Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

Russian president Putin may have exacerbated the very thing he feared- a deepening demographic crisis in Russia. This report in the Financial Times says excess mortality was already one of the highest from the coronavirus- about 1 million compared to official figures of 360,000. During the 1990's Russia had gone through a demographic decline with fewer births after the fall of the Soviet Union and unstable conditions in the economy.  During the pandemic there was outward migration from Russia as a result of people wanting access to vaccines other than the local vaccine, says FT.  In an interview last November Mr. Putin talked about the dangers to Russian statehood and to the economy from a drop in births and falling population. The war has worsened this situation as the FT says about 70,000 highly educated people left the country in March and another 70,000 are expected to leave in April. The response of Europe and the US to the Ukraine invasion with moves that affect the Russian economy could lead to drop in jobs and living standards that lead to a further drop in births, says FT. This may be a more serious way in which Mr. Putin may have neglected to consider Russia's own long term interests in invading its neighbor.   ...

Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

BBC Transport correspondent Tom Edwards gives this report on the Elizabeth Line, the Crossrail project that connects London from east to west. He has seen the infrastructure project project from its inception in 2005, past the planned opening date of 2018, till today, through all the ups and downs for a project of this size and complexity. It is the largest infrastructure project in Europe. Most of the tunneling was actually done on time says Edwards, but signaling from stations, and software ran into problems along the way. There were some deaths inside the tunnels and some outside over ground with vehicle accidents. Edwards provides glimpses into the most advanced infrastructure project attempted in Britain for decades. Queen Elizabeth opened the Elizabeth Line at Paddington Station. Station ambient characteristics are also covered in the BBC in a separate article, each station having unique design from Berkshire to Essex. BBC videos and pictures show the evolution of the line, with new management team brought in after delays. At the end of May the new Elizabeth Line will be open to the public. Jennifer Pahlka is the author of- Recoding America: How America is Failing in the Digital Age and How We Can Do Better. Pahlka points out the problem in the US where private companies obstruct the delivery of basic services that the government can provide, just for their own profit. They throw in a carrot so that there is an excuse for not doing anything about this. For example tax preparation companies tell the IRS not to develop a simple tool available to all taxpayers to file their own taxes easily which is already filled with basic details. The carrot so that no one complains is that they will offer free tax preparation services to low income people. In the EU and many other countries tax preparation is done using tools offered by the tax agencies for easy preparation. In India it was possible to make it through the pandemic for large parts of a population of 1.4 billion because checks could be deposited directly into people's bank accounts. Digitization is used in India to make certain there is delivery of public services directly to each person. ...

US demand was for 1.6 million units of housing, the supply was about 1.1 million over the next decade after 2009 leading to the buildup of a shortage of 5 million home supply. Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. Ahmedabad's Government Civil Hospital is one of the largest in Asia providing low cost care to a large population. ...

Angela Merkel of Germany and other EU leaders decided to back "global supply chains" and declined to support the EU Commission in Brussels at a virtual summit attended by 27 leaders of the EU states. It was also attended briefly by Joe Biden. Ursula von Leyen said 21 million doses of vaccine had been shipped from EU to Britain, of which 1 million were from Astra Zeneca and the rest from Pfizer and other makers of vaccines. A total of 77 million doses made in the EU wer shipped to 33 countries since 1 December 2020. Governments of Netherlands, Ireland, Belgium and Sweden were not in favor of blocking shipments from the UK because of the effect on supply chains. Pfizer is strongly opposed to the move to block shipments. Merkel emphasized the need to respect the global supply chains while making efforts to ensure EU countries get a fair share of vaccine supplies. The problems of UK vs Britain on vaccine supplies comes from the yield problems at a Belgium plant of Astra Zeneca and the company's refusal to divert supplies from the UK. Of the 120 million promised only 30 million could be delivered to EU. The UK's contract with Astra Zeneca states that supplies from its plants in Oxford and Staffordshire must be delivered to Britain first. The UK is facing an acute shortage of second doses even though it has given 31 million jabs. At this time 45 out of 100 people in the UK have jabs, compared with 13 out of 100 in the EU.   ...

Patience and remaining undeterred with SPD at 15% just months before the election helped SPD'S Scholz to win. There was also a carefully planned campaign around Scholz, unity in the SPD behind Scholz. Scholz and SPD realized that there was a major opportunity to win confidence of Germans in the pandemic aid packages for Germany and the European Union that Scholz put together. Scholz took charge chairing meetings when Merkel was in isolation. Scholz pointed to public fatigue with the two major parties and need for change had led to shift to Greens, and other parties. By working with Greens to develop a common approach based on borrowing to invest in infrastructure and climate change Scholz realized he could both tap into skills of a younger generation that had gone to the Greens and build Germany along lines that also tackled climate change. This created a new and real option for Germany- the experience and new zeal for workers and families of the changing SPD under Esken and Scholz with the energy and zeal for tackling climate change of the Greens under Habeck and Baerbock. As a map of Germany in the NYT shows on September 28, the numbers can be deceiving. Except for Bavaria in the south most of Germany's regions including cities of Cologne, Berlin, Hamburg voted for the SPD or the Greens. Most of the map is red color of the SPD, with small densely populated pockets in cities Cologne and Berlin for Greens. Apart from Bavaria and Thuringia-Saxony, the election was won by Greens SPD by big margin. ...

Ashwini Vaishnaw calls it an engineering marvel, the first underwater train tunnel and station under the Hooghly river in Kolkata 34 meters under the river. The trial run on the 4.8 kilometres underground section from Howrah Maidan to Esplanade will begin soon. The 520 meters under the Hooghly river will be covered in 45 seconds.
