was highest for gasoline, energy, automobiles and food. Supply chain bottlenecks have accelerated inflation in 2021-2022. The war in Ukraine has pushed up energy and food prices. Inflation is likely to ease in coming months. Wage gains are being eroded by higher inflation in 2021-2022.

This editorial in the HIndu newspaper says more than the Rs. 2000 crore allocated for Ayushman- for covering 10.74 crore families with Rs 5 lakh health  coverage- is needed. This should have been setup earlier and it is now time to upgrade the public health infrastructure so that it can handle the much needed care of 40% of the population given free coverage upto Rs 5 lakh under PMJAY.

Not all states have joined. The challenge of tight cost control has to be met through defined treatment packages for which rates are prescribed so that the challenge of standardization of facilities and reasonable rates for procedures is met.

Prevention is also of great importance and here the 150,000 health and wellness centres across India of the National Health Protection Mission have a special role to play.
