The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

The lack of vaccine supplies in Africa and Latin America, parts of Asia, is a major problem in 2021. Of the 66 million doses of vaccine planned to be given to Africa under COVAX plan only 19 million have been delivered. In total about 49 million doses have been delivered. Vaccine shortages are a result of the huge wave of coronavirus in India in April, so that vaccine shipments from India have stalled. Of the countries in Africa a few have made some progress- Egypt, Ghana, Nigeria. Other problems in Africa are lack of trained people to give vaccination. Last week 2.3 billion dollars in additional funds were raised at a donor conference for COVAX, the initiative for poor countries vaccines. That is enough to buy 1.8 billion doses. US and UK have not exported vaccines. India has made a good start in shipping vaccines to many countries in Africa, Asia and Latin America as shown in the Ministry of External Affairs website of the Indian government. For India to do this once it meets its own needs and resume exports, vaccine patent protection needs to be lifted for sometime, which the US is now accepting. ...

This article details the manner in which pharmaceutical companies like Sanofi, Novartis and other western pharma companies are using EU patent laws to have customs offices in the Netherlands and other European transit points to detain pharma shipments by Indian companies to developing countries. Cipla and Ind-Swift shipments are mentioned. India's pharma exports of generics and other medicines is $4.9 billion in 2009 according to Global Trade Information Services. Indian pharma companies are having to divert these shipments through Singapore and other transit poits to avoid this detaining of shipments and this costs more. India plans to file a complaint with the World Trade Organization according to India's commerce secretary, which one expert says it has agood chance of winning.

Another key development is the realization in India, China and European Union that renewable energy goals need to be accelerated. This is a positive development coming out of this crisis and will shift the energy equation entirely out of the Middle East. In actual fact the Indian Olympics efforts is now supported by the government of prime minister Modi with his personal involvement at many levels. Funding is now provided by the government to athletes on a scale and in ways that never happened before. India;s Olympics athletes batch was personally invited to the prime minister's residence and Modi gave apep talk to the athletes including some useful advice from him and from seniro Olympians. One of the pieces of advice from Modi was to concentrate on the task at hand and not get distracted by the many things happening in Paris and the excitement of being at the first Olympics. Modi has also told athletes as he has for India's Space program to the Moon that a loss or a failure to achieve on the first try means you only try harder and learn the discipline required to achieve what you set out to do.

Indian finance minister Nirmala Sitharaman meets IMF managing director Kristalina Georgieva to discuss impact of the geopolitical situation on world growth especially oil prices. Sitharaman said India was pursuing a policy of strong federal spending with capital expenditures increasing by 35% for fiscal 2022-23 to continue a public investment led recovery, raising capital expenditures from 5.5 lakh crore rupees to 7.5 lakh crore rupees. Indian GDP growth is now expected at 8-8.5%, the highest of large economies. Sitharaman also met with Indonesian finance minister Sri Mulyani Indrawati on the sidelines of G-20 Finance Ministers and Central Bank Governors meeting and discussed the current global situation.

The world's larges vaccine supplier Serum Institute of India syas it will not be able to meet its target production of 2 billion doses for 2021. It says vaccines will not be available for export from the Institute till the end of the year. The Indian government has initiated an effort to diversify its vaccine production by distributing it among many suppliers in India's large pharmaceutical industry so that constraints at any one supplier would not affect the overall supply for use inside India and the production that can be sent overseas.

Another setback was seen in the US as 100 million doses of J&J one dose vaccine at a Baltimore plant are being checked for contamination.

The same approach is being taken by president Biden in the US to finance his climate and tax bill of $369 billion. It is the biggest climate action bill in history and revenues to finance renewable energy transition are coming from a 15% minimum corporate tax that is being agreed to by all countries in the world including US, Britain, European Union and India. Just today the WSJ the largest biotech company Amgen in the US paid 3.5% effective tax rate on revenues for 2013 when tax rate under federal law was 35%, and the IRS is working on getting $10.7 billion back in payments due over a decade. Much of Amgen's profits of $24 billion had been shifted to a location in Puerto Rico says a report in WSJ. The development work of the free world countries including US, EU, and India cannot happen without this. Without this the US, EU and India cannot even remain competitive with China or tackle national security threats. ...

This interview with Indian Health Minister, Harsh Vardhan, by Amitabh Bachchan and Anant Goenka of the Indian Express covers a range of questions including India's low fatality rate for coronavirus of 1: 46, its vaccination programs for polio, malaria and other diseases long before the pandemic for a population of 1.3 billion people, respect for healthcare workers, and the distribution of the new vaccines under development in India. Vardhan says there are of the 100 vaccines being developed 30 are in India,and of the ones nearing approval 5 are in India.  India makes 60% of the world's vaccines and its distribution capacity for such a large population has been proven many times. During this coronavirus months of preparation are going into reaching the whole population including remote parts in the mountainous areas. Vardhan says the plan is to vaccinate about 30 crores or 300 million people by June-July 2021 out of a total population of 135 crores or 1.35 billion. The vaccination will start with health care workers, moving on to essential service personnel in the military, police and other occupations, and to vulnerable parts of the population based on age and health conditions. Vardhan who is also the chair of the executive board of the WHO as India's representative, says the prime minister is personally holding two 3 hour long meetings to monitor the preparations for the vaccine and its distribution. Vardhan lists the achievements of the Modi administration and the quality of leadership provided by the prime minister- 2100 testing labs, 97% of the country having a testing facility within 3 kms, testing 1-1.5 million people each day, 1 million testing kits produced daily, 2 million beds in India with oxygen support or in ICU, 13,000 quarantine centers. By personally visiting the vaccine development facilities in Ahmedabad, Pune and Hyderabad, the prime minister also directly supported and encouraged scientists and their efforts. ...

As shown in this Guardian report about clean tap drinking water in China in 2017 pollution of rivers and lakes was so severe that anywhere between half to 80 of water in rivers was not drinkable. This was just before the pandemic. Efforts since 2015 to tackle the problem are still in progress. This is happening as India works on getting 100% of 190 million homes covered for drinking tap water in India by 2024. Out of this 116 million homes or 60% have clean drinking tap water in 2023 under prime minister Modi's  Jal Jeevan Mission (Water for Life) led by IAS's Mr Parmeswaran. India and China started out in 1990 with about the same GDP. China attracted foreign investment to accelerate its economic growth to where its GDP is much higher today than India. Yet in 2023 India starting from behind has some advantages. In the case of clean drinking water, limiting contamination of the rivers with effective regulation of industries which was missing in China, and providing clean drinking water with newer technological means is one of these advantages. Indian investment comes with the technology of the 2020's compared to China's investment using technology from the 2000 period. This will create additional gains in GDP and quality of GDP in its challenge of matching and exceeding growth in China. ...

As India increases its growth rate to 7-8% India will increasingly be dependent on coal. The Modi government plans to double coal production. About 300 million people in India have no access to electricity. The country faces energy shortages in other areas. Even with a push for renewable solar and wind energy, coal is expected to provide 60% of energy needs in India in 2030. One government model shows solar and wind increasing from 6% to 18% by 2030. India points to per capita emissions which are 1.7 for India, 6.2 for China, and 17.6 for the U.S., according to the Carbon Dioxide Information Analysis Center.

It is also good reading in India as it looks at the British period in India, to realize that India now sits astride the Indian Ocean. What Britain accomplished in the eighteenth and nineteenth century with its  Royal Navy is now the task of the Indian Navy in alliance with the American Navy, and the Australian Navy on the world's seas. A bricklayer's daughter Pooja set the Indian national record at 1.82 metres in high jump by winning silver at the Asian U-20 Games in South Korea. The amazing thing is that coaches discovered her talent for jumping even though she entered in training for yoga. With limited facilities she trained with bundles of haysticks for the pit to fall on and a bamboo stick to go over. This is also a story of how India is matching the development of sports of its neighbors Japan, China and South Korea by giving young people from every background and income level a chance to compete at the highest level.

The Indian 2024 election involved huge giveaways and caste based selection that takes India backwards, which explains some of the gains of opposition parties in Uttar Pradesh and Maharashtra, two large states. As the WSJ points out giveaways to buy votes for Rs 1 lakh for every woman in the state of Uttar Pradesh with population of 120 million women was part of the strategy used by a leading opposition party. Caste selection was carefully deployed by another large political party in Uttar Pradesh. Fears and misinformation about the BJP party changing the Indian Constitution to remove protection of lower castes enshrined in the Constitution by Ambedkar, was also a factor that swung votes to the opposition. The effects of the pandemic and the unemployment levels for a largely rural population in Uttar Pradesh and Maharashtra in north and west of India played a role as the BJP failed to get an outright majority following its majority wins in 2014 and 2019. The Opposition parties and the BJP main difference is that the Opposition parties have accepted the leakages of funds as part of the culture that has prevailed since 1960 which makes rapid development and modernization impossible as the pool of funds for investment in infrastructure is diminished. BJP party under Modi has fought this leakage every step of the way and by executing projects of infrastructure with on time delivery created the prospects of India modernizing and industrializing the way Japan and China have achieved. The other difference is the execution and the Master Plan Gati Shakti developed by BJP and Modi and a 20 year execution model developed in Gujarat state by Modi from 2001 to 2021. This has made India the fifth largest economy in the world with plans to make it the third largest by 2030 and do what Japan and China have achieved in Asia. It is not really about religion or so called Hindutva that is driving the hard work it is about making India a modern industrial nation with the standard of living of US, Europe, Japan and China.   ...

Somini Sengupta reports on the Green Revolution and its aftemath from Jalandhar (Jullundur in Hindi) in the Indian Punjab wheat belt. Problems facing farmers here are the shrinking water supplies as more of the table water is exhausted through pumping from tube wells, lack of government investment in agriculture, the low grain prices paid to farmers by the government, and poor storage and transportation to market. Also affecting the suuply of grain and lentils and agricultural produce is the progress of industrialization as more farmers either grow crops that are in demand in the cities like baby corn instead of wheat, and the farmers who sell of land for industry or commercial use. Only 40% of the land is irrigated so too much depends on the monsoon and other rainfall, which is why India's large agricultural component in the economy affects the growth rates depending on the monsoon rains. What happens here affects food supplies worldwide and prices. When India is self sufficient or able to export there is less pressure on prices. Two years ago the situation deteriorated and India imported about 7 million tons for its grain stockpile. Since then the government raised prices for grains the situation has improved, farmers planted more wheat and sold more supplies to the government for building up buffer stocks of grain. Now the emphasis shifting to USA-India cooperation in the field of agriculture for a second Green Revolution. Agreements for the agricultural improvements were signed as part of the agreements signed for cooperation during President Bush's vist to India. The government of Manmohan Singh was elected for another 4 year term and is committed to helpiong Indian farmers. A more organized funded effort is needed especially with the economic crisis. Indian foreign minister Jaishankar describes the highly eccentric situation of lack of US India close economic and defense cooperation for over 50 years, when the natural flow of cooperation one would expect between the land of Washington and Lincoln and the land of Vivekananda and Gandhi was interrupted. The current form of cooperation has existed for about 14 years and accelerated after prime minister Modi was elected in 2016. This was a turning point in the US India relationship and in India US economic partnership. After president Trump was elected Mr. Modi and Mr. Trump held a huge public gathering in stadiums at Houston and Ahmedabad, in a way that was never seen before between an Asian country and America. What changed? For one thing India had a great weight lifted from its shoulders with the removal of the erratic Nehru policies of post independence India of forming a non aligned bloc with countries like Egypt and Yugoslavia. These were policies that had no connection to India and its history as the civilization where the East has its roots in Vedanta and Buddhism. It also resulted in alienating the Dwight Eisenhower administration and administrations that followed after John F. Kennedy, as the Cold War intensified and most of Eastern Europe came under Soviet domination. India never gauged the effect this had on America after the Berlin crisis in 1948, the Hungarian revolution of 1956 and similar uprisings in East Germany, Poland, and the Czech Republic. Britain was no help even with the British Commonwealth, as the British perpetuated the idea that India was too divided to make up one country, having failed to grasp India's ancient civilization and  culture, and having built the Empire in India by using the division in the country. Mohandas Gandhi described this in Hind Swaraj in 1910 and told Indians that it was they who had invited the British into India, with rulers using military garrisons of the British commercial East India Company for help in their internal wars. Americans still unfamiliar with India till after 2000 simply accepted British colonial ideas about India. The new administrations in the US, the Trump and Biden administration, and the Modi administration in India have shaken this up and changed perceptions all around. Biden recently during the Modi visit to Washington DC said India US relations as he sees it would be "the closest on earth." So that today we have an ancient civilization roused to its depths in its youth for modernization, that extends from India to Indonesia all the way to Japan rooted in India's ancient civilization of Vedanta and Buddhism, with a population of about 2 billion people. That faces the US on its Pacific coast, united in its determination to build a new and common future with ideas of parliamentary democracy, participation of the people, and of modernization with science and technology, contributing to the betterment of all peoples. ...

Karan Singh and the Indian Express's Manoj C. J. take us on a journey through time to the decisions made since 1927 by one of India's most famous princely rulers Hari Singh of Srinagar. Hari Singh represented the princely states of India at the Round Table Conference in London when Mohandas Gandhi was negotiating with the British for self-rule. Karan Singh was appointed Regent in the state in 1949 after Hari SIngh left the state and the princely states were being integrated to form a new nation Bharat following independence from Britain. He continued as chief of state till 1965 when he became governor of the state till 1967, then served for 40 years as a member of parliament.
