John Holmes the UN deputy secretary general and relief coordinator says after a 4 day situation that the situation in Afghanistan is deteriorating. Afghanistan's food needs he says are very great considering the worsening food situation cause by world food prices surging and by the loss of about 40% of Afghanistan's wheat crop from drought that has affected food producing areas. The UN appealed 6 months earlier for $400 million in food aid to meet the needs of 4.5 million people or 14% of the people and for seeds and fertilizer to increase food production. Complicating food delivery is the worsening security situation with 432 deaths to insurgent attacks, and 62% rise in civilian deaths, displacement of 160,000 people.

US National Intelligence report due after the November elections confirms much of the British Ambassador's cable to the French from Afghanistan. Its a situation in a downward spiral the draft report says and the deterioration is accelerated by rampant corruption and the heroin trade which is now about half of Afghanistan's economy. Admiral Mullen chairma joint cheifs confirms most of what the British Ambassador in Afghanistan s saying about deteriorating prospects in the country. He understands the heroin growing issue brought up by US counter narcotics experts in the NYT recently, by saying "we've got to impact pretty significantly, pretty fast on the poppy issue". He is aware that poppy growing is abundant in the south and in Helmand province pours upwards of $100 million to finance the Taliban. General McKiernan who heads NATO forces there says that NATO forces would be authorized to attack narcotics bosses, their soldiers and infrastructure, if they are linked to movement of weapons, improvised explosives or foreign fighters in Afghanistan. Which is possibly a waiting mode till more troops are sent to Afghanistan as policing this rugged mountanous country with tribal regions and loyalties complicated by the narcotics layer and widespread corruption in the Karzai government and its loss of popular support requires many more troops than are now in the country and a sustained campaign. So far the US and European forces possibly outnumbered have resisted alienating the poppy farmers in the south through land based eradication. But with more troops Mullen's new approach and Petraeus's has to shift to something like that, at the same time as they follow Petraeus's new counterinsurgency doctrine in display in Iraq to draw down the Taliban strength to its core supporters by winning other tribal factions with no hardcore loyalties over to the American side....

India's response says Amitav Ghosh is better being like the Spanish response to the Madrid bombings 11-M as it is known in Spanish, than the American response to 9/11. The American response was military buildup and the invasion of Afgahnistan and then Iraq. The Spanish response was says Ghosh was of vigilance, patience and careful police work in coordination with neighboring countries. And in the case of India the added effort to eliminate the terrorists hideouts and safe houses in cooperatation with other countries. The high risk of failure as the U.S. withdraws from Afghanistan in 2012-2013. The U.S. is handing over to an Afghan Army that faces a high desertion rate, high turnover, and uncertain loyalties. The turnover is so high that the Afghan Army has to replace a third of the 195,000 army every year. The problems from the corruption in the Karzai government, the flawed elections, and other issues have not been resolved, leaving a fragile government and a fragile army and police force as the U.S. withdraws. A decade of sacrifices in resources, lives and wounded, is at risk. A negotiated settlement in talks with the Taliban has not moved forward to create a post U.S. withdrawal Afghan government that brings in all parties. The untimely death of American diplomat Holbrooke who set up the accord that made peace in the Balkans, and the failure to get results at the talks only leaves the whole U.S. project at risk.

The Adventures of Amir Hamza is a story much like the Odyssey but set in the Persian, Central Asia Islamic world. It was born as far back as the 9th century. It has a South Asian version since the epic is retold in different settings and has a oral tradition of being recited by dastangos who used to recite these myths and legends . Amir Hamza is supposedly the uncle of the prophet Mohammed. Its South Asian version is in the Hamzanama that was commisssioned with painted manuscripts by the Mughal emperor Akbar. It has 1400 illustrations and formed the basis of Mughal art which was a fusion of the artistic worlds of Hindu India and Islamic Persia and Central Asia. In those times the Persian speaking world extended from Tabriz to Hyderabad in south of India and the Hamza Adventures were told around campfires and in the outdoors. The Hamzanama paintings commissioned by Akbar were shown at the Sackler Gallery around the time of the Iraq invasion in the summer of 2002 and show a world long forgotten. The Saudi type of Wahhabi Islam and religious zealotry is a far cry from this more open world of art and legend and life in central, south and western Asia, of commerce, trade and ways of life intermingled and flow of people across a large region in Asia. What it may suggest is that the current wave of religious zealotry is a kind of phase that like a passing wind comes and then is dispersed, maybe its a reaction to western interventions, maybe a failed response of tradition with modernization, maybe something else, a clinging to old outmoded patterns in areas that are most left behind by change, with ethnic and other strife mixed in with it. No single or simple response to it makes sense and a lot of patience is needed. Conflict of civilizations talk and the like may simply be overdone and way oversimplified things....

The idea presented that had the country stood behind the war effort it could have been turned around. Here President Johnson's own deputy national security advisor, Francis Bator, who is Professor emeritus at the Harvard Kennedy School, refutes this notion by saying that: "in Vietnam the goal was clear but unattainable by any means not grossly disproportionate to the American stake." He goes on to say that false inferences from that failure will not help President Obama with the hard question of deciding what feasible goals and means in Afghnistan and Pakistan and other places will minimize chances of amajor terrorist attack on the United States, whaterver its origating location. And doing this in a cost-effective way. The wording is designed to first focus on what is the minimum that America wants- safety from another attack. Second, to focus on doing this in a cost-effective way. At some point resources added become disproportionate to the American stake in Afghanistan. An infantryman in the Vietnam war describes a people in villages that he was supposed to protect who would not even alert American soldiers of bombs when they knew exactly where they were placed. David Obey, head of the House Appropriations Committee who wants to see a war surtax so that the burden of the war does not just rest on military families. Says Obey, who came to the House in 1969, the first year Nixon engaged in the Vietnam war- "I am damn tired of a situation in which only military families are asked to pay any price whatsoever for this war." He asked Obama to listen to the archival audiotapes of President Johnson in Bill Moyers PBS documentary on the Vietnam War in which Johnson tells Dick Russell Senator from Goergia-" Well we know this is damn near a fool's errand but we don't have any choice." Obey has no faith in the governments of Afghanistan and Pakistan so he does not see any chance for a strategy to succeed in Afghnistan and he says "I didn't come here to be Richard Nixon's congressman, Reagan's congressman, Obama's congressman, I'm here representing the Seventh District of Wisconsin." To know Obey is to know him through the decades standing in Congress, fighting for spending on health, education and social programs, part of the agenda rooted in his Catholic faith, which he says demands that he try "to make this an equal society for everybody." In his spare time Obey plays the harmonica, with his rendition of "Amazing Grace" at a friend's funeral putting "everybody in tears," according to Governor James Doyle of Wisconsin. ...
