China is also looking at it's very recent history just the last 15 years as proof of its superiority in cost and quality and efficiency in production as evidence that US and EU is in decline. Forgetting that this was possible with US assistance and desire to lift the Chinese people out of centuries of poverty. For the 19th and 20th century Britain, the US and Europe were leaders in cost, quality and efficiency. US , India and the EU are coming back using their ingenuity, creativity and talented workers and engineers. ...

Even with Brexit out of the way the Labour party has to worry that over 60% of people over the age of 65 years voted Conservative. The high percentage of older voters voting Conservative in ever larger numbers cannot make up for the young vote that Labour attracts with stands on climate change and other issues such as wages.

Older voters even in towns in the north of England, including pensioners are much better off and not that much different than traditional Conservative voters in their cultural attitudes. This will remain an obstacle for the Labour party in Britain after losses in three elections. After the NHS funding and infrastructure spending issues were neutralized by the Conservatives under Johnson, issues around cultural attitudes and patriotic sentiment play a big part particularly for older voters.

India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

This discussion in WSJ brings up an important topic- how can America get the most out of its infrastructure dollars, make the $1 trillion infrastructure go a long way towards fixing the nation's dilapidated and crumbling roads, highways, bridges, and other infrastructure? The three experts point out that there is lack of coordination between different government agencies, between agencies and the private sector engineering firms. They are all working in silos with little connection to delivery times and delivery quality of end product. There is a lack of transparency at all levels of infrastructure work and spending, so that the end delivery and problems are not seen in relation to final delivery of end product, visible to all on one site. There is a third problem say the three experts in the lack of investment in professional development and training and technology for the people in the government agencies.  The result is that the US with its higher costs for construction work and the delays for getting approval, and the bureaucratic hurdles, ends up with getting much less for the buck than other countries. Even a newcomer to infrastructure development if it gets it right can be ahead of the US. India is looking at the pitfalls of infrastructure development and eliminating hurdles. With its Gati Shakti Master plan given the personal support of the prime minister India is correcting precisely these three missteps that are cited in the WSJ for the US infrastructure buildup. Under Gati Shakti all government agencies at city, state and federal levels fall under one umbrella to work in coordination. The focus is always on end product and delivery of end product. The siloing of projects is considered a serious pitfall and avoided at all costs. Transparency is considered essential and so is visibility in that at any time one can turn on a site and see where a project stands in its delivery date of end product. If there are problems they are put on the site so that all participants can see it to come up with solutions. By doing this a country with fewer resources can make them go a long way to come up with the kind of infrastructure that is seen in rich countries with more waste built into the process.   ...

Spain's newly elected prime minister, Mariano Rajoy, appointed Luis de Guindos, a former deputy finance minister in the governments of prime minister Jose Maria Aznar during 1996-2004, to be the new finance minister. Guindos is not a member of the governing Partido Popular, and is perceived as independent in Spain. A new Budget ministry was added, to be headed by the Partido Popular's economic spokesman, Cristobal Montoro. Montoro was formerly a budget minister in the Aznar government. Jose Manuel Garcia-Margallo, member of the European parliament for 17 years, will head the Foreign Ministry. Madrid's mayor, Alberto Ruiz-Gallardon, who has wide appeal, will be the new Justice minister.

Countries which ignored the lessons of the 1997 financial crisis are affected to a larger degree in the 2014 emerging markets financial crisis- Argentina, Turkey and Thailand have high government gross debt as a percentage of GDP. Investors are taking a careful look at individual countries this time and there is less contagon. Flexible exchange rates, and higher foreign exchange reserves are reducing the effects in 2014. The effects on the U.S. and Europe are limited to how this affects the global economy.

The Biden administration is pushing ahead with a new supply chain at a virtual two day meeting of 17 countries. In addition to the US and the European Union trade and economy ministers of Australia, Japan, South Korea, India, Singapore, Indonesia, will attend. It is an effort to build an alternative to the existing supply chain because of its dangerous dependence on China and Russia.

Temperatures over 40 degrees were only recorded for 15 days since 1873 in Shanghai says this report in The Guardian. Shanghai expects hot weather of 40 degrees. In the end only concerted pressure from the U.S. including the personal intervention of president Trump, calls from Republican senators to Prince Abdulaziz, Saudi energy minister, salvaged a deal for OPEC+ oil cuts. The Saudis insisted Mexico cut production by 300,000 barrels a day, Mexico stood firm at 100,000 barrels a day. As the Mexican energy negotiator Ms Nahle withdrew to call Mexican president Lopez Obrador, the Saudi energy minister called this "disrespectful." Then president Trump intervened with calls and offered to make up with additional 300,000 barrels a day of cuts from the U.S. North Dakota senator called Prince Abdulaziz and stated that it could affect the U.S.-Saudi relationship if the Saudis did not come to an agreement. The agreement is for 23 countries to in total withdraw 9.7 billion barrels a day from the market, or 13% of world production. Oil production is expected to fall by as much as 30 million barrels a day in April 2020 as a result of the pandemic so it is not clear how much this will raise oil prices, yet it averts a complete collapse of oil prices from the $22 today when markets open on Monday April 13, 2020.  The U.S. Canada, Brazil and G20 countries outside OPEC will make a combined 3.7 million barrels a day in cuts. Saudis, Kuwait and United Arab Emirates combined will cut 2 million barrels a day above their quota.  In addition to warning both sides Saudis and Russia to come to an agreement, president Trump threatened to retaliate to protect U.S. producers from very low oil prices sending many into bankruptcy. Prince Abdulaziz took a tough stand with Mexico and other OPEC countries to present a unified stand. He is the son of the Saudi king and took the energy ministry in fall 2019. He has had difficulty in managing OPEC plus Russia called OPEC+ as its new chief with divergent views from small producers such as Angola and large producers such as Russia. At a conference in February he continued the standoff with Russia saying Russia would regret not making the production cuts he was calling for. The split with Russia after a 3 year collaboration for cuts ended in an all out price war right in the middle of a pandemic.  The Russians underestimated the size and impact of the pandemic. The Saudis took a firm position. Only president Trump's swift and active intervention and offering to make up Mexico's share of cuts saved the day for all oil producing countries, who would all be severely hurt by sinking oil prices below $20 a barrel.     ...

Canadian prime minister Trudeau met with DJT at Mar-a-Lago. DJT said Mexico and Canada are not doing enough to stop flow of drugs in particular fentanyl into the US, and undocumented migrants. Trudeau said "when Donald Trump makes statements like that. He plans to carry it out." For Canada many dubious and questionable policies on immigration under Trudeau can be corrected. It has the most at stake as it exports $423 billion of goods to the US and 2 million people are employed in these exports. The U.S. Border Patrol apprehended 327,577 illegal immigrants crossing the U.S.-Mexico border in fiscal year 2011, ending Sept 30. This is a steep decline from the 1.6 million apprehended crossing the border in 2000. The numbers have been dropping since the 2009 financial crisis and high unemployment in construction and other trades employing migrants. The figures for 2011 suggest a drop of about 25% from 2010. Researchers at the Pew Hispanic Center, say the balance now is about zero for people entering the U.S. across the border from Mexico and people returning to Mexico. In fact there are stories of money being sent to migrant workers without jobs in the U.S. by families in Mexico, which has affected the flow of migrant workers.

The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. PRI candidate for president Antonio Meade was a U.S. trained former finance, foreign and social development minister who lacks grass roots activism support base. ...

The U.S. Agriculture Department cuts its estimate of corn crop yield per acre in the U.S. by 15.5%, as a result of the severe drought in 2012. Agriculture Secretary Vilsack, says the situation for farmers is better this time than during the last drought in 1988. Now 85% of farmers have crop insurance compared to 25% in 1988. The Agriculture Department estimate is for a 3-4% increase in prices in 2013. Capital Economics says the impact on GDP in the U.S. will be about 0.1%. Because 40% of the corn crop goes into ethanol production there is renewed debate about the 2005/2007 Renewable Fuel Standard, which requires 13.2 billion gallons of corn based biofuel be made in 2012. Worldwide the bad weather conditions in Brazil, India and Russia are worsening the outlook for food supplies. The U.N. Food and Agriculture Organization says global food prices increased by 6% in July 2012, with corn prices up 23%.

Iran's government drastically cut subsidies for gasoline, electricity and basic food items. Gasoline prices were raised from 1,000 rials (about 10 cents) per liter to 4,000 rials. As a result gasoline consumption is down 14% in early January from the prior month. Use of public transport is up 20%. Fares for Tehran's buses and subway went up by 20%, far less than the price increase for gasoline. The government introduced a $40 per person monthly stipend to soften the impact especially for poor families. Iranians are gradually tightening their belts and adjusting to the price increases, reducing wasteful energy use. Iranians have one of the highest rates of wasteful energy consumption in the world, according to IMF. This is because Iran has so far provided generous subsidies, covering 80% of the cost of energy and basic food items. President Ahmadinejad has introduced the Smart Subsidy Plan which calls for a gradual five year phaseout. These cuts will save $100 billion a year, according to government estimates, and is supported by the IMF. Iran is rigorously monitoring price increases in retail stores to ensure that retailers are not passing on the increases to customers. Trucking and transport businesses are allowed to raise their fees by only 15% to cover rising costs including the 837% fuel price increase....
