A Berlin based think tank, German Institute for Economic Research, says Germany could end its dependence on energy imports by winter of 2022. That is much sooner than mid-2024 as Economy Minister Habeck has stated.The issue has serious urgency as the war continues in April in Ukraine entering a new and more dangerous phase in the east. And every day oil and gas imports by European Union gives Russia $16 million for coal, $434 million for natural gas, and $489 million for oil, a total of close to $1 billion every day.  With new missile attacks on civilian buildings this is one way for European Union to shoulder some of the burden that it has not done so far. DIW think tank says this could be done with decreased industry and household consumption that could generate about 18-26% savings of the demand for Russian natural gas, suggesting that households turn down thermostats and use less warm water, and industry turn to alternative fuels such as coal and biomass. Another saving is from increased supplies from Norway and the Netherlands of liquefied natural gas (LNG). Increased supplies from Norway alone says DIW could cover 20% of current annual imports of gas from Russia. Instead of waiting to build new infrastructure, the new LNG terminals on the coast which face long construction times and eventually falling demand for natural gas which make them financially untenable, the best approach is to use existing infrastructure in LNG terminals in the Netherlands, Belgium and France to increase volume in EU pipelines. Such action would cover 25% of demand for Russian natural gas. Other action is get more efficient use of the European pipeline system to increase German gas imports from Algeria, Libya and other North African nations vis southern EU nations. ...

The ban was lifted in 2018. It shows how fiercely this decision was opposed in the scientific community, even as some virologists and bureaucrats went ahead. An agency National Science Advisory Board for Biosecurity, going by the acronym NSABB would make the recommendations to National Institutes of Health or NIH agency, and the Health Ministry in the US called the HHS.

This type of unease added to the anxieties about efforts to change the cultural identity of the US based on its history of European settlers, first from Spain and later from France and Britain, over the eighteenth, nineteenth and twentieth century putting politics before history. This WSJ report on critical analysis of coronavirus data has a very useful chart of Estimated Range of Symptomatic Cases Reported by Country. Complete coronavirus data for all symptomatic persons who have the coronavirus infection is lacking in most countries. Many people in large populations have symptoms and are positive but are not reflected in the official data collection. This is a big problem as the total number of cases are understated by a magnitude of twice to five times the numbers reported in official tally.   South Korea has done a good job of getting more of the symptomatic people with the infection in its data, as about 53% to 90% of such persons are reflected in official data. Next comes Germany at a range of 38% to 55%.  China comes third and has about 28% to about 38% of such persons reflected in its data, the U.S. currently on April 4 at about 14% to 19%, according to this chart in the WSJ. The source for this is Mathematical Modeling Center at the London School of Hygiene and Tropical Medicine. What this means is that the US. number of cases at 278,000  reported infected people with symptoms (April 4) is only 14% to 19% of the true number. Another way to say this is that the actual infected persons with symptoms is about 5 times what is reported, or over 1 million not the 278,000 reported.  As happens for China data collection agencies may never get the true number. To be comparable to the Chinese numbers, as the U.S. is a large country, the figure closer to the true numbers would be twice the 278,000 reported or over half a million symptomatic infections of coronavirus in the U.S. Why is this data important. With widespread testing as in South Korea one gets data that tells one how many people are infected (the size of the problem) and therefore the resources needed and the point of greatest impact. Also it tells one the typical transmission rate per person, and it helps hospitals in each area know what to expect and what resources are needed to prepare- not find people suddenly turn up in the E.R. in unpredictable numbers. The lack of widespread testing and better reporting in the data to get a grip on the pandemic is shown in this chart for countries hardest hit, less than 5-6% for Italy and Spain. Jeb Bush opens his election campaign in Florida where he was two term governor, and addresses the crowd in Spanish. Jeb Bush met Columba Garnica de Gallo, a Mexican girl when he studied in a foreign exchange program in Leon, Mexico in 1970, when he was 17 and she was 16. Jeb Bush was assisting in the building of a school in a small village outside Leon, as part of a program at Andover called Man and Society. They were married in 1974 in Austin, Texas. Jeb Bush received his BA in Latin American Affairs at the University of Texas at Austin. His earlier schooling was at Andover, Massachusetts. He is the only candidate with deep personal and educational connections to Latin America coming from the traditional political elite. Columba's personal story as the daughter of a migrant worker who left the family when she was three, and her championing of causes related to women and domestic violence add a different aspect to the Bush story, seen as a privileged family. This makes Jeb Bush unique in the Republican Party- unlike Marc Rubio and other candidates of Cuban ancestry from the Miami area- with deep roots on both sides of the American story, and spanning generations from Columbus, Ohio to small towns in Texas and Mexico. Rubio's parents immigrated from Cuba in 1956 under the Batista regime later overthrown by Fidel Castro. The election campaign gives Jeb Bush an opportunity to create a consensus on issues relating to minorities, immigration and the struggling middle class. In a Republican debate in 1980, Reagan said "Rather than put up a fence (between Mexico and the U.S.) why don't we work out a recognition of our mutual problems." To which George Bush Sr. said: "They are good... strong people. Part of my family is Mexican." It is an opportunity to build connections to Latinos in the U.S., and rebuild the Republican party's connections to Hispanic Americans, closing the gap with the Democratic Party. This will be good for the country to move forward....

James Galbraith's ideas on the bailout in the Washington Post. He would remove the cap of $100,000 on FDIC insurance and put $500 billion into the FDIC and more resources for the FBI and hire the auditors and investigators needed to clean up the mess. Next he would use $200 billion to buy the preferred shares in the banks that need the money. He would let the investmet banks and hedge funds to themselves. And he woul provide federal funds to stte and local governments in a Nixon administration type of revenue sharing scheme so that local governments do not cut essential services and investments in education and so on. And he would focus on energy and climate change issues for the next 10-20 years as national goals. His point that even with freeing up the illiquid assets two things dont change one the borrowing still will be weak as the economy slows, and the recession and slowing economic conditions will not change.

Russian prime minister Putin makes a road trip that stretches for 1,240 miles from Khabarovsk, near the Pacific coast, to Chita, a city near the Mongolian border. For half of the distance Putin drove a Russian made Lada compact, and for the other half he used a minivan. He seemed to be enjoying the trip shown on state media. The Wall Street Journal shows a picture of him filling gas in his yellow Lada car at a gas station somewhere in Siberia. Political analyst Alexei Makarkin, says the Medvedev-Putin partnership seems to work well, with Medvedev appealing to educated urban middle class, and Putin to the working classes with his informal style and manner. Driving on the soon to be completed Amur highway -which is historic because it links eastern and westen Russia for the first time- Putin was able to connect with local people and working class folk in small towns on the way.
