South Korea's democratic form is recent. Since Sygman Rhee in the 1950's and student protest in 1960's three decades of military rule have weakened the country's democracy transformation efforts. Only since 1988 have free elections given Koreans a respite- just 36 years. Presidents are impeached and resign many times in these 36 years showing the fragility of the democratic forms of government in South Korea. The presence of a Communist North Korean regime and memory of the Korean War in 1950 add to the polarization in the country between right wing and left wing parties and politicians. Yoon is a clear example of a prosecutor becoming a candidate for president who was not anchored in a clear grasp of the limits of the power of the president and need to work with opposition parties. When he dabbled wildly in right wing politics that described the North Korean threat as close to home, this led to martial law and his presidency unraveling.

With provincial support and a thick network of family support it is much easier to get childcare so that women can work and there are other benefits. Strictly one off payments by the federal government are never enough. The Baldo family in Balzano gets an additional $200 euros per month for each child from the provincial government in addition to $2000 euros a month from the federal government. The provincial government also subsidizes apartments and groceries at the supermarket offer subsidized groceries. The closest parallel of the campaigns for president in 2016, 2020, 2024 are in the campaign of 1952. The difference is that Eisenhower was widely respected in both parties and had fought the war against Germany and Japan alongside Gen.George Marshall under president Harry Truman. His name was put on the ballot in New Hampshire but he himself preferred not to run or run as an Independent according to JFK. The Eastern Establishment including Governor Dewey of NY pushed for Eisenhower while the Midwestern States more isolationist in their approach supported Robert Taft. Eisenhower also did not choose Senator Nixon and he was chosen to win support in California and as a compromise with the Taft group. Eisenhower did not at any time approve of the reckless criticism tactics of McCarthy, though he remained silent on the issue not wanting to distract from the need to find a new approach to ending the war in Korea and with the Soviets than the one offered by Truman. Gerald Seib in the WSJ gives 3 reasons for reluctance of president Trump to get involved in wars in the region on behalf of the Saudis- the U.S. is less dependent on Saudi oil with its increased oil production, China, South Korea and Japan depend on Saudi oil making it necessary for these countries to pay for the conflicts not the U.S. Other reasons are the U.S and Mr. Trump's opposition to endless wars that lead to neglecting U.S. priorities such as infrastructure and building its economy.  If the wars cost trillions of dollars the U.S. expects the Saudis or Asian countries to pay the U.S. for the cost of these wars. Japan is the most dependent on Saudi oil and it is playing a constructive role to reduce tensions between Iran and the U.S. Mr. Macron of France is playing a role because the EUropean Union also imports oil and wants to prevent the Iran nuclear deal from being ditched or at least for it to be renegotiated.

The German Bundeswehr transfer of fighter jets and supply planes in mid-August Rapid Pacific 2022 was done within 24 hours for 6 Eurojets fighter jets, four transport aircraft, and 3 air to air fueling tankers, with 100 tons of material. The exercize from Aug 19 to September 8 was for 2500 personnel and 100 aircraft from all over the world called Pitch Black in Australia's Northern Territory. Next year Gemany plans to have its army participate in Australian exercize. Apple relies on Chinese suppliers for about 90% of its products. So reliant is Apple on China that it is slow to make changes to adapt to president Biden's policies for a new US Asian Economic Framework that builds new supply chains. By contrast Samsung has largely stayed out of China using supply chain manufacturing in Vietnam and other countries. India and Vietnam are major alternatives and only India can offer the well trained workforce and supplies of land, labour, incentives and facilities that China offers. Lessons from Ukraine were uppermost in the thinking of the Quad leaders from the US, Japan, India and Australia as a new framework is envisioned for Asia. Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. This is essentially the approach taken by first, Japan, then South Korea, then China, in becoming advanced industrial nations, increased revenues and capital concentrated on projects that would deliver in terms of industrial progress such as infrastructure, today in climate change renewable energy, and other actions. CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. This editorial in the WSJ says the reinterpretation of Article 9 of the Japanese Constitution to allow collective self-defense in no way brings Japan back to its militarist past. It reminds readers that Prime minister Abe faces the Japanese public's skepticism as a majority of Japanese in polls show they do not favor the collective self defense interpretation. The New Komeito party in the coalition government also restricted the interpretation. South Korea's reservations have also to be considered by Japan. The revised interpretation lets Japan fill some needed changes in its role in the new situation where China has taken a more assertive stance on territorial issues in Asian waters near Vietnam, the Philippines, Japan and South Korea. In this manner the restricted interpretations lets Japan fulfill a role necessary for the U.S. to continue its presence and strength in the Pacific and Asian waters needed to maintain peace in the region.

During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

Australia also defended free trade but offered no response to the U.S. duties on Australian steel and aluminium exports to the U.S. of $388 million.  There was no criticism of Mr. Trump.

In this exceptional piece Galston says institutions such as Johns Hopkins University in the Baltimore area have to do more to integrate their activities with the city in the way Carnegie Melon University and other institutions helped revive Pittsburgh. Pittsbugh suffered a hollowing out of manufacturing with foreign competition, population decline and unemployment reaching 17%. It suffered economic decline in a way that happened in Detroit over the last decade. A concerted effort by the city's political, economic and nonprofit leaders is credited with making Pittsburgh one of the most livable cities, and reviving industry around new innovation. The unemployment rate in Pittsburgh is 5.4%. Galston acknowledges that Baltimore is 63% black, and Pittsburgh 26%, yet race is not the only factor, and Galston points out the need for Baltimore to work diligently to build on its educational and medical technology assets to build a new future for the city.

Yellow vest protests will be banned in worst hit neighborhoods in Paris. The Paris police chief was replaced after violence, looting and arson in the Champs Elysees area of Paris. 10,000 gilets jaunes yellow vest protestors marched in Paris. Police have come under criticism for excessive use  of force. Hand held rubber bullet launchers and explosive sting grenades are some of the devi ces used  by police. The government says not enough force was used. Philippe said "inappropriate orders were given to reduce use of rubber bullet launchers. He says there should be a hardening of France's doctrine of law and order.

Suggests an impasse has been reached between the government and protestors.

Toyota is seeing declining sales and has cut its temporary workforce by more than 20% from 8,800 in March to 6,800 in September. Sales declined 4% in the July-September quarter. The whole area in Toyota city with 76,000 jobs connected to the auto industry and the area around Nagoya is being affected. And emerging markets are not making up for steep declines in the American market. Analysts at Credit Suisse and UBS predict Japan's economy could contract by 1% in 2009. Sales at major department stores in Nagoya dropped 8.7% in September, the largest decline among 10 major cities in Japan, and there is a fivefold increase in the number of distressed businesses seeking government loans according to a report by the local chamber of commerce.

Two Syrian cities are among the oldest in the world going back to 3000 BC. They are Aleppo and Damascus. This is close to when Varanasi on the Ganges in India was settled. Aleppo is older than Damascus.  The only European city that comes close is Plovdiv, Bulgaria, says this report in The Guardian. Most of the Syrian region is populated by Syrian Sunnis about 75% and there are Christian, 10%, Shia Alawite 11%, and other minorities in Syria.  The Syrian Civil War 2011-2024 destroyed most of the old city of Aleppo. Syria has 110 miles of Mediterranean coastline, mountains along the coastline and and area inland of wheat cultivation along the Euphrates river and the Syrian desert near Iraq in the east, Turkey to the north with Kurds in that area, and Jordan in the south. The Ottoman Turks ruled from 1516 to 1918. In 1920 a French Mandate was setup in Syria till 1943. Following the Second World War Syria was an independent nation and briefly joined Egypt in the UAR United Arab Republic.  ...
