Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

BP's plans to sell its 50% stake in the Russian joint venture TNK-BP. The stake would be worth about $30 billion, according to analysts. BP says it has discussed this with potential buyers. BP's shares were up by 3% in London because this is seen as a good move for BP. Kessler and Lee do the fact check in the Washington Post on Hillary Clinton's comment in the third Democratic U.S. presidential debate in Dec. 2015. Clinton says "Donald Trump is becoming ISIS's best recruiter. They are going to people showing videos of Donald Trump insulting Islam and Muslims in order to recruit more radical jihadists." This was an effort by Clinton to distinguish her approach to terrorism from that of Trump. Kessler and Lee say Clinton referred to videos of ISIS that so far cannot be found. The closest to this is an NBC news report citing Rita Katz of the SITE Intelligence Group monitoring Islamic terrorist groups that Trump's comment on barring entry of Muslims to the U.S. could be used as a recruiting tool. The Clinton campign says Hillary was referring to this.

This NYT story describes the origin of the Panama Papers with an anonymous email sent to Bastian Obermayer of the German newspaper Suddeutsche Zeitung- "Interested in data?" Obermayer, who had done previous investigations into money laundering and tax evasion, replied "Very interested." When the 5 member team of the Suddeutsche Zeitung could not cope with the torrent of data coming in, the International Commission of Investigative Journalism organized an effort that brought in about 400 journalists from 100 news companies in 80 countries to tackle the trove of data. This process went on for one year till the data was released in April 2016. In the first 2 months when Obermayer worked with a colleague, the two exchanged emails in the middle of the night at late hours, saying it was taking all their time.

House rules of order from the U.S. House of Representatives would have as presiding officer at the Republican National Convention, Speaker Paul Ryan. Efforts to change this were pushed back at a RNC meeting in Florida. Trump's representatives Manafort and Ben Carson attempted to repair damaged relations between the Republican National Committee, its chairman Vince Preibus, and Trump, at that meeting. The Manafort argument was that Trump's flaws were of personality not character, which would be easier to fix than that facing Hillary Clinton, yet many RNC members were skeptical of this. A April 2016 WSJ/NBC poll shows Hillary Clinton leading Trump 50% to 39%, by 11 points- the surprising finding is that the poll also shows 56% of both candidates support comes from voters anxious to avoid the alternative candidate.

The UK based magazine The Economist will maintain its independence after a sale of 50% shares is completed to Exor or some other company. This is because the shares sold are "B" shares. "A" shares and trustee shares will be retained so that the independence of the magazine is not affected. The Economist has increased its circulation to 1.6 million in 2015 from about 1 million in 2006. It reaches a highly educated and upper class audience. The magazine has a unique culture in which journalists debate editorial direction and writers also do editing, with no writer's names mentioned for its short Time magazine type coverage of international topics. The possibilities of gradual restructuring of France's nuclear engineering company Areva SA. A new CEO, Luc Oursel, the current Deputy Chief Executive, succeeds Anne Lauvergeon. Restructuring the company could mean sale of assets, including the sale of its uranium mining business. The French government plans to make Electricite de France take the leading role for exporting France's nuclear technology. The failure of a French consortium to get a $20 billion contract in Abu Dhabi in 2009, has highlighted the need for changing the way France markets its nuclear technology overseas. The French government owns an 87% stake in Areva. Areva has 3.7 billion euros of debt and needs to raise cash for future needs. In 2011 Areva sold its transmission and distribution unit for about $3 billion to a French consortium.

A proposal for deficit reduction from the "Gang of Six" in the U.S. Senate gains support from Obama, Boehner and Cantor, as other proposals languish for lack of support in both Houses of Congress. The efforts to pass a balanced budget amendment and deficit reduction in the House is now seen as a concession to newly elected conservatives in the House by Boehner even as other options are being pursued to meet an August 2, 2011 deadline. The efforts of credit rating agencies to reconsider the credit ratings of certain states and the U.S. is also putting new pressure on getting some sort of serious deficit reduction now as opposed to putting it off for discussion between now and the end of the year, as proposed by the McConnell plan.

As Finland based Nokia's business declines the foreign investment from Sweden and other countries that see Finland as a stable location for operations in the eurozone is increasing. Swedish paper maker Billerud AB invested 130 million euros in a Finnish forestry group as a way to shift costs away from krona which is strengthening to the euro. This is a significant advantage for Finland, a small country with only 5.4 million people, and only 17% of Finns see an exit from the euro as a good option during the eurozone crisis, according to MTV3. Growth of the Finnish economy is expected to slow. The government of prime minister Jyrki Katainen, is planning spending cuts and tax increases of 2 billion euros in 2013, or about 4% of the government budget to reduce its deficit.
