Questions about the sanity of having a nuclear plant at Indian Point, only 35 miles from midtown Manhattan, in a metropolitan region with 20 million people. A 50 mile circle from the plant includes almost all of New York City, parts of New Jersey, Pennsylvania, and Connecticut. Indian Point's evacuation plans cover a 10 mile circle with about 300,000 people, twenty miles out the distance cited for Fukushima, is about a million people.

The Chinese government allows PC makers in China to postpone installation of Green Dam filtering software on new computers. This was in response to the growing criticism of this requirement for pre-installation of filtering software on all new PC's sold in China. See the accompanying graph that shows the growth of internet users in China from data of the China Internet Network Information Center. It shows internaet users going from about 25 million users in 2000 to 300 million in 2008, showing how quickly internet technologies are penetrating and changing lives in rapidly changing developing countries like China.

Louis Uchitelle talks to Stanley Moses, an economist at Hunter College in New York, and others, to find out if things will work out as expected with the $700 billion or $800 billion that Obama plans to invest in infrastructure, energy, and other things to generate the 3 million jobs and investment. Will this generate private investment like the Interstate Highway program which ocurred during the Eisenhower days and set the economy on fast growth, or will it generate enthusiasm and jobs for a few years, and just as Roosevelt backed off in 1937 to let private investment pick up he found that it was still too weak to make a difference. The point that he hears from some experts like Moses is that the current times are setting up for a deep downturn, so that is not reminscent of the Eisenhower years when the economy was getting on the growth track after the war years. Its not exactly like the Roosevelt years either, because of the many changes that have ocurred in a modern economy, but in terms of the mood, the collapsing investment, consumer spending and credit and the collapsing growth in emerging markets which hits exports, this is a situation that is not easily reversed with a few years of aggressive government spending. Things have to change in the public's mood and in private industry's initiative to invest that would return the economy to a growth pattern, and this may be a long time coming with so much deterioration happening at the same time....

The partition of Iraq would have lead to increased ethnic conflicts and civil war which is what all sides in Iraq recognized. Sunch partitions lead to ethnic cleansing and even more hostilities. As Senor says here the partition would have involved expelling Iraqis from their home on a large scale. A bigger wave than the refugee situation before this from ethnic strife as it would now be official. Compare this to the partition of India. Once its official a huge wave of expelling begins and an official kind of ethnic cleansing occurs as hotilities increase and each of these partitioned areas starts to get outside help from neighboring countries and an arms race in the area begins and new fears are aroused. No question things were bad but it its to the credit of all the Iraqi parties and leaders that they had the good sense to act in the right way. As Senor asks what do you do with Kirkuk which is majority Kurdish but has a large Sunni population. Its also to the credit of Bush advisors and General Petraeus that they continued to persevere when things looked very dim. A further inflammation in Iraq would not affect people in Des Moines or Biden's Delaware so when things get really nasty its easy for an expert or politician in the USA or Europe to take some policy action and then leave leaving that region in Asia or Africa to bear the consequences....

FDIC program for loan modification at IndyMac Bank. About 3500 loans were modified, and 15,000 borrowers contacted in recent weeks with offers for lower affordable monthly payments. FDIC's innovation is to create a comprehensive program with clear guidelines so that a lot of loans can be modified without doing it on a case by case basis which would take too long. Loans are modified by reducing interest rates and the principal amount so that the payments are affordable each month, and the FDIC has come up with 38 to 40% of the previous monthly payment as about the right amount. It also looks at tax information to verify earnings. There have been complaints about the responsiveness of FDIC Indymac call centers which may have inadvertently turned down some homeowners looking for help. A big problem is that the FDIC can do little for loans sold to other investors so that out of 653,000 loans serviced by Indymac Bank only about 47,000 are eligible for FDIC modification program. ...

A proposal for deficit reduction from the "Gang of Six" in the U.S. Senate gains support from Obama, Boehner and Cantor, as other proposals languish for lack of support in both Houses of Congress. The efforts to pass a balanced budget amendment and deficit reduction in the House is now seen as a concession to newly elected conservatives in the House by Boehner even as other options are being pursued to meet an August 2, 2011 deadline. The efforts of credit rating agencies to reconsider the credit ratings of certain states and the U.S. is also putting new pressure on getting some sort of serious deficit reduction now as opposed to putting it off for discussion between now and the end of the year, as proposed by the McConnell plan.
