Content Links 1. BASRA BASED SOUTH OIL COMPANY RESUMES NORMAL PRODUCTION FROM THE SOUTHERN OIL WELLS OF IRAQ. Officials from South Oil Company say they have boosted production from 1.65 barrels a day to 2 million barrels a day. The production gains came after older nonproducing wells were repaired and reopened and from drilling new oil wells. Jabar Leaby, managing director of South Oil Company in Basra has plans to raise output to 2.25 million barrels a day by end of 2006. He is negotiating for more administrative and financial help from the Oil Ministry. U.S. military engineers working with South Oil engineers are expected to finish a number of big projects that will boost production. One of these projects is hooking up some 60 wells that were never completed because of a lack of parts and some that were abandoned prematurely. This according to Capt. Michael Sherbak, chief of oil projects for the U.S.Army Corps of Engineers in Baghdad.

Ridership in public transportton system is increasing significantly. Light rail in Charlotte sees a 34 % increase, Caltrains sees a 9% increase, South Florida Regional Transportation Authority sees a 20 increase in ridership, in Denver up 8%. The increases are higher in the South and West. According to the American Public Transportation Association every public transportation system in America is seein this increase even when there are fare increases and a slowing economy. But can public transit expand? Its financed by sales tax receipts and government funding, and costs of steel, electricity and gasoline are way up so its proving quite difficult, especially with slowing sales tax receipts.

Supply chains are unraveling in many industries with the tariffs imposed by president Trump on imports from China, and renegotiated trade deals with South Korea and other countries. The growth in the value of foreign value added was possible with cuts in tariffs in the period after 1990 and the emergence of China as a low cost manufacturer with cheap labor. Foreign value added increased from 20% in 1990 to 30% in 2011. The impact on factory towns and communities in the U.S. of trade in which the U.S. manufacturing declined as it shifted to China resulted in the surge in support for president Trump. The tariffs war with China is an effort to correct this imbalance. The result is a shift in supply chains away from China in some industries and gradual shift in others. Rising wages in China had already resulted in early shifts and the the environmental costs adding to this trend. President Trump temporarily suspended a threatened imposition of duties of 25% on $325 billion of Chinese imports. A renegotiated Nafta agreement with Mexico for automobile production and determination of U.S. based content and wages was designed to reset the relationship with Mexico and the auto supply chain for production in Mexico. A threat of tariffs on European auto imports to the U.S. is set for a decision in November. The trade dispute between Japan and South Korea and threat of tariffs also shows the effect this is having in other countries. With the U.S. looking at its own interest in the global supply chain and its advantage or disadvantage, industries and companies are not free to make decisions based on which country offers the best arrangement and deal for manufacturing. The lack of jobs is a major problem for Tieling New City in Liaoning province in China. Liaoning provincial leaders started the plan to build a new city in 2005 to help revive the local rust-belt economy. The new city was planned for 60,000 residents in 2010 and 180,000 by 2015. Today because of few job opportunities most of the new city is empty. The business park is also empty. The original plan was to create growth in the province by creating 7 such urban centers and building highways and high-speed rail lines to connect them to Shenyang, a 90 minute drive south of Tieling. Rural residents would take up homes in the new urban areas with affordable homes, and businesses would be attracted to these smaller cities because of lower labor and land costs, but this has not happened. Credit Suisse property analyst Du Jinsong, says there are better job opportunities in higher tier cities, so that lower tier cities are seeing a net outflow of population. He found that in two thirds of 287 mostly small urban centers there were fewer residents than people registered to live there. ...

In the earlier history of Japan when Japan was still a poor agricultural country, these Japanese left for Brazil to work in the coffee plantations there. Because Japan's aging population meant foreign workers were helpful to ease shortages, especially for the hard and difficult jobs left for for foreigh workers, special work visas were issued to the descendents of these emigrants. Now an estimated 366,000 Brazilians and Peruvians live in Japan. Jiro Kawasaki, an LDP leader and lawmaker, has set up an emergency program of cash payments -$3000 for airfares and $2000 per recipient- to send these South Americans of Japanese descent home, on the condition that they sign papers never to return. Many of these people are agonizing over the decision especially the one that makes return impossible. The idea is to relieve pressure on labor markets as exports have dropped by 46% and unemployment is rising. However Japan has faced labor shortages in thepast, and these people have aJapanese heritage, which makes this policy in immigration averse Japan controversial. In Britain there have been protests as companies hired foreign workers when British workers were unemployed. It appears that this trend is happening even in immigration friendly countries....

A 93 year old hero of the French Resistance, Stephane Hessel, publishes a pamphlet called "Indignez-Vous!," released by a small publishing house from the publisher's home. He calls for resisting the "international dictatorship of the financial markets" and "defending the values of modern democracy." He protests France's treatment of illegal immigrants, the influence on the media by the affluent, cuts to the social safety net, French educational reforms. It was first published in October, and now has sold 1.5 million copies, all through word of mouth advertising. It has been translated into Spanish, Italian, Portuguese, and Greek. New editions are planned for Slovenian, Korean, Japanese, Swedish and other languages. In Britain, it was published with the title "Time for Outrage." The pamphlet is about 4000 words and only 14 pages of text. Its timing is good, as the French are debating what to do in their politics with an election approaching and Sarkozy's standing at new lows. The short length and low price are a big plus, at $4 it made a convenient Christmas gift. Britain, Spain, Portugal and Greece are going through austerity cuts. Public sentiment has been aroused by the cuts, and by the overarching influence of financial markets on the economies of these countries. Some of these countries referred derisively as piigs- Portugal, Ireland, Greece, Spain -countries in the financial markets. The economic impact has fallen disproportionately on the young, with high jobless rate for young people from Italy to Spain, and cuts in funding for universities and schools in the UK also fall heavily on young people. A sense that something has gone wrong in the free market system and the western world. Austerity cuts in spending in the U.S. create a similiar feeling and joblessness among young people is also high in the U.S....

The domestic market is declining as Japanese consumers spend even less than before. Household spending declined by 3.5% in February, as unemployment went up to 4.4%. This means recovery based on domestic demand picking up is not going to happen. Exports declined by 46% in February 2009. Even though policymakers are trying to revive the domestic market, Japanese companies are looking for innovative ways to increase exports. Panasonic is making products specifically for emerging markets like China and Vietnam. In cars the domestic market is weak as younger Japanese are not showing an interest in buying new cars. Sales have gone down by half from the peak reached in 1990, and an industry organization expects sales to go to the lowest since 1977. Toyota saw overseas sales double since 1998, but Japanese sales declined by 10%. Sales of beer are declining as Japanese are shifting to drinking wine, so Kirin came up with a cheaper beer flavored drink in 2005 that did away with malt altogether, bought a winemaker. It is expanding overseas with $1.26 billion to raise its stake in Philippines beermaker San Miguel, and $1 billion in National Foods, an Australian company. Japanese are also becoming poorer in a relative sense, with Japanese income per capita not in the top five, it is now 19th in the world. And as the nation's birthrate declines, companies that make diapers like Unicharm are making diapers for the elderly, and products for pets called litter sheets. And Unicharm is expanding its network in China from 300 cities to 500 cities, is targeting the 18 million babies born in China, as well as selling diapers in South East Asia....

China's export performance is stalling. Chinese exports to the US fell by an annual 6.5%. The exports of China have risen by 8% over the prior year yet this was over 2022 when China was under a lockdown. South Korea and Taiwan which supply parts to Chinese factories had exports drop by 14% over prior year.

Problems this time as during the last ten years South Korean took oh a lot of consumer debts to increase consumption. During the last slowdown in the 1990's consumers were encouraged to take on more debt and this fueled growth. But this time the government expects private consumption to grow only 1% next year. South Korean household debt went up by 10.7% in the third quarter over last year, according to the Bank of Korea, and total debt per household has reached a high of 40 million won or $29,000 per household.

Plastic use has increased with the tripling in parcels delivered in the last 4 years, up to 64 billion parcels. As much as 93% of the growth in trash in major cities in China in 2018 comes from this one source- an astonishing 850,000 tons of plastic waste in 2018 from the e-commerce and delivery sector. Food deliveries and Alibaba online deliveries add to plastic waste. The government is cracking down with new rules from the Environment Ministry. By the end of 2020 non biodegradable plastic bags will largely be banned from cities, and single use straws banned in restaurants across China.  This ban will extend to all cities and towns by 2022 and to markets selling fresh produce by 2025. Restaurants will have to cut use of plastic by 30% by 2025. In 2018 China stopped taking imports of plastic waste. China is beginning to realize the costs of letting single use plastic grow. The last regulation was in 2008 banning the giving of free plastic bags at retail markets and banning production of super thin bags. It has taken the sudden jump in use in package delivery and in food delivery for the government to finally act. Experts say China uses too much plastic. India has taken strong action against single use plastic in 2019 under the leadership of prime minister Modi. ...

A state wide ban on single use plastic bags goes into effect in New York state March 1, 2020. This is part of a global push to get rid of single use plastic bags that pollute the environment, end up in waterways, rivers, on trees and landfills. Some clues are offered here on why store owners still used plastic bags, and why large grocery chains still use plastic. The plastic bags cost much less than paper bags. Here one small store owner says 100,000 plastic bags cost him $2000, the same number of paper bags $15,000. Astonishingly for a large city in a developed country this report shows a Moroccan immigrant saying that it is already popular in her home country Morocco where the ban on single use plastic bags has reduced litter. Americans are not used to carrying reusable bags to the grocery store in the way Germans or people in other countries are. ...

France produced 3.1 million tons of plastic waste, with 2.1 million tons being in packaging. A new environment protection law by president Macron requires supermarkets and other stores to use refill stations for packaging so that unpackaged goods can be sold. During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...
