With the strong jobs growth report in September the US Federal Reserve, America's central bank, is expected to increase interest rates by 0.75% at its meeting on Nov. 1-2. That will be the fourth interest rate increase in 4 consecutive meetings of the Fed. It is designed to tackle inflation yet it also reverses the period of low interest rates for savers that extended from 2000 to 2020. This period covered two crises one created by irresponsible behaviour of banks in the financial crisis of 2000 and the second a natural health disaster from the pandemic when interest rates were brought down to zero as a policy response. During that period savers who suffered decline in savings with little interest income and lower income groups were hit by both the financial crises, employment gaps that hurt income and savings, and the shift of jobs overseas as jobs were shifted to China and American manufacturing declined. Economic policy was determined in that period by economists who failed to grasp the dangers to American manufacturing, to American communities with loss of jobs from offshoring, rising inequality that fragmented society.   This has changed under the Fed run by Mr. Powell first appointed by Mr. Trump and now renominated by Mr. Trump, who is not an economist and brings a very different mindset to central banking, going with common sense about what works for average Americans. a sense of humility, and down to earth about American workers and American manufacturing and its place in America. ...

Late career layoff have affected savings of middle and professional class of Americans since 2009. Recent data show 25% of those laid off in years when kids college tution and other exorbitantly growing expenses can strain budgets and savings, are not able to find jobs. Others end up in lower paying work. Fewer job protections under Anglo Saxon capitalist economies of US and Britain compared to Germany and France lead to his type of job loss being more prevalent in these societies. Sometimes US can offer more job opportunities but this also comes with more job loss for many reasons.

This report in the NYT says South Korea is putting itself at a disadvantage by investing in the US and with its commitments for buying LNG from the US. It like other articles in the NYT sells America short. The goodwill earned by Japan and South Korea by the approach to trade agreements that acknowledges the unfair treatment the US put up with from both partners for decades is something that will be remembered by the American people. Any agreement South Korea and Japan make with the US will be to the lasting benefit of the two Asian nations as it is built on shared goodwill of the American people and the people of Japan and Korea. Agreements with China are largely temporary adjustments in a larger situation of competition between the US and Europe with China and are transient arrangements.

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Keller says that Fox News has contributed to the corrosiveness that has affected public dialogue in the U.S. He admits that the prestigious urban newspapers like the Washington Post and the New York Times can be condescending and too open to consider points of view that do not have merit. Yet, he says, they are different from Fox News in that they are self-critical and take up different points of view outside their own, an openness that Fox News lacks. A little research shows another side of the Times- during its early years the Times with a scoop of its own helped put the boss of Tammany Hall, which dominated New York politics in the late twentieth century, in jail. The journalists of the Times, even though they have their own screwups, always must carry the added responsibility of living up to a long heritage.

Experts at Moody's say that a partial deal with China like the phase 1 deal Mr. Trump announced this week will leave unresolved the fundamental differences in the two countries' economic, political and strategic interests. Mr. Trump suspended a new tariff on Chinese imports set to go into effect in December on mobile phones, laptops and the remaining import products not yet covered by tariffs. Any improvements in relations is seen only as temporary. In the agriculture sector most farmers are taking a cautious attitude. Importers of products such as luggage and other basic consumer products are living with the uncertainty- product quality may deteriorate now that importers cannot pass on a 25% tariff cost.
