Sheila Barr is brining her innovative ideas to help homeowners at IndyMac Bank which is being run by the FDIC. It could be a blueprint for the entire industry and is formulated upon a simple idea that a homeowners mortgage payment should not exceed 38% of his or her income. FDIC says those taking part in the fastrack loan modification have seen their monthly loan payments lowered by $430 on average. It is a blueprint for solving the mortgage foreclosure crisis that economists from Martin Feldstein to Hubbard and Alan Blinder think is at the root of the problem in the worldwide financial crisis. Bovenzi, the senior FDIC executive who is serving as CEO of IndyMac is overseeing the effort. He is an FDIC veteran who worked at the agency durng the savings and loan crisis of the early 1980's and 1990's. And one the key lessons from that period Bovenzi and Sheila Barr believe is that debt workouts help lenders and borrowers. A key statistic Bair pointed out in a Sept 17 speech to Congress is that the FDIC's recovery rate on nonperforming loans or loans in foreclosure averages just 32% of a loan's value. If the loan is kept current by making payments affordable and preventing foreclosure the agency has recovered 87%. And Sheila Barr's efforts are the one or two bright spots in an otherwise bleak picture for troubled homeowners, in which the Republicans have ignored two of their last 3 Presidents' key economic advisers, head of the Council of Economic Advisers under Presidents Reagan and Bush senior, Marty Feldstein and Hubbard, and not supported efforts for loan modification to help homeowners avoid foreclosure. Shortsightedness, lack of foresight, or simply not able to grasp the true nature of the crisis....

One show for camper vans in Dusseldorf, Germany, uses a limited physical event with online and virtual contact as a way to stage a successful event. The new world is one of hybrid shows in 2021 and beyond with digital media and physical activity in the real world mixed in. Europe's cities depend on a large share of their business on fairs. Everything in trade fairs is being scaled down and new ways are being tested.

The CIbus agricultural products fair in Parma, Italy too place is a slimmed down version focussed on a conference on how to relaunch Italy's agricultural and food industries. Masks mandatory and social distancing strictly done. Two auto camper fairs are planned one in Dusseldorf this weekend and one in Parma.

Nocera looks at the lack of efforts to help homeowners under water in the Obama administration. Sheila Bair comments on Geithner's role, as Geithner's book "Stress Test" provides little detail on how the Obama administration addressed the issue. A story by Dougherty in the WSJ on April 20, 2014, points out that about 10 million households in America are underwater in 2014, and another 10 million households have only 20% equity in their homes. Unemployment statistics in the same issue of the WSJ show 7 million people taking parttime jobs because they cannot find work. These households are critical for consumer spending to support growth. The weak economic recovery could very well be one of the results of poor policy decisions by the Obama administration including this one, when other alternatives proposed by Sheila Bair and Martin Feldstein were offered repeatedly in 2009-2010. Geopolitical problems and installation of US air defense systems in South Korea led to Chinese restrictions on South Korea. This led Samsung to reduce its labor force in China from 60,000 to 18,000 in 2023. It shifted operations to India and Vietnam. It is Vietnam's largest exporter and makes 20-30% of its global smartphones in India. Apple is only now beginning to shift to India. This is called decoupling or de-risking after an excessive concentration of manufacturing by companies like Apple in China.

Xiaomi took a large share of the local market in China from Samsung, another reason Samsung reduced presence in China. It still gets advanced components from China. In India Samsung has a dominant market presence. Because India is a price conscious market Apple has only a small market share in India.

The US Air Force plans to order 100 planes of the B21 Stealth Bomber at $700 million each. This aircraft is made at Plant 21 in Palmdale, California. The development of this plane was kept hidden for seven years even to families with someone working at the plant. It is made by Northrop Grumman. The previous version of the plane was the B2 Spirit of which only 21 were made leading to a high cost of $2 billon per plane. These planes last for many years. The B52 bombers of the Vietnam era are still in use. Their cost is prohibitive for most countries. During the period after the collapse of the Soviet Union investment in these bombers declined. With new risks emerging for NATO in Europe and in Asia this aircraft is seen as an American deterrent.

Gen. Milley is being succeeded as chairman Joint Chiefs by Air Force chief C. Q. Brown. General Mark Milley completed a 4 year term as chairman Joint Chiefs at a ceremony attended by president Biden. He told the crowd- "We do not take an oath to an individual, we take an oath to the Constitution, to the idea that is America, and we are willing to die to protect it." Milley is a Bostonian whose father a Navy Corpsman fought in World War II. He was picked by former president Trump just as former Attorney General Barr and former vice president Mike Pence were picked by Trump, yet Pence, Barr and Milley, all had serious differences with Mr. Trump. All defended democracy and the transition from one president to another in January 2021.

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

45,000 dock workers of the Longshoreman's Union go on strike for a 77% wage increase over 6 years. The dock operators offered 40% wage increase. This follows negotiations by other unions for wage increases to meet the cost of living increases of recent years and depressed wages arising from a period of weakness for unions. Biden- Harris want to see fair wages and want to see the strike settled.

This story in The Guardian looks at volunteer schools in Kashmir, India, as school children take classes in open meadows. Volunteer teachers are working to keep Kashmiri children in open air makeshift community classes in fields, pine forests and orchards,  so that some form of continuity in schooling can be maintained during the coronavirus. One volunteer teacher works with 100 children, And children have to cross rising rivers over wooden bridges in the rainy season, coming over long distances. Many families do not own a smartphone which cost Rs. 10,000 to %s. 15,000 to take internet classes. The government offers video classes on television and radio classes for older children in India.

It costs Israel about $200 million a day. Building repairs from buildings damaged by missiles might coast $400 million. A month of war could add up to $12 billion. Air defense systems cost $700,000 for incoming drones and missiles per interception for the David system. For the Arrow system it costs $4 million per interception for ballistic missiles. This is why the ballistic missiles and drones launched against Israel from sites in Iran are big hit first. It is also why US -Russia and relations are so important in any of these regional conflicts. Etihad Airways is in talks to take a 49% stake in Alitalia. Air France-KLM SA did not pursue a 300 million euro fundraising rights issue and as a result its stake dropped from 25% to 7.1%. Increasing regulation on Mexico's telephone monopoly of America Movil, and Telmex, part of Carlos Slim's telephone business in Mexico. Mexico's three main parties have agreed to increase regulation on the monopoly to reduce the high charges paid by Mexico's telecom users. Estimates by OECD show Mexicans paying an extra $13 billion a year from 2005 to 2009 because of the monopoly and high prices. The administration of Pena Nieto made controlling telecom and other monopolies an important part of its program. To get an idea of the extent of the monopolistic control - 70 percent of the cellphone market and 65 percent of fixed lines are controlled by companies run by Slim.  AT&T is now a competitor and is helping bring down high cellphone plan prices.

A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

Britain's prime minister Boris Johnson lays out the rules for reopening in a 50 page document. It says people should use masks in public transport and outside. It also recommends people not use the subways at this time but use cars, bicycles or walking to work as better alternatives. Subway stations such as Waterloo were relatively quiet as people practiced guidelines and acted cautiously. The rules were seen as confusing but the prime minister says the reopening is much more complex than the closing which simply said "stay at home."

People were advised to work from home when possible and gave people in construction the ability to get back to work. Restaurants, hair salons, shops remain closed till a later stage. There is concern that cases could spike again and the prime minister clearly stated this would mean putting the brakes again. Britain is the second highest in deaths after the U.S.

Medical insurance choices are complicated for a reason. This WSJ report says a PhD. is not sufficient to figure it out. They were designed this way to maximize profits from a government program by private insurers and capture as large of the market for the Medicare Advantage plans they offer. Heavy lobbying in Congress makes it possible to write legislation that keeps selecting coverage complicated.  The only way to clean up this mess is through universal health insurance, that is UN's SDG 3.8,  that is fair for all, which everyone can understand, and the US as an advanced technological nation can support. Reducing transparency works with heavy advertising for private insurers with Medicare Advantage Plans to capture the largest chunk of what the government spends. Medicare Advantage insurers capture $943 billion of spending on Part A & B Benefits compared to $693 for traditional Medicare.
