The Ayushman Bharat Mission (Swasth Bharat) launched by the Indian prime minister this week aims to fix the healthcare infrastructure that was neglected for decades since independence. It aims to increase investment to provide much of the rural population access to healthcare services. Investment in healthcare will increase over a six year period from 1.15% to 2.25% of GDP. The investment is of 64,000 crore rupees, about $10 billion over 6 years. By comparison the UK invested 5% of GDP in 1980 for healthcare spending which increased to 9% by 2017. This suggests that this is just the first step towards increased investment in healthcare spending to build medical colleges, hospitals facilities, and rural healthcare clinics from the smallest unit level in districts across the country.  The pandemic showed weakness in India's healthcare facilities particularly at the rural level. European banks hold $147 billion of Portugal's assets and $117 billion of Greece's assets. The banking systems of Euopean lending countries are heavily exposed in the event of a sovereign default which is why it is in the self interest of Germany and France to come up with an aid package that restores confidence in financial markets, to avoid a direct hit to their banking system. Because of the ineptitude of Europe's decisionmakers, especially Chancellor Angela Merkel, private investors will not play the role in helping roll over Greek debt at tolerable interest rates that they could have played. With the now larger aid package of $160 billon there are still concerns from other angles. One is that debts of Greece will continue to grow- hence the three year aid plan. Analysis by the Economist suggests that the Greek government debt would rise to 149% of GDP by 2014 even with an aggressive budget deficit reduction of 12 percentage points (excluding interest costs). This assumes an interest cost of 5% in the aid package. In an average year Greece needs to refinance 40 billon euros of its debt and $70 billon is needed to cover cumulative budget deficits till 2014, hence the need for the IMF to step in and the nervousness in financial markets. ...

The US Labor Department will now require not just 401(k) administrators but also advisers for retirement plans called IRA's to follow the higher fiduciary standards of the 1974 ERISA law that aims to protect American retirees. When workers leave a company or retire they rollover their money into IRA's. This retiree money will now be protected with a high fiduciary standard as it should have been all along. In 2020 alone the IRS estimate is that $620 billion was rolled over to to such IRA's.
