Madras High Court decides that it has no jurisdiction over whether Indian patent law violates WTO guidelines on intellectual property. Novartis had asked the Madras High Court to clarify this point. Indian patent law (2005 patent legislation) states that a drug qualifies for a patent only if it is a new invention or a significant improvement, not a new version of a drug from before 1995. The court upheld this. Novartis's modified version of Gleevec, a leukemia drug, was denied a patent by a Indian court. Was it right in doing so? The Madras High Court affirmed this decision, and it will not be appealed to the Supreme Court.

It is not so much that the centrist parties are gaining as a search for parties that can provide effective alternatives in the face of the challenges placed on the world by the pandemic- renewal of supply chains. climate change, public services, infrastructure, health, education, lives of the elderly. It was only after industrialization that Donbas began to develop with its large coal reserves. During this period the public use of Ukrainian was suppressed in the Russian Empire, and Russian established as the language of education says Hausman from the Leibniz Institute. After the Russian Civil War it was made part of the Ukrainian Soviet Socialist Republic. During this Soviet period more and more Russian came to Donbas. People in Donbas always spoke Ukrainian and had ties to both Russia and Ukraine. Up to 2014 it was an important industrial region of Ukraine. After 2014 it has suffered considerably from the mines, and fighting in the separatist areas wanting to join Russia leaving it derelict and in a very poor state says DW.com. Between 2014 and 2022 Russian supported separatists fought the Ukraine army till a ceasefire was arranged with the Minsk Agreements. The corn crop estimate for 2008 by USDA economists is 13.1 billon bushels vs 12.1 in 2007 a drop of 7.3%. Ethanol industry will use 4 billion bushels of this from the crop collected in autumn. This corn crop will be used by food companies into late 2009 for everything fom feeding cattle and pigs and dairy cows to making soft drinks and breakfast cereal and a host of other fod products. USDA forecasts a price of $5.50 per bushel for 2008 compared to $4.40 for 2007. USDA expects Consumer Price Index for food to go up 5% in 2008. Other experts expect it to be higher and go into 2009. At the same time the FDA forecasts that for grain the world will produce more grain in 2008 than it will use helping build stockpiles for wheat and rice. Reason for this is that governments are responding to current shortages by attracting more investment and freeing up more land for food production. In the US land will shift from corn and cotton to more profitable crops like wheat and soyabeans.

The Fifth U.S. Circuit Court of Appeals granted a U.S. administration request staying the effect of a lower court ruling, giving the government the $3.6 billion in U.S. Defense Department funds to build a border wall. This money goes towards the goal of building 500 miles of the wall by the end of 2020. In a 2-1 decision the court majority cited a Supreme Court order from July 2019 that gave the Trump administration the go ahead to use military funds for border wall construction.

The $3.6 billion is part of a $6.7 billion plan of spending under an emergency declaration by president Trump on grounds of border security. So far 100 miles of border wall have replaced flimsier construction barriers that existed. The government now needs to convince private land owners along large stretches of the border along the Rio Grande and other areas to give up their land for the wall.

Germany's SPD is now seeing a former mayor of Hamburg known for number crunching as "brave in crisis."  He is finance minister in Merkel's government and helped convince Merkel of the need to have the $390 billion nonrepayable aid given as part of the European Union Recovery Fund. This and his work during the pandemic has convinced SPD's different factions to support Scolz in an effort to provide continuity after Merkel, as no effective Christian Democrat leader has emerged so far. Once the party of Willy Brandt, a respected leader in the period of the post war West Germany known as the Federal Republic, the Social Democrats have languished in the period Merkel was chancellor of Germany.

A study by professors Kane and Reardon from Harvard and Stanford show kids have fallen behind and not recovered by mid 2023 from the effects of school closures and pandemic illness in families. On average kids have fallen behind by half a year in math and a third of a year in reading by mid 2022 for 7800 communities in 41 states in the US that are in the study. Disturbing is that in the poorest 10% of districts children have fallen behind by one and a half years from the national average average for the year in school making existing inequalities worse. Another finding learning loss was similar within communities for both lower income and higher income students.  Some of the hardest hit communities- Richmond, Virginia, St Louis, Missouri, New Haven Connecticut where students fell behind by one and half years in math. At 150% of teaching effort it would take 3 years to make up for the loss. The $190 billion in pandemic money from president Biden's programs to add tutors and school staff  has helped recover 25% of the loss. They suggest using other help including summer camps, an optional fifth year of high school, summer learning, museums, and online learning. "If we fail to replace what our children lost-we not the coronavirus will be responsible for the most inequitable and longest lasting legacy of the pandemic" say Kane and Reardon. ...
