Germany's kurzabeit or short work system avoids layoffs in a crisis. The Bundestag parliament in Germany quickly reintroduced it following the coronavirus. It provides subsidy to employers so that wages of upto 2500 euros can be paid to employees. The German parliament changed the requirement that makes it law fro a 30% of workers of a company being impacted by a crisis to 10%. About 2.3 million workers will benefit at a cost of 10 billion euros says this report in The Financial Times. The Federal labor office has a fund of $26 billion to which workers and employers contributed just for this purpose of safety net.  Workers get about 60% of their wages under this scheme while the crisis lasts. The last time it was used during the financial crisis of 2008-2009 1.3 million workers benefited from this scheme to prevent layoffs.  Germany with its strong vocational training system invests in worker training. The logical next step was to preserve this knowledge component of workers and avoid its loss through layoffs due to some crisis that is temporary and beyond the control of the company. Britain is adopting this idea this time with the British Treasury supporting  80% of lost wages upto 2500 pounds a month in the new economic aid package announced by the British government. Spain has a scheme under ERTE for 70% of wages to be paid as safety net. France has set aside 8.5 billion euros aid for assistance to workers in a similar scheme as safety net. ...

Tom Brokaw is perplexed by the absence of the war in Afghanistan as a campaign issue in 2010 US elections. Especially because the war is in its 9th year, has caused 5000 dead, 30,000 wounded, and cost over $1 trillion dollars. He reasons that this is because the vast majority of Americans can opt out of fighting the war on the ground. The all volunteer service draws from 1% of the population, with the majority from working class or middle class backgrounds. This has an unintended effect in making the costs of the war less visible, when actually it is taking a toll in other ways. The US is short of funds to build much needed infrastructure or update infrastructure. States and local governments are laying off teachers because of budget shortfalls, and the national budget deficit makes less money available for solving pressing problems in carbon emissions, energy, and infrastructure. Only recently New Jersey Governor Christie put on hold a new tunnel into New York City because of a lack funds. Pressing infrastructure issues elsewhere will be postponed in this manner. And the outlook for the next 20 years, according to Robert Gordon of Northwestern University, is not going to be better with slower growth at an average of 1.5%, leaving less money for the kinds of projects that defined America from the Erie canal to interstate highways. Brokaw says, the country would benefit from an effort to discuss what happens next, in the continued expenditure of blood and treasure. Krugman points out that a centrist solution is not the panacea it sounds. A lot depends on what it is and what is seen as centrist, if it really is centrist, and if it makes sense. The BJP party under Modi gains 282 seats and sweeps the north, centre and west of the country, and parts of the south and east. Younger voters in overwhelming numbers voted against inept governance and corruption under the Congress led government of Manmohan Singh and party leader Sonia Gandhi.

Peter Funt points to the time before the internet when daily papers were delivered and radio carried the news between music, and it was hard not have it rub off while hearing the radio or glancing at the sports pages. This rub-off effect meant that even by casual listening or accidentally people got the news. Before cable television the news came from nightly and evening general interest news broadcasts. People usually caught the major news at dinner time or before bedtime as most entertainment broadcasting paused for news broadcasts. By contrast in today's environment news is pulled on the internet home page only from the sources and topics one has selected, or watching one of the 24 cable channels that are essentially covering a liberal or conservative agenda, leaving people less informed about current events except in ways that reinforce one's opinions or biases. Others get their news from tweets, or social media. Funt call this a complete inversion of the traditional process of getting news- where the traditional process was to combine what people wanted to see and ought to see, the new process was to give what people wanted to see. Add to this competitive pressures and budget cuts, and news was shifting by design and intent to what people wanted or were likely to click on frequently, even on sites like BBC News with proliferation of trivia. The net result- there is too much which poses as "news" but is not news such as trivia, less coverage of news, and as the title of this article suggests, too much media and too little general news to shed light on events that affect our daily lives. Funt was writing in 2009, when Google News and Facebook News Feed were just getting started. By 2016, this inversion was causing serious alarm because of the way misinformation was becoming prevalent. This article reminds one that this was not always the case, this is something that has developed only in the last couple of years- that it is not a constructive development, and which we now realize can have a disruptive effect on democracy through spread of misinformation. Funt cites Scripps News slogan- "Give light and the people will find their own way," - that there is a role for traditional general news in our daily lives which informs and lets us form our own opinions afterwards,  that the social media news feeds on the internet run by algorithms or 24 hour cable news channels run for conservative or liberal agendas is not a subsitutute,  that most of us can use the help of good editors, and good broadcasters.       ...
