Japan's cabinet approves a change in interpretation for Article 9 of the constitution to permit "collective self-defense." The wording was negotiated with the more pacifist New Komeito party in the coalition government to cover attacks on Japanese allies such as the U.S., but limit it to actions that seriously threaten Japan. Because the Liberal Democratic party of prime minister Abe controls both houses of parliament the change is likely to go through. The U.S. president Obama, Defense Secretary Hagel, and Rear Admiral John Kirby of the U.S. Navy see this as improving security and stability in the region.

The purchase of F/A-18 aircraft by Germany capable of delivering nuclear weapons stationed in Germany is critical to keeping the nuclear deterrance and the "nuclear sharing" agreement with the U.S. Older aircraft, the Tornadoes are now 40 years old. Chancellor Merkel has supported the purchase but this is now being called into question by its junior partner in the coalition government the SPD.  Leaders of the SPD party say they would block the purchase of 45 Boeing Company made F/A-18 jets proposed by Merkel's defense minister. Under NATO's nuclear sharing agreement going back to the 1950's it is believed there are about 180 B61 tactical nuclear bombs in rope, some 20 in Germany and spread out over Belgium, Italy, the Netherlands and Turkey. President Trump has said the U.S. will withdraw from a treaty with Russia that limits the presence of nuclear missiles in Europe because Russia is not living up to the agreement. This could lead to an arms race. The issue is leading to the beginning of a fundamental debate about nuclear armanent and military spending of a type that has not happened in Europe since 1982 when a rebellion in the SPD over the stationing of nuclear weapons in Europe led to the ouster of Chancellor Helmut Schmidt.  The Christian Democrats view the purchase of the F/A-18 at a time when Russia is updating its nuclear deterrance as fundamental to NATO and nuclear sharing. The SPD's leaders say nuclear sharing does not mean the need to host nuclear weapons, and give the example of Canada, a NATO ally that does not have U.S. weapons on its soil. ...

This editorial in the Economist says the new unity government setup through the United Nations sponsored talks in Tunisia is the best hope for bringing peace and recovery for Libya. With the attacks and presence of ISIS in Libya the oil production has declined by 75% since 2011, and the UN sponsored 6000 troop stabilization force is the next step to bring a measure of peace and stability to Libya so that it can recover. It is not enough for the west to just watch as happened following the fall of Gaddafi, a grave mistake, it is important that the west and the UN take steps to give Libya the stability it needs to recover, says the Economist. Egypt, the UAE, Saudi Arabia, and other powers in the Middle East that turned the region into a proxy war also need to work together and see that it in the best interests of the region to bring peace and development to Arab North Africa.

Federal Reserve chairman Bernanke said the Fed would target a 2% inflation rate and keep short term interest rates near zero till late 2014. Eleven of seventeen Fed officials at a two day policy meeting ending Jan. 25, 2012 supported this policy. The announcement is part of the Fed's new communications policy which hopes to lower long term rates to stimuate growth and employment by signalling intentions on rates on a longer term basis. The Federal Reserve has lowered its estimate for growth in the U.S. to between 2.2-2.7% in 2012 from 2.5-2.9%.
