Oil prices doubled in the last year but wholesale gasoline prices rose a mere 39% according to analysts. Independent refiners like Valero and Tesoro have difficulty passing on the increased price of crude oil to consumers and their profits are being squeezed. Th cost of oil represents about 75% of the cost of gasoline at the pump, state and federal taxes 12%, and refining and distribution the rest according to the Energy Department. Meanwhile the demand for gasoline is dropping as motorists drive less, drive in more fuel efficient cars, and take shorter trips. Refining utilization rates are dropping going to a low of 81.4% in April 2008 compared to 90.4% in April 2007. In the beginning of May they were running at 85% utilization rate. Its appears odd but the rising price of oil hurts the refiner's margins because independent refiners buy the crude they process. Tesoro,Sunoco and United Refining all lost money in the first quarter even as producer/refiners like Exxon Mobil showed big profits. Valero which processes the heavier crudes that trade at discount saw its profit drop to $261 million in the first quarter 2008 from $1.1 billion in the 1st quarter 2007. Refining margins are about $12.45 a barrel on average, about 60% below the level a year ago, and in the low part of their 5 year range according to a UBS report....

Is G.M. pushing too early for an I.P.O. offering in the fourth quarter. Would a year or more of good results improve the chances of making an I.P. O. on attractive terms. By then the proceeds could be used to invest in growth, fund healthcare and pension liabilities, instead of just offering an exit for the government.

How globalization which for over a long period since China and India and other emerging nations joined the global trading system helped bring disinflation and lower prices to the developed countries is now closing that chapter. And starting a new one in which the rapid development of these developing countries is strengthening their currencies and the growth of the middle class and increasing demand for commodities, food and energy, in this way driving up prices. China wants to move up to manufacturing more sophisticated products and is no longer interested in the kind of development where workers wages suffered so that domestic consumption suffered, where lax environmental protection caused serious damage to the environment and where the fous was on production of low value added products in textile, toys, shoes, furniture. This means a lot of factories from this era will close and those that operate will raise prices to reflect increased costs to meet new laws and loss of rebates for low value added products. All this means the disinflationary impact of production and export from China is over. Meanwhile a number of trends have gone to raise prices of food products and commodities. Its astonishing but the price of rice has gone up by 147% over the last 12 months. The World Bank estimates that food prices have gone up by 83% over the last 3 years. This adds to the distress of communities across the developing world. And iron ore producer Vale of Brazil pushed through price increase of iron ore by 65%. This will be reflected in price increases in everything made of steel like Caterpillar tractors and so on. Baosteel in China has raised prices by 17-20% recently. Countries with pegs to the dollar and exporters of commodities like the Middle Eastern countries are seeing inflation from both the peg as the dollar loses value and everything costs more and from the boom fueled by government spending....

The title says this but Biden has not blown it by conducting discussions on the debt ceiling with Kevin McCarthy, Republican leader in the House of Representatives. Krugman presents MAGA Republicans as controlling the House. The situation is a bit more complicated than that as the Republican margin is only 222-213 with moderates who could move in Biden's direction if a default is impending. Previous articles in the NYT and WSJ have shown how the president has his own set of options including  simply ignoring the ceiling or citing a part of the Constitution of the US that gives the president the authority to conduct the business of the country in such a situation. Mr. Biden is taking the situation as calmly as possible, as the midterms have also given the president a situation where he sees the country on his side with Democrats needing only a few moderates in the Republican party to support him. Mr. McCarthy has his own reasons to support Biden as he supports president Biden in the task of backing up NATO and Ukraine. Having discussions with McCarthy keeps the country together at a time when Ukraine has a planned counter offensive to defend the country. Biden was able to achieve legislative achievements that are comparable to FDR and Lyndon Johnson because of his calm and patient approach. ...

The $1.777 billion Anti Weaponization Fund (money for IRS activities against DJT in a settlement fund) was a bad idea says the WSJ and Todd Blanche AG was right to say, "its dead period." With the major challenges facing the president and the country -the least needed distraction. How melamine a substance that causes kideney damage but also mimics protein powder was added to milk to pass inspection tests for milk for quality. And suppliers of this product did not disclose to dairy farmers what they had inside the packet of so called protein powder. With the relative newness of dairy cows to China many farmers do not know how to feed and care for dairy cows in China so that the quality of milk is low, and thus the need for substances that would help the milk go through tests for companies that tested for milk quality. These farmers were unaware and did not care as long as the milk was not returned, for what they added to the milk. And the big dairies in China like Mengniu Dairy and Nestle did not draw enough attention to this issue so that action could be taken. As for so many things in China today regulators were not on the job and failed to take any action even when suspicions were aroused. In fact for a long time dairy farmers and people in these farming communities were aware of the fact that strange substances were being added to the milk. And factories where melamine scrap was being generated such as the plastics factories in which melamine is used, were aware of increasing interest and demand for this scrap. All this was ignored till about 2300 Chinese children got hospitalized for melamine related kidney problems, at least 3 children died and tens of thousands of others were sickened. The result is that national faith in the safety of the food in China has been badly shaken....

Removing nuclear material has already been done for Kazakhstan and Georgia by the US in the past. The same methods and advanced technologies could be used to get all of the nuclear material out of Iran. Special operations set up for this purpose can also be used to get this done. This appears to be the only safe and certain way to avoid the nuclear proliferation. Despite what the media has been saying, even the Pope and others like Starmer and Macron are saying, who have never brought this up, but is the only way to tell the whole story,  the US and the world is safer without nuclear proliferation -especially in the most volatile region of the world for the last 5 decades. This is all the US is doing and getting more than its share of blame when all it is interested in is making it safe for the people of the world , including the people of India, Brazil, China and Russia, European Union and Africa, Latin America, whatever their leaders say.

After the resignations of Browett and Forstall, other executives Eddy Cue, head of Internet software and services, Craig Federighi and Jonathan Ive, hardware design chief, assume more important roles inside Apple. Browett was hired recently from Dixon Retail in the UK to run Apple retail stores. Some of his scheduling changes at Apple were received badly at the stores. Mr Forstall ran the iOS software operations and was highly regarded by Jobs except that he failed to get along with other executives. He and design chief for hardware Jonathan Ive could not stay in the same room together because of personality conflicts. Jobs was seen as a decider in these situations, a role new CEO Cook did not choose to play preferring a smooth running team with fewer people conflicts.

The new prime minister Barnier needs the support of 289 members of the National Assembly. Macron selected Barnier for several reasons. He is a good negotiator having negotiated for the EU for many years in Brussels. He is opposed to the migration that has split European and American public opinion, a view shared by Le Pen's National Front. Barnier needs the support of the National Front's 126 members to win a no confidence motion in the Assembly. Le Pen says her issues are migration and crime and only if the new policies support this would she support Barnier.
