One Big Beautiful Act will generate $64 billion from fees and Medicaid savings. It will reduce incentives for migrants to enter the US by imposing fees on migrants entering the country for economic reasons yet using asylum laws meant only selectively for humanitarian purposes. In past American history in the 1930-1954 migrants entered the country only for agricultural activities, for the first time in 2000-2024 asylum laws intended strictly for a limited number of thousands for humanitarian reasons were being used by millions of migrants from Asia and Latin America. 

The new fees in the One Big Beautiful Act are $5000 for entering the country illegally and another $5000 for not attending a legal proceeding. The social safety net will apply only to American citizens.

Colin Powell at the State Department, and Condoleeza Rice as National Security Advisor, let Ian Bremmer continue for too long as the sole authority in Iraq operating from one of Hussein's palaces, giving the feeling of a foreign occupation force and fueling insurgency. Rumsfeld favored letting one of the Iraqi exiles provide interim leadership, wheras Powell felt the exiles did not have the legitimacy in Iraq that was needed. The result was indecision that left Bremmer in charge for too long. Asked why Rumsfeld did not fire Bremmer, he says Bremmer acted as the Presidential envoy. His criticism of Rice and Powell centers on their not letting the President decide by providing the options and the pros and the cons. He says the surge was more psychological in its impact and less significant than its made out to be, because the Anbar Awakening had already led Sunnis to move away from Al Quaeda. The insurgency came in stages, first with the Baathists and thugs from the old regime, then the foreign elements and Al Quaeda through Damascus, and then the Mohtada Sadr Shiites, it was not a single enemy or a single event. The Times takes a good look at Liz Truss, who she is, what are her good points and areas she will need to work on. It says Truss was ignored by Conservatives including Theresa May after  being brought in by Cameron as Environment Secretary in 2014. She comes from a intellectual family with her father a Math professor and her education at Merton College, Oxford University. She also had the opportunity to build on her economics and accounting background at Treasury, and at the Ministry of International Trade where she signed a number of trade deals for Britain.  What has changed her was her decision to learn and develop on her own after being ignored in the Conservative party. She shifted from Remain to becoming an aggressive supporter of Brexit and coming out decisively for Boris Johnson as prime minister.  She is willing to challenge the Treasury and others in the civil service when she feels she needs to. Her challenge says The Times is to develop the skills that are needed to work with others and take the country forward. One advantage she has is that she has confidence in her own experience and education to have strong personalities work in her team. Another quality that helps her is that she is not ideologically a conservative, so that she is willing to try new ideas to get the economy working and move Britain forward. And adding to that she has the depth that Cameron and Johnson lacked with her experience gained in parliament, at Treasury, in the International Trade ministry, and recently as Foreign Secretary. She may well be the underestimated candidate compared to a mostly predictable Sunak. ...

Levelling up is proving to be a false promise of the Conservatives. Where the money is coming from and how much and where it is going answers the question in America for Biden. Fair taxation is key, a strong economy is key for Biden. Fair taxation supports trillions in public investment that in turn generate private investment. In the second quarter of 2023 business investment was up 56% in Biden America, about $1 trillion with more in the pipeline.  The Conservatives fail on both and have no plan for step by step action that fits needs and opportunities in the economy as Biden has. Getting equal share of the fruits of labour to all Britons is never going to happen under trickle down economics of the Trump or Tory kind. That much is clear as daylight.

China lifts pump prices for gasoline by 10%. Supply shortages have been reported The rising value of Asian currencies such as the rupee help to cushion the increase in crude oil prices in India and other countries. In China and India the Government keeps the price of gasoline and other fuel at affordable prices and oil companies cannot pass on the increase in oil prices. China's oil consumption is increasing rapidly at about 9% a year and lower oil prices does not encourage conservation, at the same time oil prices to consumers especially in the rural and farming areas can be painful if food prices are also going up. How to balance these two considerations and also the international aspect where increases in China's demand for oil are itself a cause of demand side pressures leading to ever higher oil prices, is a challenge for China's policymakers.

Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Noam Scheiber of NYT provides this illuminating account of how the changes in employment affected Hispanic Americans since 2004. About 500,000 jobs were created in the U.S. construction industry in 2014. Of this 315,000 jobs went to Hispanics with the highest number in California, Florida, Texas and Illinois, which have large Hispanic population. This has enabled Hispanic employment to reach the pre-recession levels in 2015 before this happens for blacks and whites, according to the Economic Report of the President. The drop in immigrants from Mexico crossing the border as economic conditions deteriorated in the U.S. in 2009-2012, and the stricter enforcement, has resulted in native born Americans benefitting most from the jobs created. Hispanics took the biggest hit following the recession in 2009-2012, with a loss of 700,000 jobs for the 3 million Hispanics employed in construction. During the 2004-2007 construction boom Pew Research shows 1.6 million jobs going to immigrants, of which 800,000 went to native born Hispanics, before the collapse in construction in 2009. This time the recovery is benefitting native born Americans most....

Spanish banks conversion of deposit holders into equity holders and risk. Because preference shares counted as core capital Spanish banks issued 32 billion euros of such securities in 2007-2010. Depostors were given these shares in place of low interest bearing accounts. Now that these illiquid shares no longer count as core capital under Base III rules, banks are asking investors to convert these shares into common stock which helps banks boost their capital ratios.

A couple of things can be noted about the burgeoning Chinese market for cars. Most car buyers are first time buyers. But that is to be expected as China started with a small bases of cars to begin with. What is interesting about these first time car buyers is that they ask a lot of questions do their research and are looking for the best car for the money in terms of features, safety, reliability. So its also a sophisticated first time buyer that carmakers are dealing with. This car buyer is also looking at waiting to save enough to buy a better car as far up the ladder as the car buyer can go in terms of features and value in safety, reliability, design, even if this means waiting longer and saving for longer periods.In this sense the Asian car buyer may be different and less bent on instant gratification to get into a 4 wheeled vehicle. What this is doing is putting the domestic manufacturers under a lot of pressure to match the overseas manufacturers. Geely and Cherry the larger domestic makers have to come up with just as good or better a product to get new customers. At this time the overseas makers of cars like the Buick Excelle, the Toyota Camry and the Volkswagen Jetta have the advantage as they are established brnads. Its interesting to compare this with the experience of japan the other large Asian carmarket. In Japan Toyota, Nissan and Honda were the only carmakes available because of trade barriers in the Japanese market in postwar Japan. China is a relatively open market and China's approach seems to be to get the Chinese carmakers to do better in an intensely competitive market as opposed to giving them favorable treatment. Another aspect of this first time car buying in a country where car sales have increased eight fold since 2000 and now exceed sales in the Japanese market, is that this market is abit precarious as the example of the Li family shows. Li Rifu purchased a Geely for $9000 but later after he contracted cancer and had $40,000 in medical bills had to sell the car. China has no social safety net so that if there is a medical or other emergency or crisis in the family there is nothing to fall back on and the family ends up selling the car to pay for expenses....

Border crossings and encounters have fallen to 83,000 under president Biden with unilateral action by Biden in the absence of the Republican Lankford Biden legislation that would have shut the Border down. Border crossings of 83,000 are close to the border crossings that reached 74,000 under president Trump even with the building of a border wall. This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

This report in the NYT contrasts the 2009 protests in Iran that centred on the capital Tehran and the university with the protests in 2017. The protests in 2009 known as the Green Movement were a political protest against what was seen as the fradulent election of Mr. Ahmadinejad. The protests were from the opposition candidates who thought they had won. This led to the suppression of the movement with harsh action by the government. In 2017 Tehran is quiet. The election of Rouhani as president in 2013 led to a gradual improvement and meeting some of the aspirations of the protesters in Tehran in 2009. This has led to indifference in Tehran to the protests across smaller provincial cities in the rest of the country.  People in Tehran are still concerned about corruption and political conditions. Yet they see the protests from economic conditions in the rest of the country as lacking a clear goal and there is a sense that this could lead to chaos in the country.  ...

Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...
