This BBC report shows the staggering sum of $44 billion taken out of Saigon Commercial Bank. The report says 93% of loans  given by the bank went to Truong My Lan who set up the bank by merging 3 smaller banks, and shows the brazenness and the scale of the corruption. My Lan started with a market stall during Vietnam's shift to a state driven market economy in 1986 like China, and gradually acquired hotels and other property. Nguyen Phu Trong is the General Secretary of the Communist Party since 2011 and president 2018-2021. The risks to the Communist Party of such corruption have become evident and Nguyen Phu Trong as leader of the Communist Party in Vietnam started his campaign against corruption in 2016 after pro business prime ministers of the past had led to Saigon's economy being left unregulated after 1986 in then Doi Moi reforms. It is Vietnam- and China's- lack of familiarity or experience with the market system that has led to tolerance of outright corruption in the past. In no way does a market system need any corruption of any sort to function that damages the credibility of the system with the people. It has happened before- the issues and the tactics. This article is from the Washington Post March 10, 1985. The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

In 1952 the US was engaged in the Korean War and there was increasing fatigue with that war as Communist China pushed back Gen. MacArthur's forces and the armies moved back and forth across the Korean peninsula. Eisenhower offered to go to Korea to find an end to the war. The Korean War comes only a few years after China became a People's Republic in 1949 under the Communist party led by Mao-tse-tung and the Berlin Crisis. This led to an effort by Senator Joseph McCarthy and Senator Jenner in the 1952 campaign to make all sorts of criticism much of it unfounded about Adlai Stevenson who had just been elected Governor of Illinois. Eisenhower was a much respected figure and had planned not to run or run as an Independent and only agreed under much persuasion from Dewey and the Eastern Establishment (New York and Boston). Eisenhower had led American forces in the Western Command under George Marshall and president Harry Truman and had not sought the presidency only to have his name placed on the ballot in New Hampshire. In the middle of a campaign Eisenhower (Ike) did not openly refute McCarthy and Jenner but had showed considerable discomfort with their unfounded rhetoric and tactics. ...

TSMC will build a third plant in Arizona with the $6.6 billion in grants it gets from Biden's CHIPS Act. It will increase its investment in the US from $40 billion to $65 billion, essential to make the US a manufacturing hub for semiconductors. This experience shows that in semiconductors with long lead times of a decade to build plants the country which supports its semiconductor industry gets ahead while others following orthodox Reagan/Friedman period economics fall behind. This has revealed the danger of a theoretical economic textbook approach that doesn't work and endangers American manufacturing and technological leadership. A culture wrapped around the textbook approach has led to the US and the EU, India, losing their competitive advantages and losing manufacturing in industry after industry, with loss of millions of jobs and deindustrializing. It has also led to decline and increasing lack of economic opportunity in towns and communities dependent on this manufacturing across the US and the European Union. ...

The difference is that Eisenhower was widely respected in both parties and had fought the war against Germany and Japan alongside Gen.George Marshall under president Harry Truman. His name was put on the ballot in New Hampshire but he himself preferred not to run or run as an Independent according to JFK. The Eastern Establishment including Governor Dewey of NY pushed for Eisenhower while the Midwestern States more isolationist in their approach supported Robert Taft. Eisenhower also did not choose Senator Nixon and he was chosen to win support in California and as a compromise with the Taft group. Eisenhower did not at any time approve of the reckless criticism tactics of McCarthy, though he remained silent on the issue not wanting to distract from the need to find a new approach to ending the war in Korea and with the Soviets than the one offered by Truman. With quality defects a major issue for Boeing leading to two CEO's leaving early, the last being Mr Calhoun a finance executive leaving in December 2024, there is strong opinion that an engineer is needed, yet merely an engineer is not enough as Muilenberg an Iowa State engineer stepped down in 2019. Stephanie Pope has an accounting degree from Missouri State, joined McDonnell Douglas in 1994, which merged into Boeing in 1997.  She says "Culture beats strategy. If you have wrong culture you never succeed." and "Out of failure comes success. You can't be afraid of failure." It's rare to hear that. It also tells one that she has the right idea and practices about the process and hard work that gets results. Pros- she loves the company her grandfather was sheet metal inspector for the company, her father electrical mechanic, at McDonnell Douglas based in St. Louis, Missouri.  She has worked 30 years at the company. She aspired to be a teacher- and its good to have humility.  A VP in the parts and services unit describes how she helps out when quality issues come up in a hands on way bringing in engineers and other resources to help. The Chief Engineer says she is comfortable in the technical space.                                                  Cons- She has an accounting background. There is a sense that Boeing wanted to push planes out of he factory floor as fast as possible to meet production targets. Stephanie Pope with her humility, hands on style, her attitude in work with others, treating assembly line workers with dignity, her attention to the culture at Boeing, persistence in the face of failure,  all present a rare opportunity for Boeing and for America to engage in the task of renewal under a new leadership conscious of its responsibilities.        ...

Brahmins are a caste in India that held sway under the British rule in Madras in the Madras Presidency and dominated the professions and local government. Madras presidency was named Tamilnadu after independence. Think of Brahmins like the Boston Brahmins as upper caste, and the Irish as another deprived caste the Vanniyars in Madras state.  Madras was a very caste conscious state Periyar led a movement of Self-Respect for the lower castes improving their social condition. Kamaraj was from the entrepreneurial Nader case and was part of Gandhiji's satyagraha in Tamilnadu in 1925, going on to lead the Indian National Congress Madras wing by 1940. Madras state was very poor in those days- with 80% of the population illiterate under British rule and with agriculture based extreme poverty. Kamaraj changed the face of Madras, adding schools and high schools, midday meals in schools, and set up industry with large public sector projects, brought dams and electricity to the state, between 1954 to 1963, 13 years of transformation, may be the biggest in India in the period 1950-1975. ...

A transformation of the scale of what De Gaulle did for France in about that same period 1954-1963, in 13 years transforming a agricultural state with 80% illiteracy under British rule in 1947- this happened in the former Madras Presidency, Madras state in post independent India. Schools and high schools spread across the state, national to the state public sector projects were brought for industry, and dams built for electricity to the towns and rural areas. That is the story of Madras in that period. It was all done with clean governance with Gandhiji's principles. The period after the 1970's led to governments with caste based politics with lower castes from a Self-Respect movement pitted against Brahmins and upper castes sort of like the Irish as a deprived caste pushing out the Boston Brahmins yet binging with it Tammany Hall style politics of New York in the turn of the century America. By the 1900's you had Theodore Roosevelt challenging this kind of Tammany Hall politics, for clean governance. In 2024 Modi is sort of like Theodore Roosevelt challenging the existing system in the Tamilnadu Madras state on the basis of seeking the Nation's development and modernization comparable to China and Japan by 2047 what is called Vikshit Bharat. This is the only way to understand it for Americans as Indian themselves don't fully understand many castes interwoven in India as different groups and nationalities are in Europe plus more stratification. ...

Modi says Tamil culture, literature and language is for the whole nation not just restricted to Tamilnadu. With digital language tools people can communicate across languages within India. Modi speaks in Hindi, the questions are in English, there is also a Tamil version on Thanthi TV. Before independence this region around Madras now Chennai was called the Madras Presidency, just as the region around Bombay and Ahmedabad was called the Bombay Presidency. The caste system prevailed in Madras Presidency and led to the upper castes embracing western education and joining the local civil service and after independence the IAS in large numbers.
