What is happening here appears to be that the whole American system of government as it operates today has some serious weaknesses, which if exposed in a critical situation- and with some life threatening situation for an industry group- can subvert the whole system and the economic life of the country. The serious weaknesses are the lobbying of Congress that is legal, and the financing of Congressmen and Senators election campaigns by industry groups which is legal. The life threatening situation for an industry group are the accounting rules and nuances that require that the banking and financial industry that holds these mortgage home loans, if they change one loan to lower payments in one geographic area, have to then show the lowered value of that loan in their books on all other loans of that type in that geographic area. Without this the banks and financial institutions were already or close to insolvent with losses of over $1 trillion. With that accounting change the industry losses would make large parts of the industry insolvent. This becomes incentive enough to fight loan modifications at all costs for the industry, and explains why Hope for Homeowners has generated only 25 loan modifications when it was advertised to generate 400,000. This creates a once in a lifetime or once in a hundred year chance of the whole system of democratic government working to destroy the economic life of the country. How? By providing a big enough reason for the banking and financial industry to fight loan modifications almost to the death, against even their better judgement when in late 2008 and January 2009 this would mean suicide for the economic life of the country, and the chance that they would both go down into the depths, the industry and the boat that is the American economy. This is what this story tells us, all key Congressmen and Senators were taken into their fold by the lobbying groups with large donations to their election funds, both Republican and Democrat, Shelby, Frank, Dodd, Durbin, and their aides. After Hope for Homeowners program failed, the new Hope Now program was again designed with the connivance of lawmakers in both parties by the banking industry representatives. It was designed so it would largely fail by not doing enough to keep homeowners in their homes. The industry faced with a life threatening situation did the wrong thing. Instead of saying lets get the government to help to change the accounting rule, and advocating that the government join the industry to share the losses and go out aggressively to restructure the loans in a three way loss sharing arrangement with homeowners, government and the industry, the industry instead decided to stick its head in the sand and let nobody do anything period. To do this it had to create the illusion that somehow the problem would fix itself with housing recovering on its own. In addition to the donations many Republicans like Preston, Secretary of HUD with oversight of FHA, and others in the Bush administration, may have had the mistaken notion that somehow the housing industry would recover without much help, that the economy was basically still healthy, that the crisis was not as bad as it appeared, that freemarket principles were still the best guide, and that toxic assets of banks and foreclosures were two entirely different things, with foreclosures for those who had borrowed recklessly not a bad thing....

With Britain not willing to join an EU wide agreement for all 27 countries in the region, Sweden and the Czech Republic asking for time to consult its parliament, and Hungary declining, only 23 EU countries are now on board for new EU wide treaty changes for fiscal discipline. This makes new EU treaty changes unlikely, and means France and Germany will move ahead with a eurozone agreement for the 17 nation group. This can be done much faster than the cumbersome process for EU treaty revisions. The details of the new agreement will be worked out in the coming weeks and should restore confidence in financial markets. The problem now most experts say is that a new agreement might move too quickly to reduce deficits, worsening the economic prospects in the European Union countries. Fernando Fernandez, an economist at IE Business School in Madrid, says the critical question is how much time countries will be given to meet new rules. If for instance debt is to be reduced by 20 percentage points of GDP in 3 years under new rules, this would impact eurozone growth severely with sharp contractions in already fragile economies. Peter Morici, business professor at the University of Maryland, underscores this, saying Germany is close to zero growth and economies of countries like Spain, Portugal and Italy are contracting. Higher unemployment will result with smaller tax bases, making the situation appear to improve as borrowing rates for Italy drop now, but worsening the situation in 2012-2013 as deficit projections are not attainable. This is already true in Britain where earlier deficit projections are being pushed into future years as economic growth is declining....

Ironically this happens as Britain was arguing for stricter financial regulation. Britain has been isolated and risks remaining on the sidelines from now on. Anne Applebaum describes comments of European diplomats she talked to who were strongly critical of British prime minister Cameron's efforts to win special protections for London's financial district, the City. They described this as petty, especially when the European negotiators were working to save the Euro currency. Sarkozy said recently that the British hate the euro, and have done little to help, and should shut up. And that is the sense today in European capitals even as Conservatives in Britain applaud Cameron's move. The result is to isolate Britain from the rest of Europe, even as Britain will be put in a position to having to play by rules set by the other 26 countries in the European Union, who are its main trading partner.

The IMF's latest economic report says there is a very real risk that Greece's debt crisis could spread. "Contagion to the euro area, and then onwards to emerging Europe, remains a tangible downside risk," the report says. Sentiment in the financial markets is for Greece restructuring its debt, possibly as soon as late 2011. Increasingly the concern focusses on Greece never being able to pay back the $464 billion in debt, as a result pushing losses onto bondholders and banks in Europe. The IMF's director for Western hemisphere, Nicolas Eyzaguirre, said Latin America is in danger of going into a full blown economic crisis if the situation is not managed correctly with overheating in their economies. Speaking at a conference of central bankers in Rio de Janeiro, he said the Latin American region could see major weakness in currencies with an external shock such as drop in commodities prices or increase in U.S. interest rates. He said Brazil "should rein in the economy through an array of measures to avoid excessive exuberance, or it could end in tears."...

A recent book "The Spirit Level" has become popular in Britain. It says that countries with greater disparities in income also do worse in a number of social indicators, from higher murder rates to lower life expectancy. It also affects the consensus in society which is a necessary underpinning for sustained economic development and economic growth. Inequality when it affects the middle class and reduces the size of incomes in the middle, or creates stagnation in incomes, poses large risks for society and affects economic growth. In the US the home foreclosure crisis and the lack of bargaining power of wage earners in the middle class has created this problem. This is exacerbated by the banking crisis and bad loans in the banking system. Studies show that slow growth in college graduating rates in the USA after 1970 compared to the period 1900-1970, has increased inequality, especially with today's knowledge economy. Germany is also affected by this problem as wages for workers have remained stagnant with the labor reforms. Interestingly a combination of economic growth and payments to the poor have increased the size of the middle class and its incomes in Brazil. The austerity policies in Britain will affect incomes and income growth in Britain for the middle class. In China the gap is widening quickly between the urban areas and the rural areas. And the policy of residency permits- the hukou system-which limits internal mobility from rural areas to the cities and towns, makes the inequality all the more glaring. The lack of democratic election makes the situation worse in China compared to Brazil, because free elections in Brazil enabled leaders from the working classes such as Luiz Inacio Da Silva and Ms. Rousseff to emerge as heads of government. These leaders pursued policies that would explicitly bring a more shared prosperity in Brazil compared to the leadership in China. In China policies are determined by entrenched interests in its model of development- the state-owned companies and banks and their managers, local and government officials of the Communist party, and businesses with the networks and connections with the Communist party and local governments. This is why the ginni coefficient which measures inequality has dropped significantly in China, putting it in the rank of developing countries with poor records in equality. Inflation in China, India and Africa also affects the poor and lower middle classes to a greater extent. Current trends suggest that rebuilding the middle class in the developed countries and providing fairer distribution in developing countries will be of serious importance in coming years. Especially with the likelihood of more economic crises which tend to adversely affect the middle and lower classes disproportionately....

This article by Gerald Seib in the WSJ says not enough was done to attract white working class voters- critical for Trump in industrial swing states- at the Democratic National Convention. He says only on the last night of the convention did a factory worker, a home care provider and a laid off restaurant worker, appear on the stage. These are the voters who have drifted away from the Democratic Party. The convention draws ironically on Republican themes, defense foreign policy as in the speeches by Leon Panetta and retired General Allen, and in efforts to portray Hillary as more human with frailties but a 40 year public service record that includes exceptional work for children. Actually the appeal to traditional Democratic white working class voters was there always in the background with most of the speakers, as it colored most speakers comments including Biden and Kane, who have the colloquial language and style to appeal to this group. The appeal to traditionally white working class voters is in the party platform with the $15 minimum wage for service industry workers, and in the promise to provide college free tution for people making less than $125,000. The Democrats simply painted this with a different brush. Contrasting the callous attitude to the poor and struggling of billionaires like Trump with those who have fought for pushing people up the ladder since FDR- with the lapses in recent years from the tech boom which left some workers short now being addressed. This was expressed by Hillary Clinton saying to Bernie Sanders voters- "your cause is our cause." For Democrats it was more effective to tackle the traditionally Democratic working class voters first, before shifting to working class voters who are border line Republican because of social issues or those who are so disaffected so as to be beyond reach. ...

What is the role of a small wine importer of European wines who supplies local stores in NY city, and other similar business, in a issue of $1 trillion trade imbalances that destroyed American manufacturing and millions of jobs as large US business corporations shipped manufacturing to China? The trade deficit with China has led to loss of 3.8 million jobs, 75% of them or 2.9 million in manufacturing.  Go back to 1990 and Beijing was a city of bicycles not cars. If Beijing shifted to a open economy and simply imported products from the US and Europe as it had done since 1700 it would have remained a backward agricultural economy. It took 20 years of focused effort after 2000 for China with US technological assistance to excel in manufacturing, as the US had done after 1920. Can or cannot the US excel in Manufacturing with its own focused effort and restore jobs and decent wages to the American people, that is the question. That a $1 trillion deficit that has already destroyed the US manufacturing and its capacity to defend itself by rapidly building up the US Navy, is that not an emergency, then what is, is also the question, and the role, the duty, of the president of the US in such a situation. The federal appeals court has allowed the DJT Tariffs to remain in place till it goes to the US Supreme Court. Today May 30 the WSJ in a front page article shown here says the one California shipyard could assemble a supply ship in 5 days in 1942. China's independence in the fight against Imperial Japan and the Kwantung Army's adventures, and the independence of Europe in the 1940's depended on this vital US capacity. Is this forgotten? This editorial in the Economist says Spain's economy has recovered to pre crisis levels by 2018 with growth at 3 percent. It says Spain had a bigger crisis than Italy and took stronger measures under prime minister Rajoy to fix problems in its banking system, address the housing crisis, and unemployment. Italy's steps by comparison were timid and faltering. Mr. Rajoy had his problems including corruption scandals in his party and a poor handling of the Catalan drive for independence. Yet Spain owes muchas gracias to Rajoy for his leadership in bringing Spain out of the housing and economic crisis, and for running the country for two and a half years after losing his majority in parliament.  Another difference with Italy is the generally favorable attitude to immigration for all parties. Of the newer parties Ciudadanos remains at the centre and the Podemos party remains to the left in politics, as part of the populist changes in Spain during the economic crisis. The new government of Pedro Sanchez has a positive attitude to immigrants and to women, with the largest number of women in the cabinet of any European country. ...

WSJ's John Lyons interviews Brazil's finance minister Guido Mantega in May 2012. Mantega says Brazil is following a"developmental economics" model for growth, which is more appropriate for Brazil.
