As she runs for president in 2016, Hillary Clinton faces a difficult challenge- to give Democrats a third term in the White House. Presidents elected for a third term such as Truman who followed Franklin Delano Roosevelt, and president George H.W. Bush who followed Ronald Reagan, were helped by the popularity of the president from their party who preceded them. Reagan's popularity rating was 57%, in the month preceding the election of George H.W. Bush, according to Gallop poll. Truman continued the popular policies of FDR, and took a strong foreign policy direction with the help of a capable team led by Marshall and Acheson in responding to the Soviets in the Cold War, before the 1948 election. In that election Truman upset political pundit predictions. He also brought an extraordinary tenacity in the rail tour across the U.S. and on the campaign trail. Hillary Clinton faces the 2016 election with president Obama's popularity rating at 46%, with only 32% saying the country is on the right track, in the WSJ poll. This means Clinton will have to distance herself from Obama to some degree. Other issues include her age 67 years, and the sense that she is somehow from the past in U.S. politics, offset by the experience she now brings. Hillary's popularity rating show 44% having a positive image in a WSJ-NBC poll of March 2015, down from 56% when she gave up her position as Secretary of State in the Obama administration. Her main Republican challenger, Jeb Bush, has only a 23% favorable rating in the same WSJ/NBC poll. Hillary's strategy for 2015 is to avoid large gatherings and try to meet people in small groups in this election campaign, so that she can bring a personal touch and come alive as a candidate relating to the everyday aspirations of working people. Hillary's election will depend on whether she can mount the kind of campaign Truman fought and relate directly to ordinary voters....

Indian elections cost of 1.35 lakh crores or $13 billion in 2024 are also similar to the US with parties spending leading to much corruption in the democratic process and defeating its best character.  ...

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

Krugman questions the Paul Ryan U.S. budget proposal on several grounds. He says the Ryan proposal depends on projections by the Heritage Foundation for its assumption that the tax cuts would generate higher revenues by creating a booming economy. The Heritage Foundation projection is for revenue increasing by $600 billon over the next 10 years as a result of tax cuts. Krugman cites a different view from the Congressional Budget Office estimate for the Ryan proposal, which shows assumed savings from spending cuts will go not to reduce the deficit but to pay for tax cuts, with bigger deficits in the next decade. He says the spending cuts excluding Social Security, Medicare and Medicaid- but including defense- go down from 12% of GDP in 2011 to 6% of GDP in 2022- meaning that cuts in public services will need to cut to the bone. The Medicare part of Ryan's proposal does not say how spending on medical care will be reduced. The voucher or premium support Ryan envisages is estimated by the Congressional Budget Office to cover only one third of the cost of insurance premiums for Medicare equivalent care by 2030. Krugman cites the Center on Budget and Policy Priorities, which says the Ryan proposal achieves two thirds of its $4 trillion in spending cuts over the next decade by cutting programs that primarily serve low-income Americans. ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. British Labour party leader says any Brexit deal should be put to a referendum. Earlier many Labour party members supported a second referendum with Mr. Corbyn yet to make a clear stand. During the local elections and the elections to European parliament the Labour party had losses to parties that favored canceling Brexit, including the Liberal Democrats. Corbyn said: "Let the people decide the country's future, either in a general election or through a public vote on any Brexit deal agreed by Parliament." He made these remarks ahead of a meeting with the prime minister of Ireland.  A poll conducted by Panelbase shows  a second referendum on Brexit would get 52% for Remain in the EU and 45% for Leave the EU compared to 52% for Leave and 48% voting Remain in the 2016 referendum. Parliament has to vote for a second referendum for it to take place. The Liberal Democrats made large gains in the recent European elections on the mandate to hold a second referendum, including in Mr. Corbyn's North London area.  If Mr. Boris Johnson succeeds Theresa May as prime minister the Conservative Party faces even more hurdles. European Union is even less likely to negotiate a deal with Mr. Johnson. A withdrawal from the EU without a negotiated agreement favored by Mr. Johnson is unlikely to get support in parliament as it has repeatedly blocked such a move. The alternative is fresh elections not favored by Conservative Party as it is losing credibility, or a second referendum. Useful tips as people go back to the office, from a number of experts in the WSJ. Walking, biking to work or driving to work is safest. Use of public transit requires masks, sanitizer, frequent hand washing afterwards and caution. Surfaces such as elevator buttons, doorknobs and printer or device buttons should be disinfected regularly- use a tissue paper or paper towel to handle them and then use hand sanitizer. Meetings should be done with social distancing of six feet distance, and reduced number of participants. All should wear masks. Taking meetings outside where airflow is more is a good idea. Reduce number of meetings, as the meetings have not been very productive ways to get work done and many workplaces already have too many meetings. Avoid lunch dates outside, even in the open, with colleagues. A better way is to eat on your own and then take a masked or socially distanced walk with a colleague afterwards, say experts. High touch communal items should be replaced in offices such as coffeepots water coolers, and bulk snacks and this should be done by the companies as they prepare the new layout and arrangements.   ...

The Rupee is moving close to 80 to the US dollar with increase in interest rates by the US Federal Reserve. The IMF expects the Rupee to go past 94 to the dollar in 2029. India's Reserve Bank is interested in carefully managing the steady decline so that business decisions can be made with some measure of stability. Dougherty and Davis of NYT look at the US housing shortage and rising rents for apartments and homes. A look at Kalamazoo, Michigan, as a sort of microcosm of the US housing situation. Around the time of the 2009 financial crisis and aftermath when vacant homes on streets in many cities were being bulldozed and when there was more housing than people needed the seeds were being planted for today's shortage of homes. There was less interest from builders, there were restrictions on mortgages and higher down payments, capital was harder to get for builders, adding up to fewer homes being built. US demand was for 1.6 million units of housing, the supply was about 1.1 million over the next decade after 2009 leading to the buildup of a shortage of 5 million home supply. Covid changed some patters of housing behaviour. More people work from home with remote work. Then by 2022 mortgage rates were up making housing less affordable just when owners of apartments raised rents by 20-30 percent. In Kalamazoo up by 40%. ...
