Areva will take a writedown of 1.46 billion euros on the value of its uranium mining business. It will take an additional writedown of 800 million euros for the nuclear business following the nuclear accident in Japan. Areva expects a 2011 full year operating loss of 1.4-1.6 billion euros. A 50 million gallon ethanol plant could use up 150 million gallons of water to make fuel, thats 3 gallons of water for 1 gallon of ethanol fuel. In the Lower Republican river Natural Resources District of Nebraska farmers which is a dry drought prone area dependent on underground water formations for irrigation, farmers pumped out 62.6 billion gallons of water from underground. Now that a court ruled that Kansas should get its fair share of water from the Republican River which is sees its levels affected by the underground pumping near the river, this water district is having to put irrigation meters that are checked after each harvest to limit use to 11 inches on average over 5 years. This article shows how scarce resources like water can be used up in the production of ethanol, and how that can complicate life for farmers even though the extra income from ethanol plants can boost incomes in depressed farm communities....

California Governor Schwarznegger points out that about 80 cents on every government dollar in California goes to public employees compensation and benefits. He says spending on state employees went up three times as fast as state revenues during the last decade. The result is crowding out of other programs such as higher education, parks and recreation. Because of large unfunded pension and retirement health-care benefit committments, California faces $550 billion of retirement debt. Costs of servicing that debt have grown at the rate of 15% for the last decade. The result is that California will spend more on retirement benefits than on higher education in 2010. Schwarznegger points to the fact that most employees in the private sector do not have $1 million in savings, but are in effect guaranteeing a retirement account of $1 million to state employees who retire at 55 years age- with a $3000 inflation protected check for the rest of their lives- as evidence that politicians in the State Assembly have made committments for the future that they cannot keep. And if they are kept they will leave little money for essential programs in education and public services....

Rebuilding in Ukraine is focused on destroyed bridges and infrastructure as Russia continues to destroy apartment blocks, and targets the electricity grid.  Many of the apartment blocks destroyed outside Kviv in Irpin in this story are hard to rebuild because of the constant attacks most recently with hypersonic missiles that are hard to detect. A couple fled from Donetsk, settled in Irpin in a new apartment only to have to flee again after a Russian missile attack left their apartment building in ruins. How do you build in the midst of a war is the question Ukrainians ask themselves every day. About 150,000 apartment buildings and half the electricity grid is destroyed, so also 1500 schools and 20,000 kilometres of roads. It would cost $350 billion to repair. It would require policy decisions on what quality of building materials and how many to apartment buildings to build and how quickly.

Buildings have a large carbon footprint - producing 38% of global carbon emissions. Of this 11% are in the construction materials of steel and concrete, Wood is an alternative material that is being tried in buildings. Passive heating is a way to heat or cool buildings by building underground canals around a building and using the natural temperatures of the earth to cool or heat the air above. This is seen in the Energon building in Ulm, Germany.

The Trump campaign rally forms the core of a movement that held together and turned into one of the most steadfast movements in modern American political history. It has changed the Republican Party. About 5-10% of the people attending the rallies are steadfast supporters who attend multiple rallies. Of the 550 campaign events conducted by Trump 70% are trademark rallies. The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. About one in 5 German workers are in minijobs- about 7.4 million people in May 2013, according to estimates from the WSJ and Germany's Federal Employment Agency. Minijobs are a form of part time work that gets a German worker 450 euros a month free from taxes. Many of these jobs are in retail, healthcare and offer these industries more flexibility. California had not thought this thing through, with free medical coverage not available to even citizens of the US, why would unrestricted borders not overwhelm a border state's Medicaid system signed into law by a Texan president Lyndon Johnson for the people of this Nation. Democratic States are running into a logical fallacy that the European Union and Germany are already experiencing, stretching straining public services, which has nothing to do with one's sentiments. Gov. Newsom now wants to give this benefit for $100 monthly premiums in 2027. ...

Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...

About 65% of the population openly identify with Christianity and the Bible, and this is now stabilized over the last 5 years. It is important to remember that Abraham Lincoln questioned some church religiosity and practices, yet had a profound belief in the Bible, his Devotional based on the Bible that was published in London in 1854 was one that he kept with him for most of the years serving the Nation. For close to 70% of the population having a belief in the Bible, and in God, is a good sign for the future of the Nation as it approaches it's 250th year, and a community that settled these British colonies and a vast continent since the 1600's for 400 years. ...

Solar energy is now the better option versus coal as costs are going down at rapid pace. In 2010 cost was about $100 per megawatt hour, This is down to about $35 per megawatt hour in many countries including India by 2020 as cost for the lifetime of new plants. New solar farm plans cost less for renewable energy than coal fired plants. The Modi administration hopes to double then triple production of solar energy to meet India's growing needs. This makes it possible for the European Union to set targets of 32% for renewable energy in the total energy production by 2030. 

The cost of coal has not changed much costing about $55 to $150 per megawatt hour for new plants.

Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. In the U.S. with the Sanders and Trump movements, and the Beppe Grillo movement in Italy.  ...

Buddhism gives people the opportunity follow a path to spiritual life and peace of mind without getting involved in politics. Here NYT provides a look at Buddhism in China as it is practiced to get people to set better moral standards to rejuvenate China. The founder was a small child traveling across China with his mother searching for their father after the Japanese invasion of China. He joined a monastery they passed by. After the Communist takeover of the mainland in 1949 and during the years of the Cultural Revolution he was active in a missionary movement for Buddhism and Buddhist culture in Taiwan.  Chinese president Xi Jinping has met with him 4 times and supports the movement in China as part of an effort to rejuvenate China and improve moral standards lost during the rush to modernization and industrialization. At one point even telling him "I have read all the books you have sent me Master."  For this movement to revive Buddhist culture and ethics the politics is secondary, what matters is the quality of people's lives and their finding fulfillment by living lives that honor the values of a good society that is caring for fellow beings, and practicing good moral standards.  Imagine a 100 acre facility that holds 2 million books in Yangzhou, including 100,000 volume collection of Buddhist scriptures. Built in two valleys of bamboo forest the temple in Yixing  is special, the atmosphere quiet and reflective, and with reading rooms, rooms for calligraphy, for tea. It was started in 2006 and is active with many people visiting the temple. In Buddhist countries such as Burma, Sri Lanka, Thailand, wherever Buddhism has got entangled with politics the purity and purpose of Buddhism has suffered. Putting Buddhist culture, learning, and quality of living first is essentially the way the Buddha had meant it to be. In a rare and profound way both Mr. Xi and the founder of this Buddhist group have made a unique and lasting connection to rejuvenate China after 100 years of tumult, war, and strife that started with the wars at Chinese ports in the 1850's, and 50 years of rush to industrialize that made weary and weakened the soul of a nation. During the period post coronavirus pandemic China and the Chinese people may find in Buddhist culture much that can enhance the quality of life just as the European nations France, Britain and Germany look back to their own culture and tradition for rejuvenation and renewal. In this sense even as China faces a West determined to protect its industry and technology, and returns to its roots, China can find a way to its own roots, confident that the period of European domination can no longer torment its soul. ...
