Speaker Mike Johnson says democracy is "messy," as Rep. Greene of Georgia calls for a resolution for him to step down for violating a rule that no legislation would be brought up that lacks majority support. Only 101 Republican members of the House supported it less than half. How then would the funding of the federal government its departments of defense, homeland security, education, health, operate as the deadline for funding it is tonight? This is left unsaid. One can see the Senate and House live on C-SPAN television at this very moment. It appears that the older senior members of the Republican party have not done a good job of talking to their younger less experienced colleagues and building agreement, that the mediocrity of leadership in both parties for the past three decades, even four, is the cause. Unstable politics in the Republican party as it is split with older senior members on  one side and younger many first time elected organized by the Freedom Caucus group on the other.  Many are from the Southern states and some from rustbelt midwest showing the deep divides that still shape the US. Democrat Steny Hoyer the House Minority leader who has worked in Congress for over 40 years called it on the House floor, and he said its a harsh word delaying and "dissemble." Democrats call for compromise to govern, the compromise was finally reached today March 22 to pass the $1.2 trillion spending bill with something for each side or somethings that both sides wanted, funding at border and child care. ...

The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. A cutoff of funding for UNRWA refugee relief agency. Additional money was provided for child care programs and education with bipartisan support .  ...

Voters were split in places such as San Diego and Sacramento which have a higher degree of homeless than other places in California. California has one third of America's homeless people. Part of this is that there is a sense that this problem can't be solved, a sense of helplessness that nothing so far has worked. And confusion created about it shifting funds raised from a 1% tax on wealthy for mental health services to be delivered by counties and protests by local mental health organizations that it would prevent prevention efforts. This tax money is shifted to the state level which will put responsibility for solution in one place with a comprehensive attack on the problem in a multipronged way getting to the root of the problem with adequate funding for the first time- the unaffordability of California housing where a 1-2 bedroom house could cost $1 million.

He tells the Economic Policy Institute that many economists had questioned the policies that hurt American workers even as early as 1996. The $1.2 trillion bill that was negotiated a day before March 22 deadline will be voted in the House on Friday. Senator Ms. Murray of Washington state and Rep. Rosa DeLauro of Connecticut secured spending on child care and education programs- a 9% increase in Child Care and Development Block Grant, and a $275 million increase for Head Start, $120 million for cancer research.For the Border the spending bill puts in a 25% increase in funding for technology at the southern border, 8000 more detention beds (Congress funded 34,000 beds), 2000 new Border Patrol agents. Shalanda Young, Janet Yellen and Jared Bernstein of the Biden economic team went before a Appropriations committee in the House. Rep. Steny Hoyer said the Congress that passed the Inflation Reduction Act, the Science and Chips Act and other Biden legislation to aid the economy was the best he has seen in 40 years in the US Congress.

There are about 181,000 homeless in California one third of the total in the US. This $6.4 billion bond issuance for borrowing funds was approved by just over 50% of the vote. It will go to create more affordable housing so badly needed in California's out of control housing prices. People tended to think nothing works and out of apathy did not vote. But the scale of the problem required effort at the state level or federal level with funding in the tens of billions of dollars for affordable housing. This is the first time that this has happened even though Silicon Valley and capital markets have wasted hundreds of billions of dollars in dubious companies and projects that have contributed little to the standard of living and ease of living of the American people, including essential infrastructure and health, education services. The dilapidated and crumbling infrastructure, of subways, streets and bridges in New York City is another aspect of the same problem of serious, serious lack of affordable housing in California. Total sales of Truth Social are $5 million over 3 years, it cost $40 million raised through convertible notes to finance losses, says this WSJ report. By using financial dealmaking methods this could create $300 million for Truth Social and $6 billion for Trump Media, says WSJ in the report. DWAC shares were set at $10 and are now at $144 with its connections to Trump Media & Technology Group, going up 150% in the last year. Digital World Acquisition is a SPAC meaning that it is a shell company- or special purpose acquisition company in financial jargon- that lists shares on an exchange with the sole purpose of buying a private company and taking it public. Investors buy and shell shares on the expectation of which company it buys and how that company will perform. Trump Media and Technology Group, the parent of Mr. Trump's Truth Social social media company will merge with Digital World Acquisition SPAC and the new company will replace the old with the sticker changing DWAC to DJT. This could happen next week if the majority of DWAC shareholders approve it. This could get Truth Social $300 million says WSJ and Trump Media main shareholder with 60% holding about $3.5 billion in this deal making, says WSJ. ...

Oxford University Wellbeing Research Center has developed Happiness score using Gallup surveys. US score No.10 ranking among 143 countries for older adults over 60 years. Yet it drops off steeply for young people to 62nd of 143 countries. The situation is the same in Canada and to a lesser extent in the European Union. Overall the US dropped out of the top 20 countries  falling from 15th to 23rd. The report is based on Gallup World poll surveys from 2021 to 2023. Young females recording even lower. Normally it starts with youth doing better and higher then in a U curve dropping all the way down during a midlife crisis in 30's and 40's age before rising again for older adults wi have experienced the vicissitudes of life. The US data contradicts this. Why? Jan De Neve of Oxford Wellbeing Center says it could be from social media use and growing health and income disparities. The pandemic also played a role- beginning college or a career in a pandemic was just not the way to start. Housing prices, cost of living, loneliness epidemic, misinformation and social media negative effects add to this. At the same time there is an increase in benevolence among younger people aware of the situation they face and looking for ways to mitigate this. ...

The Irish prime minister Varadkar says it is time to move on. When he assumed office he was the first from an ethnic minority background to lead Ireland, the son of an Irish mother and an Indian immigrant father. He took Ireland through the crises of coronavirus pandemic, Brexit, and improved unemployment and budget shortfalls. Recently he accepted defeat on a referendum intended to remove language in the Irish Constitution on a clause about "a woman's life within the home." Disagreements over the language of the referendum led to its not getting approved on International Women's Day by about 70% of the vote with 44% of people voting. It suggest there was no enthusiasm and its relevance at this time was not understood. It is not clear why there was a need for this referendum in the first place to remove one text of the constitution that respects the role of family and mother's contributions in the home. During the pandemic for instance women played a major role, and sometimes took on a greater share of the burden. Efforts to have women's participation as shown in Japan and India does not require constitutional wording to be changed. Japan has done remarkably well and India is about to do this. And removing the wording about women's role at home, instead of encouraging or adding wording about women actively participating in the workforce and actions to make that possible, accomplishes little. Coupling this with a wording that includes gay families in the definition of family while removing the role of women in the family language seemed to be making changes that had little to do with each other. ...

Such realism is needed today to listen to all so that climate change action on auto carbon emission can be de-politicized and realistic plan can be adopted. Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Biden administration officials clearly understand resistance of carbuyers when the charging stations needed do not exist and costs are high in 2024, and EV technologies are at learning stage.

It is a major step to cut carbon missions in half by 2030. The Biden plan is to have majority of cars to be electric by 2032. It does not require a certain number of cars to be electric only requires carmakers to meet certain emission requirements overall and the carmakers then choose what the mix of gas, electric, hybrid would be. It also has concessions to workers unions and carmakers, and an understanding that there is resistance to buying electric when charging stations don't exist in adequate numbers and costs are high for electric. It does this by allowing accelerated development in 2030, 2031 2032 to do the job, as by 2030 enough capital investment and research will have happened to make this possible. This also seeks to not politicize climate change in the way the former president seeks to do as a realistic plan is needed and simply having no plan and eliminating the political opponent's plan and denying climate change is not possible in 2024 as in 2016, there is just too much happening in terms of floods and fires for people to not believe. Automakers and workers themselves believe that a plan is needed to fight climate change in 2024 even though these same automakers such as VW and large automakers in the US had a wait and see attitude in 2016. For the Biden administration listening to carbuyers, carmakers, auto workers and the general public to make the plan workable and meet real concerns is the best way forward in 2024. ...
