Results of a CBS New York Times Poll of 1018 adults in the U.S., reported Feb 28, 2006. Results show 55% showed support for gasoline tax if it reduced dependence on foreign oil, 59% showed support if it also reduced global warming. There is additional support if the money is used to fight terrorism, allocated to specific projects such as electric cars, or help low income people with extra gasoline costs. The important distinction in the results is what respondents were asked. When told about their response to a gasoline tax 85% of respondents opposed it, but when told it would reduce dependence on foreign oil 55% support it. Some respondents want to see it earmarked so that its use would reduce dependence on foreign oil through fuel efficiency improvements. The gasoline tax has remained at 18.4 cents a gallon since 1993. Politicians see the 85% and stay away from the issue and at periods of higher oil prices there is more concern about the impact on consumers. Prof. Borenstein, director of an energy institute at the University of California, Berkeley, says his calculations show a 10% increase in gasoline cost would reduces consumption by 6-8%. As the tax is regressive by putting a higher burden on low income consumers, this should be offset by income tax relief that would make middle and lower income people better off , says Prof. Borenstein. Some of the revenues would be used to support projects at automakers and research universities to develop more fuel efficient technologies for automobiles. A unit of Russian JSC Russian Railways signs a contract with China Railway Group for the design of the 770 kilometer high speed rail connection between Moscow and Kazan, in June 2015. The cost is $383 million. The actual construction link will cost $19.5 billion. Russian Railways President Vladimir Yakunin says the construction contract will go to the bidders who can provide the best financing. Chinese banks have signed agreements in 2015 to provide $25 billion in financing for Russian companies. China is keen on using its high speed rail technology to expand in other countries and this contract is being pursued vigorously by Chinese companies.

Whats different about the May unemployment numbers? The Labor department reported job losses were 345,000 in May, 2009, which is a drop from previous months. Manufacturing posted half of these job losses. Factory job losses have been aconstant inthis downturn, with losses of 156,000 in May, 154,000 in April, and the average monthly decline for the fourth quarter 2008 and first quarter 2009 of 171,000. Auto job losses are likely to be permanent, and further downsizing at GM and Chrysler could lead to steady job losses in manufacturing. The job losses in service related companies was 120,000 jobs for May 2009, much smaller than the 230,000 jobs lost in April, and much smaller than the average job losses of 334,000 in the fourth quarter 2008 and first quarter 2009. The steep losses in the service sector is unprecedented in ths downturn going back to the 70 years the Labor Department has tracked this data. But continued losses in manufacturing will weaken a recovery, especially as many of these jobs in construction and manufacturing are permanently lost. This recession is impacting men more than women because of construction and manufacturing job losses, blacks and hispanics more than whites, the less educated hit the hardest, and young people also hit hard....

Fiat's 35% stake in Chrysler was obtained not for a cash investment, but mainly in exchange for covering the cost of retooling a Chrysler plant to produce one or more Fiat models to be sold in the US. Fiat would also provide engine and transmission technology to help Chrysler introduce new fuel efficient small cars. This purchase would see the Cerberus 80.1% stake in Chrysler diluted. It would not affect the 19.9% of Chrysler that is owned by Daimler. As part of the Fiat deal Chrysler is supposed to restructure the $9 billion in debt it has on its books. Cerberus may lose billions on the deal, but it faces an even bigger hit if it is forced into Chapter 11 bankruptcy protection or it continues running Chrysler into an even deeper slump in auto sales in 2009. The Fiat deal is the only thing that Chrysler has to show that it should keep the government loan of $4 billion and get additional funds if needed to keep the company runnning. Chrysler did not show any new models at the North American Auto Show in Detroit recently and has practically ceased product development. For Cerberus this is the exit plan and ends any prospect of making the Chrysler deal work. Cerberus acquired Chrysler by mortgaging all of Chryslers plants and assets for a $12 billion loan from a group of banks, JP Morgan, Goldman Sachs, and Citigroup. ...

The Obama administration denied approval for the TransCanada Keystone pipeline. President Obama made it clear that the decision was made because of the "arbitrary" February approval deadline imposed by Republicans in Congress, and said this "is not a judgement on the merits of the pipeline." The administration suggested that TransCanada reapply. TransCanada CEO Russ Girling says the company is "fully committed to the construction of Keystone XL, and that it "will reapply for a presidential permit and expect a new application would be processed in an expedited manner to allow for an in-service date of late 2014." Experts say the U.S. could reuse some of the studies and analyses and that the process would take 18-24 months. Alberta's premier, Alison Redford, says she believes the project will get approved.
