Garlic, ginger, turmeric and similar products are vital for healthy living and healthy food. So it is surprising that so little has been done before the Trump tariffs on Chinese food dumped in the U.S. This BBC report by Pamela Parker says 1994 was when the U.S. confirmed dumping by China of garlic yet the tariff that was placed was of an ineffective type that could be circumvented. As a result the U.S. producers such as Vessey in California that produced garlic for 100 years and 5 generations decided to not produce it beside cauliflower and cabbage. Of the surviving producers one producer today in California produces 100 million pounds of this product that has value way beyond the actual dollars as vital for healthy food supplies in the U.S. In fact after reports of contaminated water supplies in China imports of ginger and other such food products have been shifted away from China.  It is well known that the industrial revolution in China came too quickly and at a large cost to the environment after 1990 including contamination of the water, rivers. For this reason it is stunning that the people setting trade policy in Washington could have ignored the vital need of U.S. meeting food needs for healthy living out of its own soil and trusted farming community. To not have done so and let producers of garlic or ginger or other such vital food products to sustain health to go out of business is nothing less than a part of the growing calamity of self inflicted wounds that have happened so far. At no time more compelling an issue as today in the pandemic. The truth is that when it comes to healthy food supplies it is vitally important, as important as national security. And local supplies grown in one's own state or country particularly for vegetables, herbs, and fruit, are very critical. There is no way to even compare product grown locally to product grown in any country where water supplies may be contaminated by rapid industrial growth. ...

In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. There are serious differences in what Ukraine says it received $67 billion military aid and $31 for budget needs compared to the $350 billion figure cited by DJT. DJT calls Zelensky as not legitimately representing Ukraine as no elections can be called in Ukraine in wartime and Zelensky's term expired in 2024, saying should'nt the people of Ukraine be at the table. He also says Ukraine was at the table for 3 years and even a half baked negotiator could have settled this war. What DJT means is that Ukraine could have settled it by promising to stay out of NATO, and remain neutral not joining the EU. It would have given up control over formerly Russia supporting parts of Ukraine in the east that Russia now controls. Ukraine would have returned to being a buffer zone between Western Europe and Russia of today. Even today this has not changed as any peace would not reverse the status quo of control of these eastern regions by Russia. On NATO Russian Foreign Minister Lavrov says- "Trump (DJT) is the first, and so far only Western leader to publicly and loudly say that one of the root causes of the Ukraine situation is the impudent line of the previous administration to draw Ukraine into NATO.” Zelensky's popularity has fallen in Ukraine as the war drags on. DJT says US has put $350 billion in Ukraine and asked for an agreement committing half of Ukraine's rare earth resources to the US. Zelensky says he cannot sell the state out. Zelensky's estimate of US assistance is $67 billion military aid and $31 billion in aid for the budget. ...

The WSJ editorial on the same day also mentioned the plan's effort to help improve worker wages by increasing business investment, and creating the kind of growth where workers could share in the benefits. Jeb Bush made the lack of economic mobility a focus of his speech at the 2013 CPAC conference, a theme he shares along with his concern for fair treatment of Hispanic immigrants. In his speech at the 2013 CPAC conference Bush said: "the central mission of conservatives is to reignite social mobility in this country- restoring the right to rise," and pointed to the loss of economic mobility in the U.S. compared to any point since World War II.

It also includes attacks on opponents, the better with some publicity, good or bad, as his attacks on Carly Fiorina for looks, Jeb Bush for energy, and Megyn Kelly of Fox News show. Trump writes about this in his book written three decades ago- "The Art of the Deal." In the book he says that putting down the competition can help. And what about the deal itself? He is a pediatrician who worked for hospitals in Texas before heading a vaccine project at Texas A&M University.  Internal politics led to his resigning from the effort to build a vaccine development capability with pharmaceutical companies at Texas A&M. Most of the rest of this report shows a physician who is determined to pursue big projects such as the one he is tackling today. President Trump appointed him to lead FDA, and to be the Assistant Secretary of the Department of Health and Human Services. With the missteps of Secretary Azar testing suffered in the early months of the crisis as reported in the WSJ. Adm. Giroir has taken a leading role since  this period. He also heads the U.S. Public Health Service Commissioned Corps of 6200 staff playing a vital role. On March 13 he was asked to lead the effort in testing.  He comes to this role with experience in the field of vaccines realizing that "the challenges are not just biological but engineering." New technology would be needed to make massive amounts of vaccine. His idea is that transformational efforts are needed. His idea for a billion dose per month facility in Texas did not work, yet he worked on it for about 5 years from 2010 to 2015 at Texas A&M University, at one point being the vice chancellor. He was selected by Texas Governor Perry as chairman of the task force in Texas in 2014 to oversee the effort to fight the Ebola virus. He now is in a position to bring all his experience and aspirations to tackle the coronavirus, cutting through much of the red tape and bureaucracy, and pulling together the effort combining science of pharmaceutical companies with the technology of manufacturing billions of vaccine doses in a record time. Today he sees capacity for testing reaching 40-50 million tests a month by September 2020.   ...

The auto sector has an outsized effect on economic growth that is not easily grasped. The IMF sees a fifth of slowdown in growth of global gross domestic product and a third of world trade coming just from low demand for autos. The auto sector feeds into demand for steel, aluminium, copper, plastic and electronics, so it feeds into other sectors. Aging populations, stagnant incomes, ride sharing, and economic headwinds on trade for China, slower demand with lower economic activity in India from bad loans and low credit in the finance sector, all have cut into growth. Tariffs from president Trump and tit for tat tariffs increase costs and cut into profits. In Europe there is added factor of mandated drop in carbon dioxide emissions by 20% by 2021. The new technology will increase costs of autos by 800 to 5000 euros and add 5-11% to the selling price, reducing sales by about 5%.  A fast growing market is India but companies such as Ford and GM have moved out as it slows down. Higher emissions standards in India for 2020 are likely to increase prices in a very price sensitive market. Lower availability of credit in China and India have led to drop in sales of about 15% in both major markets for autos since mid 2018.   ...

President Trump says the U.S. finances the WHO with $450 million but the WHO has opposed some of the basic common sense approaches to the virus such as early quarantines and suspension of flights from virus hotspots. Including opposing the U.S. action taken by president Trump on January 27, 2020 to close all passenger flights between U.S. and China. A 14 day quarantine was put into effect for Hubei province. About 8.5 million passengers visited the U.S. from China in 2018 according to the U.S.Transportation Department. Reports show Chinese cities deserted on NYT January 30, but infections only 1300 a week earlier going up to 12,000 and only 259 deaths. President Trump says the world was misled by the WHO on the extent of the crisis developing in China, as he sets up a review of the WHO's role in the crisis and on funding by the U.S. President Trump says the crisis in the U.S. would be much larger if some of the 8.5 million passengers from China arrived in U.S. cities. He also says the decision was his own intuition about what was happening with health experts not realizing the extent of the crisis as there was very little data on the crisis. Most of the experts Mr. Fauci and Dr Birx were also not aware at the time of the gravity of the crisis, and some leading epidemiologists at American universities even called it an emotional reaction. ...

Boris Johnson leads a new British government that is composed mostly of ministers who want to see Brexit happen, and giving the positions of Home Secretary and Foreign Secretary to persons who do not care what happens as long as Britain leaves the European Union. Johnson's date is October 31st for leaving the EU. Sajid Javid, a former Deutsche Bank AG executive is the new chancellor of the exchequer. Priti Patel is new Home Secretary. Dominic Raab a former lawyer who has called for parliament to be suspended if need be so that Brexit can be pushed through is the new Foreign Secretary. Dominic Cummings who headed the Leave campaign for the Brexit referendum in 2016 is the new adviser at 10 Downing Street. Johnson's strategy is to pack the cabinet with people loyal to his vision of leaving the EU October 31st regardless of what the EU does.  The EU has not changed its position and is even less likely to consider any new Irish border proposals. Three top ministers are opposed to Mr. Johnson's views and resigned. Treasury chief Philip Hammond, Deputy primeminister David Lidington, Justice Secretary David Gauke, all resigned in opposition to Mr. Johnson simply pulling Britain out of the EU. Johnson once said all he feared from Britain abruptly leaving the EU was a shortage of Mars bars. During the election in the Conservative party Mr. Johnson was mostly quiet and avoided any gaffes to sound statesman like, yet as the process unfolds Mr. Johnson is likely to face the same problems faced by his predecessor Mrs. May. Added to this is the new opposition of moderates like Mr. Hammond and Gauke in the Conservative party that could topple the government and lead to a general election with just three vote swing in the other direction doing this. Mr. Johnson has prepared for this by having Mr. Cummings as a top adviser in the event he faces a general election. Meantime the Labour party initially not favoring a second referendum with Mr. Corbyn's ambiguous views on Brexit, as shifted gradually to the leadership and the rank and file all favoring a second referendum and for Remain. As Greg Ip has pointed out in the WSJ this week the conditions have changed with protectionism, nationalism and hostility to globalization, and president Trump not planning concessions of any sort even for the UK in trade negotiations. This means to low productivity of less than 1% to support stifled wages, one would have to add a 3.5% hit to GDP from a no deal Brexit such as Mr. Johnson approves according to the IMF. With the migration issue not what it was three years ago and reduced to a trickle this new situation must be on the minds of Mr. Corbyn, Labour and Conservative moderates. ...

With 9.5 million barrels a day cut for U.S. G20 and OPEC+ negotiated by president Trump many Texas oil wells will be shut in. Even with these cuts price is sensitive after dropping to $22 by April 12, 2020. The cuts averted a complete collapse in oil prices when markets opened on April 13. By April 12 oil demand worldwide had fallen by 30 million barrels a day. That is how grave the situation was. By doing so the U.S. protected its oil industry. There was complete lack of leadership from Russia, Saudis, Mexico and other countries until president Trump intervened with strong action. Trump threatened tariffs on imported oil to protect the U.S. oil industry if other nations did not come to terms, including calls from U.S. senators telling prince Abdulaziz the Saudi oil minister the U.S. Saudi relationship could not be salvaged if the Saudis did not come to an agreement. Once again president Trump's tariff moves worked, this time to save the world oil industry and oil producing economies such as Russia from severe hardship. ...

It is not clear what this bazooka is. China's leaders are studying the economy carefully. Recent actions for stimulus were designed to offset weak performance of stock markets which have rebounded with Shanghai index up 11% into positive territory. Consumption spending is weak with worries about the safety net and propensity to save so that lower mortgage rates will mean households will pay of their mortgage first before increasing spending. Real estate construction is weak after bankruptcies in this sector. Some suggestions are for China to improve its safety net as in the US for working class people, low income families- to give them better medical insurance. And increase pensions of farmers, migrant workers, and low income families. They may still be inclined to save yet it is a move in the right direction as is happening in the US, and the trend worldwide is to reduce stark social divisions. China just lacks the resources for the kind of revival in the US that Harris has planned. As long as the US was frittering away its resources in foreign wars it had one hand tied behind it's back, as long as it did not invest these dollars going to wars overseas in the domestic economy it would languish and fall behind. It was in this sense Joe Biden who did the hard work that Trump after raising the alarm signals failed to do for lack of focus, and now it is Harris who is building the game plan for the kind of US that led the US into the twentieth century once before- optimism, imagination and hard work. ...

Project 2025, originating at the Heritage Foundation, most dangerous idea similar to abolishing Social Security is to consider abolishing the US Federal Reserve. Why? Because the Fed was established to avoid banking panics and setup a sound banking system, a sound economic system. It suggests unravelling solutions that were developed after one hundred years of experience gained by US that has made the period since 1950 the least crisis prone compared to prior to Fed's formation in 1913.  Mr. Trump himself said in 2022 that the Heritage Foundation will "lay the groundwork and detail the plans" for what our movement will do, according to the WSJ report." It has become a matter of huge controversy with plans for outright attacks on the civil service, a blueprint of plans to shut down important government agencies such as the Education Department, Department of Homeland Security, and affect the functioning of the government of the United States in accordance with the Constitution.  The most radical is to change the financial system of the US that evolved from the Great Depression and previous economic crises since 1900 that led to the formation of the US Federal Reserve as the central bank that monitors aspects of the economy such as inflation and unemployment. Project 2025 says consider abolishing the US Federal Reserve and replace it with 'free banking' that does not control interest rates or the supply of money. These are untested ideas but more significant is the fact that it is the US Fed that under different presidents has taken the lead in managing the economy when a crisis happened. President Woodrow Wilson signed into law the founding of the US Fed, and its regional Fed system with a. supervisory board in Washington on Dec 23, 1913. Before the Fed the US currency was printed by individual banks and inflation or the economy could not be controlled. This led to banking panics the last in 2007, with great loss to the working people and families of America. It is unthinkable today that individual banks not the central bank the US Fed would issue US currency dollar banknotes. Yet it is just this kind of radical Barry Goldwater type of idea that is being put forward in Project 2025 that is written for a future administration running the country. ...

India and China announced disengagement following the incident. This report points out that the resolution happened on the eve of a BRICS meeting in China. Indian prime minister Modi's absence from the BRIC's meeting would have been an embarrassment for China, says the Hindusthan Times. The resolution would have happened after both sides realized that the border issue escalation was not in the interest of China and India as both sides face more important issues- India in the focus on modernization and China on sustaining growth and maintaining trade relations with the U.S. Trump administration at a time when the debt to GDP ratios exceed by some estimates 280% and trade has become a sensitive issue in America's midwestern states. ...
