Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. With provincial support and a thick network of family support it is much easier to get childcare so that women can work and there are other benefits. Strictly one off payments by the federal government are never enough. The Baldo family in Balzano gets an additional $200 euros per month for each child from the provincial government in addition to $2000 euros a month from the federal government. The provincial government also subsidizes apartments and groceries at the supermarket offer subsidized groceries. In Italy apart from this Alpine region birthrate per women is stuck at 1.38 children per woman. NYT shows the Baldo family and their six children up close. Ms. Baldo at this time has decided to stay home, but her sister has four children and works as a nurse with public nursery support from the provincial government. ...

The increase in colorectal cancer, one form of cancer, to more people under 50 years shows the role of healthy and unhealthy habits in food and exercise in causing cancer. People with bad food habits, smoking, obesity, are more at risk of cancer in general. This report says recent generations have been more exposed to red meat, ultra processed foods and sugary beverages- it is a comment on the times and habits that had deteriorated after 1980's and the lack of awareness of the dangers until the pandemic hit hard.  The overuse of painkillers and other medications and the impact on good and bad bacteria in the gut of lack of careful use of medications. It also points to the need for reducing chemicals in the environment as the effects can be seen in higher cancer rates. It must be of the highest importance that all people in America in every region of the country be treated in the same way, not leaving chemicals to be dumped in areas that are poor or neglected- as more cases are seen this report says in the cities and towns along the Mississippi river, in southeastern states, and it shows the impact of trace chemicals of nickel, arsenic, and chromium from industrial plants, chemical plants, and coal production. Forever chemicals can be found as some reports show also in peaceful looking landscapes in America- such are the dangers unless the people of America insist that their leaders fight these wars before culture wars and over other issues not central to the welfare of all Americans in every part of this Nation. ...

As David Calhoun steps down from Boeing following the stepping down of the previous CEO Muilenberg, both for quality issues at Boeing this report in Yahoo Finance by Allan Sloan shows the effects of the accounting training and lack of awareness and conviction to put Quality uppermost. Calhoun joined GE at the time when Jack Welch was running the company. The book by David Gelles looked at Welch's period at GE with concern because of the use of accounting methods and finance businesses to make results look better- "How Jack Welch Gutted the Heartland, and Crushed the Soul of Corporate America." Over the decades in which one sees American manufacturing neglected one also sees the rise of executives in finance who ran companies in America that showed little interest in the hard work of manufacturing and surrendered leadership to first Japan and then China. Boeing CEO Calhoun is shown as another of the CEO's from GE who trained  under Welch who joined Boeing and other companies.The adjoining video in WSJ points this out after the Alaska Airlines incident and other incidents of flawed plane design and manufacturing- the basic problem being a lack of Quality and Worker and Quality practices Friendly Culture at Boeing. WSJ says three layers of quality checks are essentially worthless without a emphasis on worker training, on quality culture, cost cutting to get planes out the door, and lack of investment in Quality Control and Inspection. ...

The failure of three layers of quality checks Boeing are shown here in the WSJ video after failure events on airline flights. Two CEO's step down. What is the real problem? It is that the company is run by executives trained in finance and accounting and have too little of a background in the workplace where the manufacturing and assembly components is taking place or grasp of what it takes to turn out quality products by workers on the line. The basic approach is flawed because it is not quality checks that build in quality into a product but the workers on the assembly line who have to be trained and the investment made in quality processes to turn out a quality product. This has long been a focus in the earlier days of America's industrial revolution till the focus shifted to finance in the US and the focus on manufacturing shifted to Asia, to Japan, China and now India. It will take a complete shift in America's company leadership to hands on CEO's who are with and understand the workers on America's assembly lines, who can live some days and nights with workers on the production line to see and feel the problems first hand. This will take a decade, and for America as Jake Sullivan said at Brookings for president Biden and his team- this is a fight we must, and we will achieve. ...

The next thing your blood tests will surely come out better, your next health exam will be better. NEFTY is the process and it is all about process, when the process is good the results for overall health are good one can be sure of that. Companies that have difficult times ahead are down including Tesla with Chinese BYD CATL competition and declining profit margins, an Apple with broad lawsuit from the Justice Department for monopolistic behaviour and as its relationship in China is faltering. Holding up are Microsoft, Amazon, and Meta with its advances in AI. Denmark based Maersk is the link that connects Asian exporters to the US and Europe. It measures its container ships in size by TEU's a TEU being  20 foot container boxes, 20 foot equivalent units being standard. The Dali container ship had 4700 40 foot container boxes that was built for 10,000 TEU's. When Japan was the large exporter getting Toyota's into Long Beach it was 6400 TEU's , with China now sending BYD E vehicles it is now as large as 10,000 TEU's. In the future with India sending its exports under a resilient supply chain to the US it is 20,000 TEU's. What we don't see are these ports such as Long Beach and Hamburg (in which China has ownership stake) which are increasing capacity for taking in exports from Asia. It has reached these volumes only in one direction from Asia, which president Biden is trying to reverse by building factories at home for resilient supply chain and for jobs and a future for American workers. The Dali 4700 containers that hit the bridge at Scott Key in Baltimore also were figuratively hitting America's own manufacturing base, and its workers and communties built around factories, across the Nation. ...

Under Eisenhower administration and John Foster Dulles the Cold War with Soviets cast a shadow over the struggle for freedom from colonial rule of the Vietnamese people. After the French left in 1954 remaining American advisers cast a shadow over John F. Kennedy's new vision for the world that included freedom from colonial rule for Asia and Africa. Facing a struggle in Eastern Europe with Soviet tanks in Budapest in 1956, US was unwillingly dragged into France's colonial conflict after Kennedy's assassination. The battle of Dien Bien Phu has another significance as looking back it was not the cold war conflict with the soviets but a struggle for freedom and independence from French colonial rule. The conflict cast a shadow over the Kennedy administration, and after John Kennedy lost his life in Dallas, led to a loss of Kennedy's vision of the New Frontier, ideas that were lost for 4 decades of mediocre or inexperienced leaders from Nixon to Clinton, Bush and Obama and Trump that embroiled America in distant wars and wasted resources needed at home for infrastructure and needs of the people. FR24 looks back at the Battle of Dien Bien Phu 1954, that gave Vietnam freedom from colonial rule and independence. The French ended their rule and Vietnam was divided into 2 states. The US was drawn into the struggle by support and advisers to the new government in the South. Just 6 months after Dien Bien Phu the French were faced with another conflict with the Algerian war of independence that went on till 1962. In the South Vietnam situation it happened in the backdrop of the struggle of the US with the Soviet Union and the People's Republic founded by Mao in 1949, called the Cold War. In 1956 Soviet tanks rolled into Budapest to crush the Hungarian revolution. It is in this context that president Kennedy was pulled into the conflict of North and South Vietnam. Would Kennedy in a second term have handled it differently than Lyndon Johnson who with the Tonkin resolution had America drawn into the conflict left behind by the colonial French power. It is possible Kennedy would have handled it by consulting Congress and the people and looked for solutions outside Cold War conflict. The result and the end of Kennedy's term led to the vision of the New Frontier and Kennedy's imaginative leadership being forgotten with a series of mediocre presidents Nixon, Carter, Reagan, Clinton, Bush, Obama and Trump for three decades leaving America into expanded wars in Cambodia, Star Wars competition wit the Soviets, Iraq, Afghanistan and wasted America's resources, neglecting its infrastructure and needs of its people in health and education. ...
