Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

Hear the complete speech of German Chancellor Scholz to an extraordinary session of the German Parliament on DW.com. This may be the most important speech in the last 30 years of German history since reunification. An extraordinary speech that sets the tone for the new Europe that Germany leads with its partners in the European Union. Fundamentally Scholz tells the German people that Germany is fighting alongside Europe for its freedom and democracy, so that the last 30 years of peace are seen not as an exception in history. Germany will not let Putin take us back to the imperial wars of the 19th century, Putin told parliament. Scholz tells the German people sending arms to Ukraine "was the only response possible to Russian aggression." He also tells them that it was not the Russian people, it was Putin who had launched this aggression. "This is Putin's War. Putin is destroying the European security structure." "A peaceful free Europe, we will defend it." This is the way Scholz finished his speech. Scholz outlined 5 actions Germany was taking including actions on investing $100 billion in Bundeswehr armed forces, in strengthening NATO capabilities, in building up Germany's technological capabilities, in 2 huge natural gas terminals. The entire German parliament stood up to applaud for a long time as Scholz described how Germany was with the Russian people who braved arrest to protest Putin's War, and there are many, many, Russians who do not support the war. Reconciliation with Russia remains a building block of German policy he said.   ...

Germany's Economy Minister Robert Habeck says Germany has plans to almost completely end Russian energy imports by the end of the year. For this to happen Germany has to make extensive progress in cutting oil imports in a short time. By the end of summer the Russian energy imports will be cut by half. The effort is significant because before the invasion of Ukraine Germany received 50% of its coal, 55% of its gas, and 35% of its oil from Moscow. Coal deliveries will end by the end of autumn. 

Habeck confirmed that current contracts with Russian companies to import energy will not be renewed. He also confirmed that Russian gas deliveries will take longer to be stopped- not till mid-2024.

In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. The propaganda war taking place in Russia and China, and anti-western sentiment promoted on Chinese social media Weibo with the linking of Ukraine with the issues China faces in Taiwan. A kind of Monroe doctrine thinking that prevails about legitimate spheres of influence of Russia and China. Under the Monroe doctrine the US considered South America its sphere of influence during the administration of US president Monroe in the 19th century when such thinking about spheres of influence prevailed. A closer look shows that this was a policy against restoring Spanish or French colonization of newly independent nations in South America such as Argentina, Brazil, Colombia, Peru, Chile and Mexico. It was put forth in an annual message to Congress in 1823 by president Monroe.  It had the support of Thomas Jefferson and James Madison, founding fathers of America. Originally it was intended to be a joint British-American declaration by Canning and Monroe. In this sense even the superficial notion of America supporting such spheres of influence is based on protecting liberty of nations that suffered colonization such as Mexico, Venezuela, Peru, Argentina and gained independence from Spain. Around 1823 when it was stated it was the British Navy that prevented any recolonization by Spain or France. Under president Theodore Roosevelt it was used to keep European powers from invading Venezuela in 1903 to enforce the payment of debts Venezuela had with European countries. ...
