Joe Nocera of NYT on a bankruptcy like option in which the government loans money but sets tough terms, and has someone with the experience and strength and the governmental powers to set tough terms and insist on them being followed without vacillation by the unions or management. And the Congress passing new legislation under the President's leadership to override the state laws that prevent closure of dealerships. The union benefits and mindset and management mindset would go through the wrenching changes that the GM bureaucracy and the unions need to implement to eliminate the legacy costs, the higher benefits costs so that GM does not pay a penny more than Toyota or Honda to its workers when all costs are added up period. And plants that need to be closed would be closed without long negotiations and job retraining and new industries in energy and infrastructure and technology would create opportunities for these displaced workers by 2010 as part of the stimulus program.

Research In Motion's new CEO, Thorsten Heins, worked at Siemens for 23 years. He joined RIM in 2007. During the Siemens years Heins was head of the communications business and cheif of technology. At RIM he was the chief operating officer. He was brought into the company to bring new perspectives and fresh thinking into RIM. As COO he was in charge of hardware, software and more recently of sales. He said he plans on continuing the current strategy with better execution in product development and introduction and in marketing. Pollution in the Indian capital as 963 new vehicles are added to the city's streets everyday. After the shift to CNG (Compressed natural Gas) a cleaner fuel by the city's buses and public transportation the air quality improved somewhat, now there is renewed fear that New Delhi will be as polluted as before and be in a toxic haze with hazardous air quality. With the introduction of a $2500 car by Tata Motors next year cars will be more affordable and with more cars on the streets pollution is likely to get worse unless something is done about it.

A U.S. Navy destroyer travels within 12 nautical miles of the Spratly Islands on October 26, 2015. The Spratly islands are reefs that are submerged under high tides and only recently turned into islands through land reclamation by China. Under international law all nations can uses the seas near the reefs as opposed to rock. The U.S. wants to keep the sea lanes open for all countries. The Spratly Island reefs are located in the shipping lanes near Vietnam and Indonesia in the South China Sea, a great distance from the Chinese mainland. U.S. Secretary of Defense Ashton Carter made it his top priority when he took this position in 2015 to assert the freedom of navigation in the South China Sea. The action was taken after the Xi Jinping visit to the U.S. to tackle this issue without affecting bilateral economic and global cooperation relations with China.

Brazil lost 650,000 jobs in December 2008, with automobile manufacturing one of the hard hit industries. Also affecting Brazil is declining demand worldwide for Brazilian exports of iron ore and other commodity exports. The job loss is higher than the job loss of over 524,000 jobs in the USA in December 2008, and 533,000 jobs in November 2008, according to the Bureau of Labor Statistics. Brazil will see a contraction in GDP in the fourth quarter 2008, and first quarter 2009. Brazil has an inflation of 7%, but there is a always a fear of hyperinflation from its experience in past decades, and even a trade union leader like President Lula has resisted calls for rate cuts in the last 6 years because of this. This time Brazil's central bank has relented and reduced rates by 1% to 12.75% which is still the highest rate in Latin America.
