Losses on trading by JP Morgan Chase bank's London "Whale" reach $5.8 billion by July 2012, according to Finance chief Doug Braunstein. Following corruption scandals in Brazil, the situation in Peru involves the company Odebrecht which figured widely in construction contracts in Brazil. Peru's Congress is opening proceedings for impeachment of President Pedro Kuczynski on charges of improper payments of $782,000 by Odebrecht to Kuczynski. The situation is not new to Peru, as amazingly the culture of "he robs but he also builds" has some roots in Latin America, only to be rejected by a growing middle class by 2017. Previous president Alejandro Toledo  was indicted by prosecutors for taking payments of $20 million from Odebrecht in the early 2000s. Former president Ollanta Humala is in jail awaiting trial. The mood is changing now even though a major problem is that other politicians in Congress in Peru and Brazil suffer from some of the same faults as the government in power.  In Peru a major sticking point is the unfinished Costa Verde project, a road in which $100 million contract was given to the Odebrect company, and $4 million in bribes given according to prosecutors. The road to the airport from the city of Lima remains unfinished, with much of the planned road to cut traffic time on congested roads is now just highway dirt. The public attitude is that they always thought the next president would "be different." Following repeated disenchantment the attitude has definitely shifted, yet one problem remains. The old set of politicians are still there in Brazil, Peru, and other countries, when a transition is needed. ...

Karishma Vaswani of the BBC points out that most of China's economic growth came with the shift to a market economy made by Deng Xiaoping in 1979, when he announced that China would follow a program of "socialism with Chinese characteristics." By comparison the 19th Party Congress is more about stabilization, preserving the gains made so far after Deng's opening up of the economy to foreign investment and technological collaboration. The placing of thought of Xi Jinping into the Chinese Constitution is more about setting a path of stable direction by the Communist Party than of major changes. The gains in the economy have come with some costs that will have to be addressed by an aging society. Particularly the problems of air and water pollution that other economies in Asia and Latin America following their own development paths would now strive to avoid. An anti-corruption drive was part of this effort for stable direction as the problems of debt to GDP ratio of close to 270% with an aging society remain to be tackled. There is still a large gap between the upper middle class and the rest of China as a result of the rapid growth. In this sense Jinping's effort at the 19th Party Congress is more about restoring the credibility of the Chinese Communist Party as China tackles the next stage of growth needed to catch up with Japan or South Korea. ...

Kansans come out at a town hall meeting in rural Palco, Kansas, setup by Senator Moran, to say they have serious problems with the healthcare bill in a Republican Congress. Kaplan of the NYT says few Republicans in Congress have setup town hall meetings to hear the views of people in their constituency because of the strong criticism from older Americans hurt by the bill's provisions. Rural Kansas is affected by the bill. Senator Moran says of the bill that he is from rural Kansas and wants to hear what people think. Senator Moran is one of the few Republican Senators who have come out against the bill. Kansans are realizing that policy matters after the experience with actions taken by Governor Brownback to cut taxes and spending. Now Kansans are also realizing that there is a cost to being ideologically driven in coming up with solutions whether from the right or the left of the spectrum. Senator Moran after all is in the mainstream and led the 2014 effort to give Republicans control of Congress. It is also the state of Dwight Eisenhower, whose hometown was Abilene, Kansas, known for being moderate on issues, a descendent of down to earth Pennsylvania Dutch families, and for saying- "a people that values its privileges above its principles soon loses both." Here Moran does exactly that, listening to how the Republican healthcare bill affects rural Kansas, without getting muddled up with the politics on the issue. ...

Yale University's Robert Shiller quotes Thomas Jefferson from a letter written in 1820, where he said about the passions in the North and South about extending of slavery to the Missouri territory: "this momentous question, like a fire bell in the night, awakened and filled me with terror." He says there are serious consequences of letting longterm unemployment continue. He cites a proposal by Edmund Phelps, Nobel prize winner in economics from Columbia University, which would have the government give a subsidy of $4.50 an hour for the lowest paid workers, with declining amounts till they earn $15 an hour. This proposal would cost about $150 billion and be aimed at reducing income inequality and making these lower paid jobs attractive. Other proposals for reducing unemployment are to use work-sharing on a national basis with government help.

He made exceptions for keeping the Straits of Hormuz open and flow of oil from a commercial standpoint in providing assistance to Saudi Arabia and Aramco, something the U.S. has done since FDR administration.

It also says Mr. Trump has worked hard to help Turkey. And admonishes Erdogan saying "I don't want to be responsible for destroying the Turkish economy- and I will."

JD focusses on low cost and reliable fast delivery using motorbikes for 20,000 couriers for China's congested traffic in cities. It is a unique combination of Amazon, UPS and Wal-Mart in its innovative way of running its retail operation. Liu is the son of a cargo shipowner from Jiangsu province who studied sociology at Renmin University in Beijing, before starting an electronics store in Beijing's high tech zone Zhongguancun. The online retail idea took off when he setup an online store in 2004. He says a lot has changed since the early days when delivery was slow with many customer complaints, and says logistics is important because of user experience. Because JD charges little for delivery margins are thin, and the company has focussed on growing the user base over profitability....

In this WSJ post Musk is shown as having regrets on his posts in social media X. It only underscores the volatile nature of the activities of the Tesla founder which do a disservice to the genuine work of cutting costs- something that we have shown was taken up by Harry Truman during the spending in World War II with much grace and by walking in the shipyards and factories of the US without the constant chatter of social media posts. China faces three main challenges and how well it handles them will determine if China does well in the future because the things that helped China in the last 30 years of development are now gradually coming to a close. The three main challenges are a changing work force and the gradual phasing out of the demographic dividend thats responsible according to some experts for a third of the progress this far, the gap between the rich and the poor, and severely constrained resources and supplies of energy and environmental resources. On the first its not something China can do to much about, on the second its going to have to have a more balanced development and repair the network of social services and redirect resources to the poorer sections (see the link to the conference at Lindau, Germany and Nobel Prize Winning economists opinions on this issue). This will bring more discussion and challenges about how to proceed as a lot of actions to build new infrastructure and new construction has been done by taking over land where needed. And on the third challenge has not been done so well so far as the amount of energy required to each yuan of economic output has not changed much, seeing a 3.7% improvement over 2006 in 2007 and only a 2.9% improvement in the first half of 2008 over 2007. All this is why Secretary Paulson cautions that many American might be worrying about the wrong thing, China overtaking the USA, what really is the worry he says is whether serious troubles in China will affect the stability of the USA and global economies....

France restricts domestic flights to destinations that can be reached by 2 hours by train after extensive debate in the National Assembly on ways to implement climate change rules. Air France argued that this would affect jobs at the airline during the pandemic. Macron's climate commission had recommended a time of 4 hours by train. Other opinion was that the earlier four hour restriction would restrict access for people in the distant Massif Central mountainous regions of France. The flights from Orly airport south of Paris will use the new rule so flights to Bordeaux or Nantes from Paris will no longer operate. Paris to Nice with 6 hours train ride, and Toulouse with 4 hours will not be affected. Connecting flights from Charles De Gaulle airport will not be affected. Austria has a 30 euro tax passed by a Conservative-Greens coalition that is placed on flights over 217 miles. No flights to destinations that can be reached in 3 hours by train. Netherlands is also working on similar rules, such as does it make sense for a flight Amsterdam to Brussels that is a distance of 93 miles. That Brussels flight is now banned. ...

This editorial in the WSJ says Brexit lets British voters not a political elite decide the best way forward. Endless integration set by the EU in Brussels was never the best course for Britain given its trading and commercial history. The anemic economic growth, migration crisis in the EU, and the lack of accountability of Brussels EU bureaucracy was an issue for the British public. Ask any unemployed youth in France, stagnating entrepreneurs in Germany, or people in Eastern and Southern Europe struggling with economic policy for the euro set in Frankfurt by the ECB, says the WSJ.

The British government handling Brexit and the economy will still be held accountable for delivering good results. British people choosing to "take back control" through political independence was the right way given that continental social democracy and the "European Project" does not have the answers for Britain's future vision and growth.

Even though Michigan was hard hit the western part of the state is quite different from the south east and Detroit which were hit hard. As the situation is different in each state and also by county president Trump has made it clear that it is the governors of the states who will decide and also the reopening could be varied by county. President Trump is also looking at other countries which are reopening in phases such as Germany where April 20, May 4, are dates for phases of reopening starting April 20 with small shops less than 800 square meters in space. European Union is similar to the U.S. in size. Germany went in front, but France like New York is coming in the back of this. France hit hard, has extended the lockdown till May 11.

The U.S. provided funds to Ukraine as it struggled to keep Eastern parts of Ukraine from separating with the help of Russia. Mr. Trump states that the U.S. was left with providing most of the cost without European countries contributing enough, a complaint he has made since the beginning of his campaign about all U.S. allies in American engagements overseas such as Korea and Japan and NATO.

In the 1950 census the number of Latinos were so few no count was done of Latinos. 96% of Queens was white then. By the time Trump was 25 one in 13 were Latino, starting the gradual influx which by the 1980's led to a steady decline in whites. About 900,000 whites left New York and today only about 25% of Queens is white. Archie Bunker the famous TV program character who has attitudes typical of lower middle class Eastern European whites was famous in a TV program of the sixties and seventies. Archie Bunker was from this white community in Queens. And Archie Bunker is similar to Trump in his views. It is the sense of lost neighborhoods as immigration increased that has become a source of deep discomfort to this section of the white community.

Negotiators for Climate Change talks meeting in Katowice, Poland helped develop a rule book to support efforts made for the Paris Accords. The U.S. joined the European Union, Canada and China in putting forward compromise language. 

The question of setting up a carbon market was put off for the future.

On the aid to developing countries to reduce emissions in their generation of power the commitment of $100 billion by 2020 from Article 9 of the Paris Accords was seen by some countries including the U.S. as too high. China does not contribute, and only the European Union with Germany doubling its contribution took the lead. That climate fund has so far raised $10 billion.

The U.S. point of view was that no country should sacrifice economic prosperity and energy security for environmental sustainabililty. Yet the U.S. has participating in developing the rule book for climate change efforts stemming from the Paris Accords.

Use of Huawei's equipment for 5G technology upgrade of India's telecom networks is seen as less of a cybersecurity threat in India and attractive in terms of its lower prices and technological advancement. U.S. efforts to prevent the use of Huawei's 5G networks equipment because of cyber security threat are hitting a roadblock in India where the cost of the upgrade to 5G is a major advantage with the Chinese telecom equipment maker Huawei.

Germany is considering letting Huawei supply telecom equipment after its cybersecurity agency report showed Huawei could not siphon off sensitive data for use by the Chinese government. Data rates for 4G networks have been slashed in India by 90% with the introduction of the Jio network. Hundreds of millions of customers make India a large enough market for new 5G technologies to be attractive for China's Huawei, making it harder for the U.S. to block Huawei in other countries.

Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

The Biblioteca Alexandrina, as a symbol of the new Egypt. This library dates back to classical antiquity. Youths formed a human cordon to protect the new library during the weeks of protests in Alexandria. The library's director, Ismail Serageldin, says the people love the library and protect it. He says the library is revising its work program to operate from now on as the focal point for the promotion of reform and civil liberties. In 2002, the library opened with a soaring structure designed by the Norwegian architectural firm Snohetta. It was funded by Unesco, the Egyptian government and other Arab countries, Mr Serageldin says the library is spreading the values of democracy, pluralism, freedom of expression, tolerance, diversity, which he is hoping is taking root in the younger generation. The library had 1.5 million visitors and 700 events in 2010. It has 4 museums, a planetarium, a children's science center, a library for the blind and 8 research institutes. It holds 1.6 million books, including a gift of 500,000 books from the Bibliotheque Nationale de France. The library has access to 50,000 electronic journals, and houses an archive of every page on the internet. We taught a lot of the kids who are demonstrating and protesting how to use the internet and how to use social media, and he is glad it has been put to good use, says the chief librarian, Sohair Wastawy. Wastawy is now dean of libraries at Illinois State University. Debate at the library has been open and and annual confernece is held by its Arab Reform Forum to promote human rights and civil society. A website is run to facilitate communication between Arab NGO's. Vartan Gregorian, a trustee of the library, who formerly headed the New York Public Library, says Serageldin has been a marvelous defendor of freedom and scientific thought....
