A liberal constitution protects the rights of all of South Africa's communities and citizens. Share of households without electricity fell from 42% in 1996 to 10% in 2016. Black people make up 50% of the middle class. Blacks now make up more buyers of suburban homes than whites. Race relations are better today. The problem is that progress and improvement in living and economic conditions stalled after 2009 when Jacob Zuma as head of the African National Congress became president. GDP per person declined after 2013. Half of South Africans were born after the end of Apartheid in 1994. Nearly 40% of people of age 15-34 are not in work, training or education. To get into the middle class one needs a job. About 62% of South Africans would trade democracy for an unelected leader who could deliver on housing and jobs and the economy. Cyril Ramaphosa was made president and head of the ANC after a bruising struggle to oust Jacob Zuma in 2017 ANC conference. He now faces elections in May 2019. In the 1980's he led the National Union of Mineworkers. He later became secretary general of the ANC in the 1990's and led talks for democracy. Ramphosa was passed over by Mandela because of pressure within ANC to select Thabo Mbeki. Mbeki was followed by Zuma, also from ANC. Ramaphosa then joined business, as a small number of well connected black South Africans and made $450 million through preferential access to equity in large firms for a few black South Africans. Then went back to the ANC as deputy president,  then deputy president of the country. The Economist says after Zuma South Africa is running out of time, and Mr. Ramaphosa expected to win, faces many challenges, particularly youth unemployment. ...

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

These are priorities of protecting working class families, building their savings, supporting education and healthcare for working class families, building back better America's crumbling infrastructure, tackling climate change, financing renewable energy, rebuilding America as a manufacturing leader for the world. It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. Exxon is looking for a big oil dealer in the shale patch in the US. It is considering the acquisition of shale company Pioneer Natural Resources with a market cap of $49 billion. Exxon wants to make use of its windfall profits of the last year to good use. An acquisition of Dallas based Pioneer would give Exxon a dominant position in the West Permian basin of Texas and New Mexico. Exxon made windfall profits of $56 billion in 2022 after the jump in oil prices following the Russian invasion of Ukraine. Based in Irving, Texas, it is heavily invested in fossil fuel assets and its thinking is that fossil fuels are here for a long time as it has not made a significant shift to renewable energy. During the cutoff of Russian oil supplies Europe has depended on LNG supplies from the US and Qatar, and on Norway for increased oil and gas supplies. President Biden included drilling concessions in some of the legislation passed in Congress and Conoco plans to drill in Alaska. The transitional period has gained support in places like the US and Norway following the need to support the European Union and Germany in the crisis. This gives oil companies some time to sort out their future plans for renewable investments. ...

Biden goes to Brownsville, Texas, on the same day that Trump goes to the Texas border with Governor Abbott. Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. Ron Johnson even said at hearings that RFK Jr who is supported by millions of moms and parents, is an answer to his fervent prayers. “We will create an honest, unbiased, science-driven HHS, accountable to the president, to Congress, and to the American people.” ...

This is what is left after decades of civil war. The intervention of local and foreign powers in the Arab world has led to huge breakdowns in society, and massive destruction in countries facing civil war such as Syria, Iraq, Yemen, Libya. This is the kind of situation that happened in China's northern and southern provinces in the 1930's, and 1940's. A new pathway for peaceful development outside of ideologies and socialist movements, pan arabist or religious movements need to be found for the region, the Arab world in North Africa to the Middle East. China, Korea, and Vietnam found a way out after civil wars over 1940-1975. India is putting out a map for a course of action with Vikshit Bharat  or Developed India after two centuries of stagnation under the British Empire 1756-1947, and 5 decades of stagnation under the Congress Raj 1947-2000. The spirit of development and desire for modernization, for modern science and technology, good governance and institutions, must come from within.   ...

Vilsack is from rural Iowa, where he was a small town Mayor. The opioid epidemic has personal overtones for Vilsack because of his parents addiction and growing up seeing the lack of helping hands. Vilsack. a two term governor of Iowa has witnesses these struggles in Iowa, as the state rural areas faced high poverty rates, more likelihood of being obese, less likely to go to college, and more likely to be pregnant in the teen years, than the rest of America. Vilsack is frustrated not just with the Obama administration but also with Congress, the media, the private sector with high pharmaceutical prices, for not giving enough attention to rural America. He sees rural America as providing the food grown and a disproportionate share of the military. The opioid epidemic comes at a bad time for rural America. This report provides a story that is typical where a dose of painkillers for a Navy employee leads to addiction and use of opioids. The whole experience has made Vilsack sound cranky to people in the White House. ...

New legislation introduced in the U.S. Congress by Senators Orrin Hatch and Ron Wyden giving fast track and trade promotion authority to president Obama faces intense opposition from Democratic Party members of Congress. Only about a dozen House Democrats are considered to be supporting the legislation. Senator Schumer says "I don't believe in these agreements anymore, I've changed." Senator Warren on the left opposes the legislation. Senator Bob Casey of Pennsylvania says the legislation "as paving the way for another Nafta style deal that costs jobs." The deal if it passes the Senate, would face Republican opposition in the House where 50 or more Republicans are reported to be against the fast track approach and giving too much authority to president Obama without Congressional input. Fast track legislation would allow free trade pacts such as TPP to pass Congress without amendments or procedural delays. Labor groups and auto, other manufacturing companies, oppose the legislation because of the impact on manufacturing, West Coast groups in IT industries favor the legislation. Projections made by Petri, Plummer and Zhao at the Peterson Institute of International Economics, show the impact of Trans Pacific Pact (TPP) free trade pact would be $109 billion in added manufacturing imports to the U.S. to 2025 and $ 53 billion in exports, a net U.S. unfavorable of $56 billion. For IT and services sector the added U.S. exports to 2025 are projected at $42 billion and imports at $8 billion, for net $34 billion. U.S. favorable. Because of the dominant position of the U.S. in IT how much of this $42 billion might still happen without TPP. Other societal impacts also figure in the discussion, such as which sector needs the largest help and impacts the largest number of Americans for a sustained economic recovery in the future. ...

More than 50% of Americans believe the government should do more to solve problems. According to a recent Wall Street Journal/NBC News poll by a margin of 53% to 42% Americans want government to "do more to solve problems". But there is lack of confidence in Congress and in companies. According to the National Opinion Research Center only a little more than 10% of the people have a great deal of confidence in Congress and only a little less than 20% have a great deal of confidence in major companies. So the regulation it is felt is better setup through expert packed commissions.

The US Senate voted 71-26 to ratify the new START treaty with Russia limiting nuclear weapons on both sides. It is a key part of rebuilding relations with Russia. In one of the last acts of the lame duck Congress, 13 Republicans including Senator Dick Lugar, a senior Republican who has been an influential voice for arms reduction, voted in favor of the treaty.

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. Stephen Bannon the controversial adviser to president Trump is removed from the National Security Council cabinet level principals committee at the insistence of the National Security Adviser to president Trump, Lt. Gen. H.R. McMaster. In addition the chairman of the Joint CHiefs of Staff and the director of national intelligence, were added back to the principals committee of NSC, and the earlier decision to have them as occasional participants was seen as a serious mistake, with Mr. Trump having wanting to change this much earlier. Karl Rove was a senior adviser to president Bush, but like other advisers was not put on the National Security Council. The reversal of the Bannon appointment brings the NSC to its normal membership.This report in the NYT refers to the large role played by Mr. Bannon in the early days with Bannon pushing for the first travel ban that was struck down in the courts, and for the ultimatum in negotiations with the Freedom Caucus that worsened relations with Republicans in Congress. A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Experts say this is a small step in the overall effort to level the playing field. ...

Young South Africans, the so called born frees- born after the end of Apartheid and free elections in 1994- are diillusioned with the African National Congress of Nelson Mandela. They are disssatisfied with the lack of jobs, a poor education system, and tired of the corruption scandals under former president Jacob Zuma. A recent IPSOS poll shows only 55% of 18-24 year olds supporting the ANC compared to 61% overall. Some polls showed support dropping from born frees to below 50%. Almost half of the 58 million people of South Africa are born frees. Their view is expressed by one mother of three living in a shack in Alexandra Township in Johannesburg. She says we tried the ANC but are still living in squatter camps and dirty places. Only the ANC's reach into rural areas, its superior organization, and lack of viable alternatives, are likely to keep the ANC back in power. The Economic Freedom Fighters led by Mr. Malema, a former head of the ANC youth wing is likely to double its vote to 12% from the last election.  ...

Years of failure of politicians in Congress in Brazil, and poor decisions in running the government by the Worker's Party by overspending leaving little money for services, sanitation, health and other priorities, leads to Brazil turning to a former army officer in the 2018 elections. Corruption charges with collusion of politicians and the state owned oil company on contracts known as the Car Wash scandal further damaged the reputation of politicians in the Worker's Party. Jair Bolsonaro was elected to Brazil's Congress in 1990 after a short period in the military at a time when democratic institutions were being restored in Brazil following decades of military dictatorship. By 2014 after two terms in office the Worker's Party led by a former automobile plant worker Da Silva had lost popular support with overspending, failure to upgrade public services and neglect of basic infrastructure such as sanitation, leading to widespread protests. In the 2014 congressional elections Bolsonaro won by nearly 500,000 votes, leading to his bid to run for president from a small party which had the support of Brazil's military. The military played a role in supporting the Getulio Vargas administration from 1930-1945, which pushed industrialization in Brazil and set minimum wage, workers rights. Democracy was restored by 1945 after Brazil sided with the U.S. in the war. In 1964 the administration of Joao Goulart was overthrown in a military coup after popular discontent and protests. Democracy was restored in 1985 with centrist parties playing apart till the election of the Worker's Party under Ignacio Lula in 2008. Six years into his administration by 2014 issues of overspending and poor management of public services led to loss of popular support for the Workers Party as the public looked for alternatives to combat crime, improve public services and address problems of lack of spending on sanitation, public services, health care. The collapse of the commodities pricing boom led to higher unemployment and a shrinking economy leading to unrest and public protests.  ...

This Editorial Board opinion in the WSJ says Guantanamo Bay detention was an option, yet there were controversies about Guantanamo Bay and rulings by different judges. Pew Research shows 85% of the US public supports action to free US neighborhoods of illegal gangs and crime in 2025. 

Action was not taken by the judicial system or Congress, or the importance needed by the press over a decade as this problem surged under different administrations since the Obama administration. And it was not given the absolute priority needed. This left the DJT administration to come up with solutions in very little time.

The federal government spends $93.8 billion on SNAP during the last fiscal year. It gives food to about 41.7 million people each month. The average monthly benefit, per person is $187.54.

Over a decade the SNAP is being cut by $230 billion as the program for money to buy groceries is being changed to require able bodied people to work, and also shifts costs to states. This is part of the new Tax Cuts bill that is being passed in Congress in May 2025.

Doctors face a 21% cut in the amount of Medicare payments for treating seniors having Medicare, though this cut will be delayed till 2011 under legislation in Congress. This issue goes back to 1997, when a budget law set spending targets, and stated that if they were exceeded formulas to reduce doctors payments would go into effect. The formulas seriously cut into doctor payments by Medicare in 2002, so the formula was put off. The result of this is that the cuts based on the formula now amount to 21%. The cuts are not expected to go through, but at the same time Congress has an headache on its hands with the growing deficit. In the Senate there is opposition to a $120 billion bill to extend long term unemployment benefits which lapsed in June 2010, for tax breaks, and other expenses. Senators want to pare down the bill's price tag, as $80 billon of this is unfunded and will be added to the budget deficit. For a primary care doctor in Washington state, Medicare pays about $95 compared to private insurers payment of $129, and a plan for state workers that pays $140....

This report in the WSJ says Reince Preibus, Republican National Committee chairman, has told party officials on Oct. 8, 2016, to redirect party funds away from nominee Trump to down-ballot candidates. This means the Republican party will try to get Clinton supporters to vote who are likely to vote for candidates like Rubio in Florida and Portman in Ohio. Republican Portman has joined Senator McCain in withdrawing support for Trump. This is the result of a video showing Trump making lewd comments about women in a conversation with Billy Bush of NBC. Speaker of the House of Representatives, Paul Ryan, immediately disinvited Trump from a rally in Wisconsin and withdrew his support leading to a big outflow of support from Congressman and Republican leaders. A former chairman of the Republican party in California describes this as the biggest crisis for Republicans since Watergate. The Republican party now stops its mail program to voters that supported Trump and redirects it to down-ballot candidates. It also comes as the Republican party funds and party infrastructure are a necessary and vital  part of any Republican nominee's effort to get elected. The Republican strategy may now be to try and preserve its control of Congress, as a loss in Wisconsin, Illinois or Missouri, could give the Democrats control of the Senate and other losses reduce its House majority. This appears to be the backup strategy of Paul Ryan as Speaker, and the leading Republican after his overwhelming win in his Senate seat against a Trump supported candidate. ...
