This WSJ report looks at the work of Alexei Miller as head of Gazprom which supplies Russian natural gas through the Nordstream pipeline to Europe. Mr. Miller is shown to have put too much reliance on the European market which is now shrinking with the European decision to cut dependence on Russian gas. compared to alternative markets in China Russia has invested too little in pipelines to other regions in Asia. He has also not invested in LNG which could be shipped to China and other countries leaving Russia too dependent on pipelines that run mostly to Europe such as Nordstream 1 and 2.  Russia was sending 160 billion cubic metres of natural gas to Europe and only 11 billion cubic metres to China in 2021. A major shift requires much new infrastructure. Miller also did not grasp how shale oil and gas would boom in the US. Mr. Miller started as a 39 year old economics PhD in 2001 when Putin made him head of Gazprom. Both had worked together in St Petersburg local government, and Miller was Deputy Energy Minister for 1 year, briefly head of a pipeline system to the Gulf of Finland. ...

The 22 states that formed the state of Rajasthan 22 months after independence in 1947 were part of the Rajputana Agency under the British Empire in India. It spanned 330,000 square kilometres with an agent under the Governor General in charge at Mount Abu. All had Hindu rulers except Tonk and most of them were Rajput except for Jat rulers in Bharatpur and Dholpur. These states were not affected by the 1857 revolt against British rule because they remained loyal to the British. Sardar Patel, deputy prime minister, headed the States Ministry with VP Menon as Secretary. The integration to form the new state happened in stages. The first union was the Matsya Union of Alwar, Bharatpur, Dholpur, Karauli, at the eastern edge of the Rajputana Agency by March 18, 1948. Nine other states near Udaipur in the south east merged to form the Rajasthan Union by March 25, 1948. On March 30, 1949, Patel pulled in 4 states bordering Pakistan, Jodhpur, Jaisalmer, Jaipur, and Bikaner into Greater Rajasthan. The Matsya Union was merged into this state. In 1956 under States Reorganization Act Ajmer was added from federal rule and Abu Taluk was integrated into Rajasthan. ...

Looking back Mohandas Gandhi's effort to prevent separate electorates was an important contribution to today's rapid industrial development and modernization of India. Delivery of infrastructure, education, healthcare and other improvements could not have been delivered as they are today with weak governments. Gandhi understood clearly the effects of divide and rule and how this had led to over one hundred years of disinvestment in India by 1900. Even after 1950 it took another 70 years for governments to follow the experience of Japan and China and rapidly modernize. Separate electorates as suggested by Ambedkar for lower castes would only further weaken India, as would communal representation of that type. Not integrating the one third of India that was under princely states would have had the same effect. Sardar Patel grasped clearly the effects of not integrating these princely states would continue the effects of divide and rule. In this way the foresight and wisdom of Gandhi and Patel have given a new generation of leaders the sound fundamentals on which to build a modernized nation, the largest democracy, and a nation with a young population that is fulfilling the aspirations of its young people. ...

New trouble looms in the form of more lockdowns in China with its zero covid policy and wage negotiations with dockworkers in Los Angeles and Long Beach. Stockpiling is one way to ensure availability which means additional costs. Vacancy rates for logistics property are at 4% in the US and 3.5% in Europe. All this points to the need for reshoring and bringing manufacturing back home. Companies need to invest $1 trillion over 5 years to relocate all foreign manufacturing based in China that is for markets in US, Europe and other parts of the world. As companies make plans for the shift to bring manufacturing back home, half the money going into real estate is still going to logistics properties and industrial logistics in the meantime, says this WSJ report ...

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Today the realization is that European Union and American leadership had failed under leadership of Merkel, Macron and in the Bush and Obama years. ...

Magdalena Andersson of the Social Democrats, joins Mette Frederiksen in Denmark as the first female prime minister in Sweden. Both are from the Social Democrats. She won by a single vote after an agreement with the Left Party to increase payments to pensioners, and alliance with the Greens. Under Sweden's strange and different system a minority vote can lead to formation of government- Andersson was elected with more votes against than in favor, 117 members of parliament in favor, 174 against, and 57 abstentions.  It is more about members not voting against so that in Sweden's system one has an absolute majority as a party if fewer than 175 parliamentarians oppose. This also means the budget that will pass will be the opposition's budget and Social Democrat Andersson will remain as prime minister, as opposition parties prefer Social democrats to right leaning anti immigrant parties. Today Germany's Social Democrat Olaf Scholz and Greens Habeck as "senior Minister," Elena Baerbock as foreign minister, are leading a new government in Germany. A new review of defense policy undertaken by the British government is outlined in paper, "Global Britain in a Competitive Age." The 100 page report points out that Britain faces a different world situation today and redefines the situation in which nuclear weapons would be used to include biological or chemical weapons attack. It sees the need for Britain to be able to respond to threats of chemical and biological weapons attacks coupled with cyber attacks from countries without nuclear weapons. The report also says other countries "are increasing and diversifying their nuclear arsenals." It identifies a "developing range of technological and doctrinal threats." In response Britain will increase its Trident nuclear warheads to 260 from 180. The report says China presents the "biggest state based threat" to Britain's economic security, and a "systematic challenge" to its prosperity and values. It says China's military modernization and increasing assertiveness in the Pacific region poses "an increasing risk to UK interests." Britain will make more secure its critical infrastructure, including hospitals, power plants and water systems, so that it can confidently trade with China. ...

A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

Voters are being reassured by politicians that it is best to remain inside the European Union. Chancellor Merkel has carefully guided the European Union through this crisis, first through the eurozone financial crisis, then through a period of migration to Europe from war torn Middle Easter and African countries, and more recently with president Macron of France facing the effort to get Britain to leave the EU. After Boris Johnson's win in British elections with 44% of the vote Britain now faces the difficult choice especially for hard line Brexiters such as Mr. Jacob-Lees Moog and Johnson, to either accept European rules, regulations and standards over which it has little control or lose market access to the EU. Hospitals in Europe are filling up quickly in the second wave of coronavirus. Coronavirus patients had to be transferred by helicopter to Germany from the Netherlands because of overburdened Dutch intensive care units. National Guard troops were flown in from the U.S. to the Czech Republic to help. In France as cases approach cumulative 1 million about 2000 patients are admitted to hospital for coronavirus every day on October 29. At some point French hospitals could be overwhelmed this winter, and doctors having to choose which patients to save, says president Macron. In the Czech Republic a collapse of the health system is expected by mid-November says the prime minister. No one expected this to be this severe, he says.  About 40,000 patients are hospitalized for coronavirus in the U.S. During the last week the case are increasing by over 40% in the U.S. and increase in hospitalizations are expected. Recovery rate is improving from the first wave. At NYU Langone hospital system in New York with 5000 coronavirus patients hospitalized recovery rate is improving from 25% in March to 7% in October. Better handling of cases and knowledge gained by doctors is a big part of this. ...

The Oxford vaccine developed by British scientists could be ready by September. Astra Zeneca has joined with Oxford so that it can produce 100 million vaccine doses by the end of the year. This is because in a sense the vaccine is not new. It uses an existing tech platform where there is a lot of experience. The use of ring vaccination method shortens the process of testing on humans the vaccine to a few months. The core of the virus ChAdox1 already exists in chimpanzees and has a mild effect on humans. This is an adenovirus. It is combined with another virus to produce the covid vaccine for coronavirus. Researchers at Oxford have used ChAdox1 in the past to test vaccines for Ebola and MERS as well as other virus.  Already tests have been conducted on rhesus macaques. The rhesus macaques given the vaccine at a Montana lab did not get coronavirus.The surface protein of coronavirus is simply added to the ChAdox1 so that it is able to attach to host cells and infect them in the human body, and let antibodies develop from this. The purpose is to let the human body develop defense mechanism against this attaching to a human cell.   ...

Experts say solar energy costs are going down by 30-40% every time the deployment of solar energy doubles in a country. The Modi administration plans to triple solar energy production in the next 5 years. This investment in solar energy should drive down costs from the $35 per megawatt hour in 2020. Experts say that costs are going down at a rate that was never expected.  For India the courage in making these investments in solar energy since 2010 and accelerated in 2016, are path breaking. This could be a world changing event for India as cost of energy can bring up living standards throughout the country. Gone will be the days when children lacked electric bulb light to read and study in villages in India. Already vaccination experts at the Baylor College of Medicine cited here say they foresee another wave of the coronavirus in the Southern US because of vaccine skepticism barriers to vaccination, and much of the population not being vaccinated. The percentage of the population in the Carolinas, Georgia, Georgia and Louisiana, that has both doses of vaccine is low. About 50% have had just one dose. In southern states Mississippi and Alabama the vaccination rates are much lower leaving large parts of the population unvaccinated. The widespread presence of the Delta variant in the UK and the R rate being between 1.00 and 1.2 in UK shows that the UK even with higher vaccination rates than the US is still facing a danger of another wave as it reopens.  The ominous aspect of this is that from just over 400,000 the vaccinations per day dropped to 316,000i n the US. This means there will be a period when vaccination drive is stalled while the reopening is fully underway with a new contagious variant twice as contagious as the original coronavirus. This leaves the US at risk of another wave, with the south and western US, younger people who are out more and unvaccinated, more at risk.  ...

The one child policy was replaced with a two child policy, and now with a three child policy in 2021, as China's birth rate declined below the level needed for a stable population. The plan now is to lift all restrictions as the decline in population is expected to be very steep. Not enough young people to support a growing elderly population is a major problem for the economy. A mindset has developed over 70 years for one or two children that is seen as hard to change. Women now work and pursue careers, their expectations in life have changed. Couples are also finding it hard to get access to schools and afford the costs of education and home space needed for larger families. Housing in most cities is costly, making it harder to raise families. Attitudes are hard to change. Experts see little impact of the new policies. The three northeastern provinces suffered most in the shift to a market economy. This is where the drop in birthrates is very steep. The government will remove all birth restrictions in the northeast before applying it to the whole of China. ...

There are about 181,000 homeless in California one third of the total in the US. This $6.4 billion bond issuance for borrowing funds was approved by just over 50% of the vote. It will go to create more affordable housing so badly needed in California's out of control housing prices. People tended to think nothing works and out of apathy did not vote. But the scale of the problem required effort at the state level or federal level with funding in the tens of billions of dollars for affordable housing. This is the first time that this has happened even though Silicon Valley and capital markets have wasted hundreds of billions of dollars in dubious companies and projects that have contributed little to the standard of living and ease of living of the American people, including essential infrastructure and health, education services. The dilapidated and crumbling infrastructure, of subways, streets and bridges in New York City is another aspect of the same problem of serious, serious lack of affordable housing in California. It also creates the kind of class divisions in society that FDR-Truman-Kennedy sought to remove since the 1930's. ...

Rising home prices are leading to higher property taxes in Colorado. A surge of new people coming to Colorado has meant higher property taxes of much as 40% for those already living in the state. David Chen talked to residents in the state and found a retiree, a former X-Ray technician retired for 20 years, facing a 20% rise in property taxes in Littleton, Colorado, and having to sell some of her stuff to meet the higher cost. For retirees in Colorado and across the Rocky mountain states- where people have moved to from California and the Northeast  paying higher prices for homes- living on Social Security checks is particularly hard these days. In Montana property taxes went up by 40-50% in some counties in 2023. Democrat Governor Polis says just because your home price goes up by 40% does't mean you have 40% more cash to pay taxes, your income may be up 10-12%. For retirees on Social Security checks alone it is only the inflation coverage in those checks. The situation is also true for Arizona and Utah with many newcomers and the trend for hybrid work adding to it. ...

Liz Truss decides to appoint only loyalists to her cabinet after a leadership contest for the Tory party. Kwasi Kwarteng as chancellor, Susana Braverman as Home Secretary, and James Cleverly as Foreign Secretary. All conservatives lining up for positions in the new government were told in no uncertain terms not to criticize a plan first suggested by the Labour party to freeze energy bills at the current level. This could cost 100 billion pounds. Kwasi Kwarteng, Truss's nominee for finance minister says there will be need for some fiscal loosening. Under the 100 billion pound plan to help households with bills the energy bills would be frozen at current level of 1975 pounds per year. Under the plan, commercial banks would deposit money in a state backed fund, which suppliers could then draw on to freeze customer's bills. The government would pay this back over 10-15 years through taxation or a surcharge on bills. By making such quick moves to help households Truss would be putting Britons in a position similar to that in France where energy prices have been capped and Germany where cash payments help households cope with higher energy bills.  ...

The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. During her period in office Merkel also built the German trade relationship with Russia leading to Germany being dependent on Russia for 51% of its oil and natural gas supplies. The German dependence on Russia for energy is now being reversed by the efforts of Economy Minister Habeck of the Greens party in the Scholz coalition. The supply chain renewal and redesign by president Biden is likely to be followed by Germany and France and the EU. With it more investments will be shifted back to the US and the EU and allies in Asia such as India that offer a large pool of well trained workers similar to China's. Apple follows Microsoft in increasing workers pay. Apple increased the hourly pay for workers to $22, increase of 45% over 2018. It follows Microsoft which has doubled its worldwide budget for meit based pay increases. Annual increases are moved up by 3 months and new pay increases take effect in July at Apple. Apple shares have fallen 21% this year to May, making stock based awards ineffective.  Apple has paused plans to call workers to office for at least 3 days a week as coronavirus cases rise again in California. Apple was one of the first companies to move to remote work in 2020. The pandemic has increased Apple sales tremendously of laptops and iphones so that the increase in workers pay was long overdue. In this sense the Biden administration has brought with it president Biden's genuine and deeply felt concerns for workers and families to the forefront of company and workers attention. Overall for private and government employers the first quarter of 2022 brought with it a 4.5% increase in workers pay, says the Labor Department. Inflation was higher and outpaced worker wage increases so that worker pay has more room to grow under president Biden's leadership. ...

It sits 28 miles upstream from Cape Fear River's confluence with the Atlantic Ocean. The climate solution uses $4.1 million in state and federal funds to remove the parking lot and fill it to create and extended shore line with marshy land and 100 trees plus vegetation that would return the spot to nature and adapt so that over 15 years the waters would be handled by the new design. It looks at nature as an asset, water as an asset and how to live with it as it rises, and as such offers clues on adaptive behaviours for climate change. ...

David Calhoun, CEO of Boeing, replaced CEO Muilenberg in 2020 so that Boing could address problems with it's 737 aircraft. A piece of a Boeing jet 737 9 has a piece of the aircraft blow off on an Alaska Airlines flight in January 2024. Calhoun was with GE running its engine business for two decades, joined Blackstone, before becoming the new CEO at Boeing. The 737 9 aircraft emergency evacuation shows that the safety culture at Boeing rooted in manufacturing practices at Boeing factories and supplier factories is weak. The problem for this plane was a door and a plug made at a supplier in Wichita, Kansas, and assembly at Boeing factory in Renton, Washington, says this report in WSJ. Airlines are voicing their concerns. Southwest and Alaska Airlines have entirely Boeing fleets and do not source from Airbus. A look at Calhoun's background shows that he worked with GE till 2006 and has since then worked for Blackstone private equity, without the manufacturing experience that would be needed to tackle the factory operations and work culture and practices at the Renton factory and its suppliers. Calhoun graduated with a Bachelors degree in Accounting from Virginia Tech in 1979 and is from the Philadelphia area.  ...

Charan Singh, who is given the Bharat Ratna to honor kisans and farmers of India comes from a generation of leaders in Uttar Pradesh, India's largest state, that includes Govind Vallabh Pant and Lal Bhadur Shastri from agrarian communties in the Ganges plains. This group of younger leaders joined the movement for independence under Gandhi and was elected in the Assembly elections of 1937, the first attempt at self rule in India under the British. He served in the first government of the state under Pant as chief minister. He became chief minister of the state and was popular with farmers, including Jats, Yadavs, Kurmis and Gujjars.
