This is not stated explicitly he says, but Bernanke will counteract the effects of budget cuts and austerity policies by putting off rate hikes. The expiry in December 2011 of a compromise reached between the GOP and Obama to lower payroll taxes and offering business a tax break on capital investment will lead to a reduction in GDP by 1% in 2012, according to Mark Zandl, of Moody's Analytics. Pressure for budget cuts could add another half percentage point reduction in GDP, according to IHS Consultants. FR24 gives this video of the televised national debate in France between Macron and Le Pen. Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

This report in WSJ shows what offices would look like in a coronavirus economic reopening. Till a vaccine is developed in about one year from now what will the gradual reopening look like?   It shows a cafeteria at a company in Seoul with plastic shields separating each person, the Amsterdam office concept of six foot distancing offices at Cushman & Wakefield. This real estate company manages 800 million square feet in China real estate. It has developed a 300 page manual on safely reopening offices with every detail possible. Toyota plants will run at slower speeds because of large drop in demand, with plants reconfigured to maintain social distancing. Many companies are doing this now when it is easier to do without people. Protocols such as onsite health screenings are being integrated. A Knotel app  will add features for office tenants that gives employers the option to track some employee movements and trace their contacts to prevent illness. For sports and event venues the challenge is sanitation and cleanliness. Adding janitorial cleaning shifts and making food grab and go, cashless transactions and protective shields. Schools and colleges face a challenge of how many students to let in, and how many to seat and how, dorms with one room one student, and so on. One college in Maine is planning for thinning the students on campus, rotating students with shorter term modules, more online instruction.  ...

Prime minister Mario Monti responded with humor to the remark of former prime minister Berlusconi before the June 2012 summit of European leaders that he could unplug the Monti government, by saying that his government was not a home appliance. In August Monti's long intervew with the Wall Street Journal is published in which he says the Italian bond spreads with German bonds would be 1200 or something if Berlusconi was still running the government. Angelinia Alfano, of Berlusconi's party, the People of Freedom party, calls this "nonsensical" and the parliamentary whip calls this a "stupid provocation." WSJ's Alessandra Galloni intervewed the Italian premier. Monti's office says he called Berlusconi saying he regretted the "banal and abstract extrapolation of a trend in spread values, which was included in a wide ranging interview with the WSJ, was taken as a political consideration, which was not at all the intention."

The Oxford vaccine is to be combined with a dose of Russia's Sputnik vaccine in a study to determine if this will provide improved results. The idea is to test whether two doses combined of Oxford and Sputnik vaccine can provide better protection than two doses of the same vaccine. Trials will begin by the end of 2020. This is being done under the concept of heterologous prime boost which has been adopted in  vaccination programmes against other diseases.

,Both the Russian and the Oxford vaccine use a modified version of adenovirus, a common cold virus. This is stripped of disease causing genes and given genetic instructions that make the coronavirus cause a spike in the protein when it passes it to the human cells. This then triggers an immune response.

The failures in Argentina's management of the economy recurring decade after decade for the last 50 years and with an historical trend, relate to the breakdown in the political process in the country, the failure of society to come to grips with the problems as one community with common interests when fighting inflation as we see in most nations including in the US, Europe and modernizing nations of Asia. As well as countries such as Brazil that have overcome their issues with inflation since the 1970's. The lack of industrialization in Argentina and Chile leaves the countries vulnerable to commodity exports. A bad harvest year can ruin the economy as no rainy day fund exists as was done in Russia after economic crises. Borrowing from the IMF leads to a cycle of repeat crises followed by IMF borrowings, austerity budgets such as Milei's when budgets can be corruption free, disciplined and efficient to begin with for a startand kept that way by the whole of society acting together under responsible political leaders. Asian nations learned from Europe and drafted their economic path, Latin America which is largely populated by emigrants from Europe has failed to do this. The differences are stark. Much of Asia experienced war and strife since the 1930's and the suffering created a dire need for good leadership and programs for modernization and infrastructure by all of society pulling together. In Latin America the failures of political parties across the spectrum has led to drugs entering the economic framework, leading to failed states in other ways, and large parts of Latin America are now affected by this problem. The results are that this affects the people of Europe and the US with illegal flows, a problem unprecedented in the history of the US since 1787.  ...

When China did this for about 400 million people by 2000 it had the support of the people of the US and Europe and the US opened its doors to favor China in its supply chain. A former Defense Minister of Japan serving twice and senior member of parliament of the LDP, says Japan's arrangement in Asia with the US is for a team approach. This means if the US acts to defend Taiwan, Japan is likely to join the US. creating a wider war engulfing Asia. It is in this context that the G7 conference in Hiroshima, the nuclear war museum, and others, need to broaden the approach to give people everywhere in the US and Asia a chance to understand all narratives of all the countries involved. Including in this case China's as a country subject to invasion by colonial powers, so that all the narratives can be fully understood. There is a reason for this and that is that the 18th 19th and 20th centuries offer a poor example for prevention of nuclear war. China, Japan and India share a common connection to the two thousand years old Buddhist and Vedantic ideas no matter how bruised they were by colonial powers. They offer many openings for the Chinese, Japanese and Indian people in their common history of Buddhist thought and pathways, to find a common ground. ...

GM says that 19,000 employees have taken buyout or early retirement offers and most of them will leave the payroll by July 1, 2008. This will cut GM's workforce by 24%. GM is considering idling at least one plant and discontinuing some product lines as SUV's and truks go into deep sales decline. Most significant is the fact that is incredible but true that with this round of buyouts and retirements about 53,000 workers or roughly half of its workforce has agreed to leave the company since the beginning of 2006. It shows how the bubble in automobiles (see the link to a recent WSJ article on this) has resulted in such severe impact, and moved to create a structural shift in the USA market for automobiles, making them smaller in size and the total number sold in a maturing market smaller also. This is something already ocurring gradually in Japan and Germany from their peak years in auto sales and a shift to overseas slaes as is happening with GM and Ford also as they shift focus to overseas markets. Sales in Brazil were cited by GM CEO Wagoner recently as helping improve GM's otherwise poor results....

Macron's decision for snap elections in July is a surprise for his own party Renaissance and for the party he wanted to help Les Republicains of Former president Sarkozy. Prime minister Gabriel Attal was also unaware and had opposed quick elections. The Renault Duo, Citroen Ami, Swiss Microlino, Swedish Luvly, are electric vehicles for 1-2 passengers made at prices from $8000 for the Ami to $16000 for the Microliner. The Microliner has a range of 150 miles and max speed of 55mph. By 2030 about $100 billion of these small electric vehicles could be on the road compared to $3 billion in 2023.

Imagine UK general elections July 4, France now set for June 30 July 7 for National Assembly, and the US on November 5. The French election is now set after EU elections showed a now unpopular Macron party losing badly to Marine Le Pen's National Rally party in EU elections. Macron created En Marche in 2017 as his way of renergizing French parties by bringing in younger people that contested and won 2 presidential elections. On economic issues of fairness for workers and dignity France is deeply divided as working class has suffered as in the US with some of the disaffected moving to Le Pen and some to Socialist parties led by Melenchon. Melenchon supporters helped Macron win in the last presidential elections even though his policies have veered to continue policies that did not favor the working class. Macron hopes to bring the Republican right party back into French politics for the Assembly election. France has a presidential system so the July 7 assembly election would give Macron a chance to appoint a prime minister from the Republican party of Nicholas Sarkozy. A similar situation exists in the UK after Conservatives failed and a big shift to Labor is seen for July 4th. ...

Indian prime minister Modi tells RE Invest 2020, that India has almost tripled renewable energy production including solar and wind energy in 6 years, and is now the 4th largest renewable energy producer in the world. India is also now the fastest growing renewable energy producer in the world. He says India made investments in renewable energy early even when it was not the most cost effective source of energy. Through its scale and new technology, manufacturing advances, India is now in a position to show that renewable energy is sound economics. Since 2017 renewables exceed coal as a source of energy, making up 36% of energy production today.

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. In this interview in The Hindu with Public Health Foundation of India president Srinath Reddy, the importance of safe behaviours including masks and social distancing, public discipline to tackle a potential third wave. This was also pointed out separately by the Director AIIMS.  Mr. Reddy says study by Public Health England shows just one dose of Astra Zeneca vaccine is not very effective against the Delta variant- about 30% effective. As a result he suggests the need to reduce the spacing intervals which are at 8-12 weeks to a shorter interval now that adequate supplies of vaccine will be available starting in July and August till the end of the year. The initial spacing was 4 weeks when Astra Zeneca vaccine was first introduced and at which time the variants had not emerged. The Indian federal government affidavit to the Supreme Court shows that 1880 million doses of vaccine will be available by the end of the year 2021 to vaccinate fully with 2 doses the population of India over 18 years using 5 locally manufactured Made in India vaccines. This does not include the mRNA vaccines that will be made available from Moderna and Pfizer for which cold storage facilities are being prepared by the federal government.   ...

This means there is a great opportunity today to double this even as global trade slows because of the small size it is now and the policy of resilient supply chains sought by the US and EU. There can be some comfort with the loss of the usual social contact during the period of lockdown and working from home. There are is the opportunity to slow down, pause and reflect in prayer or meditation. There is also time to spend in gardens or parks, a patio or balcony to be outside. As Adrian Higgins of the Washington Post- who has two books on gardening and covered it since the 1980's- points out here we are not apart from nature or above it, we are nature, and plants and birds outside are fellow beings of a sort. Most of us live in tight urban environments and this is a great opportunity to break away from all the noise and bustle and experience some time with nature and with ourselves. A time for renewal and listening to our inner voices, as the gods may be reminding us about living a better and slower life. Higgins reminds us that sometimes it is an experience that is alive in memory as there is a word for it in Japanese and in German, and in other languages. In Japan shinrin-yoku is about forest bathing, by finding a woodland or park and experiencing the stillness. Germans call it a forest walk or waldspaziergang. Plant gardens or parks will do, even landscaped areas in urban settings. The shades in a garden with sunlight falling in different ways on leaves and plants. We develop a capacity to notice things we stopped noticing as we grew up. Just walk or sit quietly and look. Plants and trees also take away some of the isolation and loneliness as they are fellow travelers of a sort. As anyone who has planted will know we can look forward to the new flowering, and the growth into next year, and the next. We have got too intertwined with the short term and the immediate fulfillment, and this draws us out of this in ways that enrich and nourish our lives.     ...

The Detroit News Daniel Howes draws UAW leader Gettelfinger's attention to how serious Obama is about this auto loan not being a bridge to nowhere, and how Obama expects union, management and others to kick old habits and start building areally viable competitive future. Howes thinks Gettelfinger and the UAW may be doing what they did before in kicking the proverbial can down the road, as they said they would ask Obama and Democratic leaders to help the unions take out clauses for unions to do their part in the road to recovery that are stated in the term sheet for the loans. Howes reflects Detroit opinion in favor of the loans and helping GM, UAW and management get the bridge loan, but here he makes a marked shift in view. Howes accepts that the situation now is where with a bailout weary public and Democrats in the new Congress (more keen on getting energy efficiency and a competitive car industry than helping out the UAW and current management), and Obama, are not likely to support the old habits and ways of the car industry, its unions,its old managements and boards, and its old way of doing things. Howes is even skeptical of Wagoner's claim that he is going to reinvent the company. There are only 3 months between now and March 31st and the term sheet for the auto loans says the time between now and then should also be used to prepare for an orderly bankruptcy with government support and financing in place. No less than in a place like Detroit this columnist is calling for serious attention to be paid to what this term sheet implies and the public mood is saying by all concerned. In a sombre message to union bosses and management and politicians, Howes says its Big Three communities that would be paying their own prices as CEO's, union bosses, politicians and bankers, played chicken with other people's livelihoods and lost anyway. So the bridge loans given that there are only 3 months to come up with plans and action for viable futures for GM and Chrysler, are in fact a serious step for the last act before an orderly bankruptcy takes place, unless every stakeholder gets his act together. ...

Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...
